Few topics connected to the studyof colonial India have produced quite as much scholarship in recent years as the issue of colonial Indian education reform. The past decade alone has witnessed the publication of no fewer than eight English-language books on the subject, as well as a steady stream of journal articles. Part of the appeal of such research is no doubt a result of India's privileged place in the British Empire during the nineteenth century. In 1881, India's first complete census documented the existence of 253,891,821 Indian subjects living under the British Raj – or, to put it another way, a population nearly ten times the size of England and Wales's own population during the same period. For scholars, education offers a particularly fruitful site for understanding British colonial ideology. In addition, it provides an important glimpse into the lives of Indian subjects. An extensive print archive, manifest in sources as diverse as political speeches, bureaucratic files, periodicals, and memoirs, has greatly aided research into the development of colonial education. At the same time, the tendency for research to privilege particular regional focuses has left troublesome gaps in the historical record.

Decolonization is a historic process that picked up momentum in the second half of the 20th century, whereby several countries of the Global South in Asia, Africa, and Latin America successively gained independence from European colonial rule and became sovereign modern nation-states. However, territorial independence from an external ruling power alone could not bring an end to all the social, political, and economic problems ushered in by hundreds of years of imperialism. This fact was realized long before independence from colonial rule by Rabindranath Tagore within the context of British colonial India. Hence, even before territorial and political decolonization, Tagore sought to decolonize the minds of people through education reform by first setting up his own school in 1901 and then establishing Visva-Bharati University in 1921. In fact, Tagore, who is the author of the national anthems of two independent modern South Asian nation-states, never saw independent India. He died in 1941 as a British colonial subject, six years before the independence of India from colonial rule in 1947. While many indigenous intellectuals of his era adopted violent and nonviolent methods to fight against British imperialism, Tagore devoted much of his adult life to the pursuit of freedom through pedagogic reforms. Tagore’s philosophy and practice of pedagogic reform sought to “decolonize education” in British colonial India. Tagore’s own writings on education beginning in 1892 reveal that his philosophy and practice to “decolonize education” was based on the memory and critical reflections on his own experiences as a student in mainstream schools during the British colonial era in India. Tagore’s philosophy of education, institutionalized through his decolonizing pedagogic reform work in his school and university at Bolepur, Shantiniketan, were concrete responses of a highly creative and critical-thinking indigenous intellectual to the problems of the mainstream education system during his time. Hence, studying Tagore’s perspective on “decolonizing education” can provide us with a deeper understanding of the educational problems posed by British imperialism in India, as well as the evolution of these problems in the colonial metropole, which became global in nature through the process of colonialism, as has been argued by a number of academics, including modern British historian Michael Collins and postcolonial Indian academic Sanjukta Dasgupta.

This article contributes to the conceptual and empirical distinction between (the assessment of) appraisals of teaching behavior and (the assessment of) self-reported competence acquirement within academic course evaluation. The Bologna Process, the current higher-education reform in Europe, emphasizes education aimed toward vocationally oriented competences and demands the certification of acquired competences. Currently available evaluation questionnaires measure the students’ satisfaction with a lecturer’s behavior, whereas the “Evaluation in Higher Education: Self-Assessed Competences” (HEsaCom) measures the students’ personal benefit in terms of competences. In a sample of 1403 German students, we administered a scale of satisfaction with teaching behavior and the German version of the HEsaCom at the same time. Using confirmatory factor analysis, the estimated correlations between the various scales of self-rated competences and teaching behavior appraisals were moderate to strong, yet the constructs were shown to be empirically distinct. We conclude that the self-rated gains in competences are distinct from satisfaction with course and instructor. In line with the higher education reform, self-reported gains in competences are an important aspect of academic course evaluation, which should be taken into account in the future and might be able to restructure the view of “quality of higher education.” The English version of the HEsaCom is presented in the Appendix .
