AbstractThis chapter revisits the policy issue of the balance between peer review and performance indicators as a means to assess the quality of higher education, with a focus on unintended effects that emerge when peer review is employed in quality assurance procedures of higher education institutions as a whole. The attempted solutions of using self-assessments with their base of performance indicators, combined with review teams that stretch the meaning of peer review, increase goal displacement behaviour in higher education institutions. The chapter concludes with two ensuing dilemmas that require careful balancing between quality enhancement and superficial compliance, whatever the role of peer review in institutional quality assurance.

The efficiency and the quality of higher education institution was assessed with the use of process approach. The efficiency of the higher education institution was determined on the basis of a combination of typical financial measures, taking into account costs incurred in the process of didactics and research, and expenditures (measured by current liquidity, stock turnover, receivables and liabilities ratios) necessary for schools to maintain financial liquidity. As measures of quality, related to statutory tasks of the university, the factors determining graduates’ situation on the labour market as well as patents obtained as a result of research conducted by university were adopted. Applying measures of quality enabled the researcher to obtain a more comprehensive dimension of the universities’ efficiency, while proving the fact that financial measures alone may distort the actual picture of efficiency or even lead to erroneous conclusions. It can be hypothesized that in the case of a higher education institution that pursues its statutory goals of providing knowledge to the public by conducting didactics and research, the concept of efficiency should combine financial and qualitative dimensions. The results obtained in the study using the DEA method allow the researcher to determine the situation of the university for the period covered by the study.

The study analyzes precarization in the context of state educational policy and university graduates' employment. The literature review was prepared by the PRISMA method (Preferred Reporting Items for Systematic Reviews and Meta-Analyses). The data of the three focus groups formed an empirical basis for identifying and analyzing institutional factors related to public education policy. The hypothesis that higher education programs do not meet the needs of the modern labor market has been confirmed, which leads to unstable employment of graduates. The reasons for unstable youth employment are related to the gap between the educational and economic policies: inflated expectations, lack of personal initiative, heterogeneity in the quality of higher education, the particularities of industries and professions, as well as the specificities of the Russian labor market. There are mechanisms to overcome negative effects and adapt to technological, institutional, and economic changes. These mechanisms include developing a state system for supporting young specialists, improving the institutions of information interaction between universities, businesses, and graduates, creating horizontal networks of graduates to promote their interests in the labor market.
