As environment impact has become the important constraining factors to the power transmission project, so it is necessary to expand the scope of environmental impact assessment (EIA) to provide some information to relevant departments for decision-making. This paper selected fuzzy comprehensive evaluation method to assess the environmental impact, which is fit for the uncertainties of the EIA. The results show that the project's impact on the environment is satisfactory and it still exists insufficient in environment protection and the improvement is still potential. The innovation of this paper is to assign the comprehensive evaluation vector by considering the weighted average confidence degree of the comments set-valued, so it can calculate the assessment values more accurately.

The environmental post evaluation index system is proposed to evaluate the cascade hydropower project`s post environmental impact assessment. We also constructed an evaluation method based on Matter-element and Analytic-hierarchy coupling model (FME-AHP) to apply to the environmental impact assessment of Yuan Shui cascade hydropower stations. It can test the index system and evaluation method is scientific and validity or not. We hope we can provide some experience and reference for the environmental impact assessment of the hydropower exploitation in key river basin both in China and abroad.

Urban planning is the space expression of urban resource configuration. Its central goal is using the effective resource with the lowest ecological cost in exchange for the greatest economic benefits. The current city’s expansion which is dominated by the development, is too fast, which has overlooked the balance between planning and environmental protection. The contradiction between urban development and environmental protection is becoming more and more acute. In the current urban planning practice, planning is required due to lack of effective analysis and evaluation for environmental problems. Related researches regard "environmental impact assessment (EIA)" as the central content of the planning. The article summarized some methods of "the pre-adoption evaluation" that are related to environmental impact assessment; and try to put forward the basic train of thought which is according to "the pre-adoption evaluation" for urban planning.
