Objective: Medical diagnosis process extends within the degree to which they plan to affect different complicating aspects of diagnosis. In this research work, the concept of fuzzy relation with medical diagnosis is studied and the application of fuzzy relations to such problems by extending the Sanchez’s approach is introduced. Method: An application of fuzzy relation with Sanchez's approach for medical diagnosis is presented. Based on the composition of the fuzzy relations, an algorithm for medical diagnosis as follows- first input the number of objects and attributes to obtain patient symptom matrix, symptom-disease matrix and the composition of fuzzy relations to get the patient-diagnosis matrix. Then find the maximum value to evaluate which patient is suffering from what disease. Result: Using the algorithm for medical diagnosis, the disease for which the membership value is maximum gives the final decision. If almost equal values for different diagnosis in composition are obtained, the case for which non-membership is minimum and hesitation is least is considered. The output matched well with the doctor’s diagnosis. Conclusion: In the process of medical diagnosis, state of patient are given by the patient through linguistic terminology like as temperature, cough, stomach pain etc., consideration of fuzzy sets as grades for association instead of membership grades in [0,1] is more advantageous to model the state of the patient. Similarly fuzzy relation has been introduced representing the association between symptoms and diseases. Sanchez’s approach has been extended for medical diagnosis in this reference. The approach used to form fuzzy matrix showing the association of symptoms and diseases is based on the sanchez’s approach.

We firstly review some fundamentals of fuzzy relation calculus and, by recalling some known results, we improve the mathematical contents of our previous papers by using the properties of a triangular norm over [0,1]. We make wide use of the theory of fuzzy relation equations for getting lossy compression and decompression of images interpreted as two-argument fuzzy matrices.The same scope is achieved by decomposing a fuzzy matrix using the concept of Schein rank. We illustrate two algorithms with a few examples.

We examined dual properties of traces of a fuzzy relation using fuzzy matrices. Traces of a fuzzy relation are reflexive and transitive fuzzy relations obtained from the given fuzzy relation. Under standard operations on fuzzy matrices, fuzzy matrix inequalities and equalities are deduced by applying the well-known equivalent transformation of a fuzzy matrix inequality. We present, in particular, propositions on the construction of transitive fuzzy relations.

Characteristic variation of ground heat flux and net radiation enhances the understanding of the significance of indicated trends of variability to everyday life and factors that might be responsible for such variations. This research work critically analyses some specific days with field data over grass-covered surface at Ile-Ife, Nigeria between ground heat flux and net radiation. For the field observations, an instrumented meteorological mast was set up at an experimental site (7°33’N, 4°35’E) located at Obafemi Awolowo University campus, Ile-Ife, Nigeria for a period of two weeks (31st May-14th June, 2013). The soil heat flux, net radiation and soil temperature from the soil heat flux plate; an all-wave net radiometer, and soil thermometer were recorded every 10 seconds and averaged over 2 minutes interval. The sampled data was stored in the data logger (Campbell Scientific, Model CR10X) storage module. After the removal of spurious measurement values (Quality Assurance and Quality Control), the data stored was further reduced to 30 minutes averages using the Microcal Origin (version 7.0) data analysis software. The results showed that the measured ground heat flux, HGM during the daytime increases until 1400 hrs with maximum value of about 136.86 Wm-2 and minimum value of about -72.87 Wm-2 at 0830 hrs (DOY 156). The measured net radiation, Rn value of 649.65 Wm-2 observed at 1400 hrs (DOY 156), represented the maximum value for the entire period of the study. -10.75 Wm-2 value observed at1800 hrs (DOY 154), represented the minimum value for the entire period of the study due to the cloudy condition of the sky which reduces the amount of incoming solar radiation reaching the earth surface.

The workability study of the composites enhances the understanding of the degree of plastic deformation that can be employed on it. The current research work highlights the response of the low-cost aluminum composites reinforced with exhausted alkaline battery powders under quasi-static compression. The effect of reinforcements and aspect ratio against the strain hardening exponent and strength coefficients were investigated. The microstructural changes after quasi-static compression were studied and related to the changes in the property of the composites. The composite with 6 wt.% of reinforcement showed the least amount of porosity as 1.2%. In most of the cases, the maximum value of average strain hardening exponent with respect to axial strain was noted in the composites with 6 wt. % of reinforcement. The lowest aspect ratio of 0.5 showed the maximum workability in the composites. The average strength coefficient was found to be maximum (308.58 MPa) in the composite with 2 wt.% reinforcement. The elongated grains and slip bands were observed in the microstructure of the compressed specimens.

We introduce the concepts of a bipolar fuzzy reflexive, symmetric, and transitive relation. We study bipolar fuzzy analogues of many results concerning relationships between ordinary reflexive, symmetric, and transitive relations. Next, we define the concepts of a bipolar fuzzy equivalence class and a bipolar fuzzy partition, and we prove that the set of all bipolar fuzzy equivalence classes is a bipolar fuzzy partition and that the bipolar fuzzy equivalence relation is induced by a bipolar fuzzy partition. Finally, we define an ( a , b ) -level set of a bipolar fuzzy relation and investigate some relationships between bipolar fuzzy relations and their ( a , b ) -level sets.

AbstractIn this paper, we introduce a rough set in a universal set based on cores of successor classes with respect to level in a closed unit interval under a fuzzy relation, and some interesting properties are investigated. Based on this point, we propose a rough completely prime ideal in a semigroup structure under a compatible preorder fuzzy relation, including the rough semigroup and rough ideal. Then we provide sufficient conditions for them. Finally, the relationships between rough completely prime ideals (rough semigroups and rough ideals) and their homomorphic images are verified.

The 35th ICCE Conference took place in Antalya, over 17-20 November, 2016. We do believe that ICCE 2016 supported by the Turkish Chamber of Civil Engineers, organized under the auspices of the Coastal Engineering Research Council (CERC) of Coasts, Oceans, Ports and Rivers Institute (COPRI) of the American Society of Civil Engineers (ASCE), had a great impact nationally and globally, strengthened the bonds of knowledge in the field of Coastal Engineering, and reflected the colors of different cultures in addition to enriching the experience of young engineers and students. ICCE 2016, Istanbul was to be held in between 17-21 July, but was forced to be postponed to due to unpredictable events which took place in Turkey, beyond our control. During all these difficult times, we had no intention to yield under the pressure of these events. Therefore, we, the Local Organizing Committee (LOC) considered all viable alternatives, respecting the views of all parties involved, namely CERC, COPRI of ASCE, and the Turkish Chamber of Civil Engineers and the participants. We felt professionally and ethically committed to proceed regardless and to make ICCE happen. The LOC made the final decision about the new venue and date of the ICCE 2016. Accordingly, the postponed ICCE, 2016 was held in Mardan Palace Hotel, in Antalya over 17-20 November, 2016. We have to note that we do appreciate the support of the CERC and COPRI of ASCE during our journey from Istanbul to Antalya and COPRI secretary Prof. Dr. Patrick Lynett. We extend our gratitude to Antalya Metropolitan Municipality for their very valuable support and we are also thankful to our sponsors for their continuing valuable support. On the other hand, we duly noted and fully understood the hesitation of shown by some of the participants who could not attend the conference. From 26 different countries, 210 participants, including students and guests, attended the ICCE 2016, Antalya. Invited key note speakers, namely Prof. Dr. R. Dalrymple, Prof. Dr. M. Sumer, Prof. Dr. J. van der Meer, Prof. Dr. C. Synolakis, Prof. DR. S. Takahashi, who were also members of scientific committee and Prof. Dr. N.Kobayashi as chair of ICCE 2018, with their lectures in the opening ceremony and in the respective plenary sessions contributed significantly to the achievement of the goals and the success of the conference. The quality of the papers presented, the discussions in the sessions, and also the interaction between the participants contributed greatly to make the conference a success. The Early Career Scientist Event (ECSE) was planned within the ICCE 2016 to provide a specific time and place in the conference schedule where the early career attendees could meet with each other and discuss their research work in a comfortable and informal setting. The event was held on Thursday (November 17, 2016) after the conference sessions and around 50 young researchers attended the event. The resulting networking among the participants was very successful as the group was small, which enabled everyone to meet each other and all could talk about their experiences in detail. We have no doubt that this meeting was a valuable opportunity to be a part of the scientifically enriched environment of coastal engineering, not to mention items such as the historical beauties of magnificent Antalya and Turkish hospitality. Abstract This paper further studies orderings based on fuzzy quasi-order relations using fuzzy graph. Firstly, a fuzzy relation on a finite set is represented equivalently by a fuzzy graph. Using the graph, some new results on fuzzy relations are derived. In ranking those alternatives, we usually obtain a quasi-order relation, which often has inconsistencies, so it cannot be used for orderings directly. We need to remake it into a reasonable partial order relation for orderings. This paper studies these inconsistencies, and divides them into two types: framework inconsistencies and degree inconsistencies. For the former, a reasonable and feasible method is presented to eliminate them. To eliminate the latter, the concept of complete partial order relation is presented, which is more suitable than partial order relation to rank the alternatives. A method to obtain a reasonable complete partial order relation for a quasi-order relation is given also. An example is given as well to illustrate these discussions. Lastly, the paper discusses the connection between quasi-order relations and preference relations for orderings and some other related problems.
