IASF-2021 results

On October 19–20, 2021, the annual International Automotive Scientific Forum IASF-2021 “Ground innovative vehicles with a low carbon footprint” was held. The format of the event assumed full-time and remote participation. The problems of design, creation and operation of environmentally friendly vehicles were discussed at the forum. A specialized exhibition was held during the entire period of the Forum’s work in the building of the Design Center. This year, the developments of FSUE “NAMI” have been presented by vehicles hybrid and electric drive, as well as their component base. In addition, the presented AURUS cars included a hydrogen one. GAZ and KAMAZ demonstrated their developments of vehicles with zero emissions. Moscow universities presented unmanned vehicles developed by the students. A competition of students, postgraduates and young scientists’ research works was held.

Monopoly in the container shipping market: an econometric approach

PurposeSince the 2010s, market conditions for container shipping companies have been deteriorating owing to decreasing container cargo trade and increasing supply capacity. This study aims to contribute to the empirical literature on the container shipping industry market structure. Specifically, this study aims to investigate the extent of market competition.Design/methodology/approachThis study analyzes the market structure and evaluates the market power of shipping companies through a non-structural test.FindingsThe H-statistic for the entire period of 2004–2018 was 0.37, which is significantly different from zero. This indicates the absence of monopoly pricing throughout the entire period. For the time-phased estimates, the H-statistic between 2004 and 2008 is 0.15, which is not significantly different from zero. On the other hand, the H-statistic from 2009 to 2018 was 0.40, which differs significantly from zero.Originality/valueAs the Far East Freight Conference had released tariffs and charge rates by item for container shipping routes, monopolistic pricing is said to have appeared until the European Union abolished the European Economic Community (No. 4056/86) in 2008, before the economic crisis. However, this study indicates that pricing in the container shipping industry has been distinctly non-monopolistic; further, competition seems to have intensified since 2008. Industry competitiveness is of interest not only to academics but also to practitioners, including policymakers, especially when considering competition policies.

Breeding technique of Selenothrips rubrocinctus (Giard, 1901) (Thysanoptera: Thripidae) on roses leaflets

The development of adequate methods for maintaining populations of arthropod organisms in the laboratory has been a challenge due to the characteristics of each species. This work has aimed to define a method for breeding Selenothrips rubrocinctus (Giard, 1901) in rose leaflets in order to study this species in the laboratory. A condition which could maintain the leaflets turgor for a longer time was sought, in order to guarantee both the survival and multiplication of the insects, and less influence of abiotic factors. Four types of substrates were tested: a) a filter paper disk moistened with distilled water covering the bottom of a Petri dish and; b) a vegetable sponge moistened with distilled water surrounding the base of the leaflet; c) a potato, dextrose and agar (BDA) in a microcentrifuge tube surrounding the base of the leaflet; and d) hydrogel in a microcentrifuge tube surrounding the base of the leaflet. The filter paper moistened with distilled water allowed 65% of the leaflets to remain turgid over a 10-day period and was the most suitable substrate for thrips breeding. With the results at hand, we described S. rubrocinctus breeding in the laboratory. The adopted methodology provided the population density stability of the bred insects, as well as the obtainment of specimens of S. rubrocinctus in quantity and quality throughout the entire period of development of studies on the biology of the species.

Ukraine in international relations 2014–2019

The article examines the international relations of Ukraine during 2014–2019, as one of the important processes and stages of development of countries in the XXI century, where against the background of globalization the level of international cooperation deserves special attention. In the context of the evolution of international relations, the influence on the formation of Ukraine's foreign policy in 2014–2019 is considered and its behavior in the international arena is analyzed. The influence of hybrid wars on the development of international processes and on the current political course of Ukraine, which identified the main trends in international relations in the XXI century, is analyzed. The modern foreign policy course of Ukraine and its choice of corresponding values and tendencies concerning the decision of own, European and global problems are described. The results of Ukraine's foreign policy for the period 2014–2019 were evaluated and it was established that the key guidelines of Ukraine in modern international relations are the implementation of an open and consistent foreign policy course. The positive consequences of the implementation of the Ukraine-EU Association Agreement have been studied. It is established that the progress of the implementation of the Association Agreement in 2020 is 54%. It is determined that the greatest progress during the entire period of implementation of the Association Agreement has been achieved in such areas as: political dialogue, national security and defense; justice, freedom, security and human rights, etc.

Bibliographic Information in the Theatre Magazine Artist

The theatre magazine Artist has repeatedly become an object of scientific research. However, despite the wealth of works with a focus on structure of the magazine, the bibliographic section of Artist remains insufficiently studied. The bibliographic information of the journal has not yet become an object of subject-specific research. The empirical basis of the study is a complete set of publications of the theater magazine Artist for the entire period of its existence. Primary attention is paid to the bibliographic section of the journal and the appendix. Research methods are theoretical and historical analysis, generalization and systematization of the results obtained. In the proposed article, the author describes and comprehends the main forms of latent bibliographic information in the theatrical magazine Artist, first of all, the independent section Bibliography. The study defines main thematic areas of the section, its structure and main genres. The author also analyzes the types of bibliographic advertising in the journal: alphabetical directories of plays allowed to be performed, index of plays suitable for amateur shows, announcements on subscription from magazine editors, advertising of new books, ads for subscriptions to other print media. The author comes to the conclusion that along with educational intentions, the magazine staff solved specific selling tasks (sale of the magazine and books distributed through the publishers office). The latent bibliographic information of Artist can be useful for specialists interested in history of literature, journalism and theatre.

The Degradation of the Territories of Snow Polygons

The assessment of the degree of degradation of the soil and vegetation cover in the territory of storage of snow masses was carried out. It is established that in the soils of the polygons there is a decrease in the reserves of organic carbon, an increase in the power of the abiotic alluvial layer, a reduction in the power of the upper part of the soil profile, washouts and algae are formed. It is determined that the soil filtration coefficients are low. Stagnation of water near the surface and prolonged waterlogging against the background of low temperatures during the entire period of snowmelt were revealed. The soils of all snow polygons are characterized as highly degraded. They have lost their valuable functions for humans and need to be reclaimed.

ON THE FEATURES OF METHODS AND PRINCIPLES OF MANAGEMENT IN THE DEPARTMENT OF INTERNAL AFFAIRS

В настоящей статье рассматриваются особенности принципов в органах внутренних дел, как взаимосвязи между отдельными элементами системы, одновременно действующих друг с другом, непрерывно на всем периоде осуществления управления и особенности методов как совокупность средств и способов, направленных на выработку управленческого решения и его реализацию. This article discusses the features of the principles in the Internal Affairs Bodies, as the relationship between the individual elements of the system, simultaneously acting with each other, continuously throughout the entire period of management, and the features of methods, as a set of tools and methods aimed at developing a management decision and its implementation.

The Effectiveness of a Merit- and Productivity-Based Teaching Incentive in a College of Public Health

In 2017, the College of Public Health implemented a “teaching incentive” by which faculty would receive extra pay if the composite score of teaching effectiveness on the student assessment of instruction (SAI) was in the top third for all scores in the college in that same semester, and at least 40% of the students in the class completed the SAI. In the first 4 years, 53 incentives were awarded to 25 different members of the faculty, for a total of $206,772. The college documented an increase in the composite score of teaching effectiveness and in percent of students completing the SAI. Significant increases in the composite score were seen for all faculty (3.47 to 3.59 out of 4.00, p = .02) and for those faculty in the college for the entire period (3.47 to 3.57, p = .0189). Over the 4 years, the percent of classes that had at least a 40% response rate increased for all faculty (41.2% to 55.7%, p = .0447) and for faculty who were in the college for the entire 4 years (39.6% to 51.9%, p = .1373). A teaching incentive that includes a significant salary supplementation appears to be associated with an increase in both student response rates and overall assessment of teaching effectiveness.

PTPARL-D: an annotated corpus of forty-four years of Portuguese parliamentary debates

In a representative democracy, some decide in the name of the rest. These elected officials are commonly gathered in public assemblies, such as parliaments, where they discuss policies, legislate, and vote on fundamental initiatives. A core aspect of such democratic processes are the plenary debates, where important public discussions take place. Many parliaments around the world are increasingly keeping the transcripts of such debates and other parliamentary data in digital formats that are accessible to the public. This is meant to increase transparency and accountability, but these records are often only provided as raw text or even as images, with little, if any, annotation and in inconsistent formats, making them difficult to analyse. Here, we present ptarl-d, an annotated corpus of debates in the Portuguese Parliament, covering the years 1976 to 2019 and representing the entire period of Portuguese democracy.

TREND FORECAST FOR SHORT-TERM OF SHOCK-VIBRATION PREDICTION

The short-term forecasting of vibration is considered, in which the trend of the gravitational constant is used as the initial data for forecasting. The trend is recorded throughout the entire period of maturation of the vibration at points on the earth's surface far from its epicenter.
