This study aims to determine the implementation of the subsidized fuel oil (BBM) policy in Gorontalo City. The method used in this research is descriptive qualitative. Data collection techniques used interview techniques and focus group discussion (FGD). The results showed that the communication of the implementation of the subsidized fuel policy in the city of Gorontalo was well implemented. The socialization was carried out through coordination with all relevant stakeholders, the unfolding of notification banners related to the Subsidized Fuel policy at each gas station point. Resources, in order to support the implementation of the subsidized fuel policy in Gorontalo City, are not sufficient. It can be seen from the minimal number of gas stations that distribute subsidized fuel and the low volume of fuel supplied for each subsidized fuel. The attitude of the implementer/disposition towards the subsidized fuel policy in Gorontalo City is not very good. It can be seen from the attitude of the government and other stakeholders that they do not care about the distribution of subsidized fuel to non-target groups, as in this case it is given to retailers only. The bureaucratic structure does not work optimally, it can be seen from the absence of officers from either the government, Pertamina or other stakeholders at each gas station point who should be in charge of controlling and supervising the distribution of Subsidized Fuel.

ABSTRAKTujuan dari penelitian ini adalah menentukan strategi pemberdayaan masyarakat nelayan soma pajeko di Kecamatan Salibabu Kabupaten kepulauan Talaud. Metode analisis yang digunakan adalah analisis SWOT (Strength, Weakness, Opportunity, Threat). Analisis SWOT mempertimbangkan faktor lingkungan internal kekuatan (strength) dan kelemahan (weaknesses). Analisis ini didasarkan pada logika yang dapat memaksimalkan kekuatan (strengths) dan peluang (opportunities), namun secara bersamaan dapat meminimalkan kelemahan (weaknesses) dan ancaman (threats). Hasil penelitian menunjukan bahwa pemberdayaan masyarakat yang paling tepat diterapkan untuk nelayan soma pajeko yaitu (1). Pembangunan/pengoperasian sarana prasarana usaha perikanan, 2) Memberikan akses modal pengembangan usaha, 3) Pendekatan akses perbankan 4) Kebijakan distribusi BBM khususnelayan 5) Pelatihan pengolahan ikan pasca panen, dan 6) Adanya diversifikasi pekerjaan pada nelayan disaat cuaca buruk/ tidak melaut.Title: Strategy for Empowering Purse Seine Fisher’s Community in the Salibabu District of Talaud Islands Regency, North Sulawesi ProvinceABSTRACTThis research aims to determine the empowerment strategy of Purse Seine fisher’s in Salibabu sub district of Talaud Regency. Data were analyzed using SWOT analysis (Strength, Weakness, Opportunity, Threat). SWOT analysis considers the strength and weakness of internal environmental factor. This analysis is constructed upon logical comprehension to maximize the strengths and opportunities, but simultaneously minimize the weaknesses and threats. Results of the research suggests the most applicable empowerment toward Purse Seine fishers are: (1). development/operation of fishery infrastructure, (2) acces to business capital, (3) approach to banking access (4) distribution of fishery fuel policy (5) Post-harvest fish processing training, and; 6) Alternative income for the fishers during bad weather.
