The digital transformation of knowledge dissemination and academic publishing have sparked copyright disputes in the educational sector related to the scope of fair dealing. This study contributes (a) an empirical basis for such discussions by analyzing 3,391 course syllabuses (2015–2020) from 34 Canadian universities, and (b) a potential resolution to the disputes to which this analysis is applied. Among the reading types, 26.6% of the syllabuses had readings from academic sources, while 8.3% of the syllabuses had media articles and trade book chapters (with some overlap). The syllabus data are used to calculate a per-page royalty charge, which is used to demonstrate a proposed three-step syllabus rule to avoid double-chargingstudents for academic materials (amounting to 90.1% of readings by pages), while fairly compensating professional authors and their publishers (9.9% of readings by pages). The three-step syllabus rule provides a sound rationale for charging each student $1.40 per year to cover royalty charges for readings assigned in Canadian university courses.

Because of the large number of post-secondary English for academic purposes (EAP) programs and the varying ways they are structured, it can be difficult to identify how a particular program fits within the overall landscape of university education.  To identify general trends across Canada, the webpages for 74 EAP programs at 50 public English-medium universities were examined for key information related to each program.  Data analysis included descriptive statistics as well as graphical representation.  The results pointed to typical EAP programs that are independent units that offer non-credit courses with some credit options, have international tuition fees around $9,000 per semester, provide approximately 22 hours of instruction per week, and generally require IELTS scores over 5.0 or TOEFL iBT scores over 59 for entry.  These results provide an avenue of comparison and indicate the need for future research to better understand how EAP programming is conceptualized in the Canadian context.

This paper begins and ends with a provocation: I argue that refusal in librarianship is both impossible and necessary. Reviewing examples of crisis narratives which permeate both American and Canadian universities, I take a materialist perspective on the idea of refusal within academic librarianship. To do so, I draw on the work of Audra Simpson, Kyle Whyte, Eve Tuck, Mario Tronti, and Rinaldo Walcott to examine the sites of impossibility of refusal in the practice of academic librarianship within contemporary neoliberal education institutions. Then, I analyze the totality of capitalism in setting the limit for the practice of refusal through case studies of direct action, including the Icelandic Women’s Strike of 1975 and the 2020 Scholar Strike Canada. Finally, I identify private property and history as key frames for understanding the contradiction at the heart of refusal of crisis. As such, any refusal that does not address the centrality of labour and private property relations can thus be understood as harm reduction rather than emancipation. Ultimately, I argue that for librarians to refuse would require an abandonment of liberalism as librarianship’s guiding philosophy, and a redefinition of librarianship as such.

Despite much progress since the mid-20th century, there still exists a disparity in the number of female academics relative to their male colleagues. This gender gap has come under increased focus as universities take steps to foster diversity and inclusiveness. Bibliometrics can provide a window into the gender disparity in research by measuring the metadata of academic publications. By determining the ratio of female to male authors, the gender bias at the level of the institution can be quantified. This study examines the proportion of female authors of academic articles at thirty Canadian universities across five broad fields of research.

Institutional open access (OA) policies can act as a solid foundation on which to build university-wide support for open access. This is the first paper to reflect on the entire process of developing, implementing, and reviewing an institutional open access policy at a Canadian post-secondary institution. Simon Fraser University (SFU) is one of a few Canadian universities with an institutional open access policy. As a leader in open access, SFU is well positioned to share observations of our experiences in the first three years of our OA policy. Throughout this paper, we reflect on the role that the policy plays in the broader culture of openness at SFU and on the OA resources and supports provided to SFU researchers. Other institutions may find our observations and adoption of the SOAR (strengths, opportunities, aspirations, results) appreciative inquiry framework useful as they explore future policy development or review and work to promote a culture of open access within their university community.
