Purpose: the aim of the article is to calculate the reduction in transaction costs when transferring purchases to electronic format, as well as determine the potential for digitizing the consideration of all requirements for procurement participants. Methods: the study is based on the conceptual provisions of the institutional economic theory, the use of the system approach methodology, the use of survey research methods, and the generalization of expert assessments. The development of the proposed topic is also based on the use of methods of economic and statistical analysis, scientifc abstraction, comparison and scientifc generalizations. Results: as a result of a detailed analysis, the digital transformation electronic trading platforms into the digital trading platforms was substantiated. The paper also shows the role of electronization and digitalization in reducing transaction costs and time spent on customers. It was revealed that the transfer of authority to the electronic trading platforms not only excludes the possibility of errors, unfair and opportunistic behavior of customers, and as a result – the imposition of fnes, but also reduces the time spent on procurement. The main approaches to improving the contract system, building its digital ecosystem, where the necessary actions are performed by the software and hardware complex, and the contract manager only "accompanies" the purchase, are proposed. The article presents the evolution of the use of digital technologies and the corresponding legal regulation in Russia. Conclusions and Relevance: the use of digital technologies in public procurement is becoming a factor causing changes in the contractual system. The electronic form of trading has brought a new reality, opportunities for digital transformation are opening up. The use of automated counterparty verifcation technologies in the activities of electronic trading platforms is a potential factor in reducing transaction costs. In the future, it is possible to use digital technology “big data”, which helps to identify and categorize the necessary information regarding the availability of experience in the execution of similar contracts.

Purpose: the purpose of this study is to examine the current state of Japan's digital transformation, with a focus on the banking sector, analyzing specifc examples, identifying obstacles that hinder the achievement of expected results. Methods: the article is based on the analysis of scientifc and analytical materials devoted to the problem of research, a set of general scientific methods is applied, including comparison, scientifc generalization, analogy, etc. Results: the article presents the main trends and current results of digitalization of Japanese banks, provides examples of projects, identifies problematic areas of the implemented policy. A hypothesis is put forward about the key role of the government in the development of new standards for the organization of work, taking into account the use of innovative technologies. For Japan, digitalization is chosen as a key tool to mitigate the current socio-economic situation. Digitalization is already being implemented in the healthcare sector, agriculture, etc. Another sector at the center of digitalization is the fnancial one. Financial technologies form new markets and products. Non-banking companies penetrate into the areas occupied by classical banks, competing and even displacing them. These processes are observed both in Japan and in other countries of the world, including Russia. Therefore, studying the Japanese experience of integrating digital technologies into the fnancial sector is important. Although Russia is among the leaders in the digitalization of the financial sector, it is difcult for fntech companies to break into the Russian market due to pressure from large classical banks, as well as the lack of trust in fntech companies from the population. Conclusions and Relevance: in contrast to the manufacturing sector, digitalization of non-manufacturing areas is slower in Japan. This is due to a shortage of qualifed personnel, fnancial risks, etc. Today, the priority for fnancial institutions remains to create the basis for the introduction of digitalization and improve management efciency. From the point of view of ensuring the stability of the fnancial system, it is expected that the Bank of Japan, together with the government, will encourage initiatives in the feld of fnancial development.

The basis of the methodology is the concept of performance management in the context of digital transformation of management. Results: the article presents the key provisions and the main results of the study, obtained on the basis of studying the materials of scientific publications and open information sources in the subject area under consideration using the methods of logical, content and statistical analysis. Based on the specifcs of diversifcation programs, it is proposed to use the provisions of the performance management concept as a theoretical basis for the formation of a tool for assessing the activities of their participants. An integral multiplicative criterion of efciency for a comprehensive assessment of activities is proposed. It is built on the indicators of fve aspects of assessing the performance of participants in diversifcation programs. These aspects assess the completenes s of the organizational and methodological support of the diversification process, the consolidated effectiveness and efciency of the program activities, the quality of management, as well as the fnancial security of the implementation of the diversifcation program activities. Conclusions and Relevance: a scenario approach to substantiating the parameters of the incentive mechanism in the model of coordinated activity of the participants in the implementation of the diversifcation program is proposed, which takes into account the assessment of its commercial parameters. The results presented in the article are useful in the development of methodological support for assessing the effectiveness and organizing incentives for participants in diversifcation programs in the context of the formation of a digital ecosystem for managing enterprises of the military-industrial complex.

Universities worldwide strive to provide the best student services possible, particularly those that support student achievements and career goals. Therefore, academic advising continues to be a significant part of the student experience, one which universities need to fully understand in terms of its objectives, application processes, and required skill. As a result of significant technological improvements since the turn of the millennium, including expanding internet applications and digital transformations, universities have established computer information systems that support academic advising and course registration services. This study examined the effects of modifications to the electronic academic advising and course registration systems at King Abdulaziz University in 2018, and then again in 2020, following a university-wide system failure in 2018 resulting from a demand overload. In 2018, a preliminary statistical analysis and student feedback survey were conducted by the authors to measure student satisfaction with the online portal On-Demand University Services (ODUS Plus). In addition to recommendations suggested by the 2018 analysis such as balancing the load distribution of the university’s network, organizational (i.e., non-technical) solutions, rules, and regulations were adjusted such as progressive course registration that prioritized those expected to graduate first. The survey and analysis were repeated by the authors in 2020 to assess improvements in student satisfaction. As a result of the changes, the investigation revealed improved student satisfaction with the performance of ODUS Plus and network access. Overall, students were significantly more satisfied in 2020 than in 2018. This research shows that some technical challenges can be resolved using re-engineered processes and organizational solutions.

Abstract—The rapid development of web-based systems in the digital transformation era has led to a dramatic increase in the number and the severity of cyber-attacks. Current attack prevention solutions such as system monitoring, security testing and assessment are installed after the system has been deployed, thus requiring more cost and manpower. In that context, the need to assess cyber security risks before the deployment of web-based systems becomes increasingly urgent. This paper introduces a cyber security risk assessment mechanism for web-based systems before deployment. We use the Bayesian network to analyze and quantify the cyber security risks posed by threats to the deployment components of a website. First, the deployment components of potential website deployment scenarios are considered assets, so that their properties are mapped to specific vulnerabilities or threats. Next, the vulnerabilities or threats of each deployment component will be assessed according to the considered risk criteria in specific steps of a deployment process. The risk assessment results for deployment components are aggregated into the risk assessment results for their composed deployment scenario. Based on these results, administrators can compare and choose the least risky deployment scenario.

The current situation of development of the world economy presupposes intense competition in both external and internal markets. Under these conditions, it becomes more and more obvious that the growth of profits and, accordingly, further development of companies will be carried out not so much through expansion, but through improved service for customers, an increase in the range of goods and services offered, a better product quality and a decrease in production costs. The main role in optimisation of technological processes is currently played by digital transformation of production. The introduction of advanced information technologies is of great importance for all global companies, since the enhanced development of information systems results in improvement of business processes, better safety, and environmental friendliness.International studies show that the use of modern information technologies in transport industry is necessary to improve traffic safety, reduce environmental impact, increase the efficiency of the transportation process. The Russian mining and metallurgical sector, along with the oil and gas industry, makes a significant contribution to development of the country. Complex production technology, a large volume of traffic, hazardous and dangerous working conditions for personnel necessitate development of a digital environment to increase labour productivity and the volume of products. The objective of the research is to study the possibility of using information control and forecasting systems for solving technical, technological, and organisational problems of industrial railways of metallurgical plants.Based on comparative analysis, general scientific and mathematical research methods and the study of the role of information systems in digital transformation of production process, the authors suggest a methodology for creating a stochastic model for predicting the arrival of unit trains at an enterprise, and consider development trends in digital transformation of industrial transport.
