Modern web applications require flow of large amounts of data. To maintain order in code, a state manager was invented. With manager all data can be retrieved from and goes to one place. In this paper, four libraries for state management (NgRx, Ngxs, Redux, Vuex) were analyzed. Five criteria were used for the study: code metrics, solution structure, availability of ready-made implementations, community support, and performance testing. Results showed that there is not the best tool in every criterion, but when comparing the results obtained, the most universal solution is Vuex.

Digital innovation in public administration is critical. It’s necessary to work effectively with the digital resources of public servants. In Russia, successes are observed, requirements for IT competencies of employees, interactive interactions with infrastructure are increased, motivation is updated - the balance of state and corporate interests and the employee. The purpose of the work is a systematic analysis of problems and some solutions with "leadership in results". It’s also relevant to assess the evolutionary potential of infrastructure, not only the requirements of a state institution. The work uses methods of system analysis, decision-making, situational and comparative analysis and others. Our main results are the analysis of key tasks, the solution of which is assigned to the digital infrastructure of public administration. In particular, analysis of monitoring and identification of risk states, anomalies, opening of hidden vulnerabilities, situational forecasting, analytical support, reduction of resource consumption (costs), audit of population satisfaction, quality of work of employees, systematic automation and intellectualization of public administration was carried out. All this supports strategic management, develops performance indicators. A table of professional qualities, the development of competencies of the state manager has been built. The problem of "noises", uncertainties in decision-making is considered, because adaptation to "noise effects" in public administration can be accompanied by an increase in the homogeneity of decision-making employees and an increase in their differentiation, as well as a decrease in their number. The role of institutional, social and personal barriers, motivation, as a balance between the interests of a state institution and an employee, when both are interested in improving internal indicators, as well as involving citizens and organizations in the provision of public services, was noted.

The large export abundance of Alaskan salmon is well documented, and many studies have been performed to assess the economic and environmental viability of the industry and its management. Less research has been done to characterize how state intentions regarding fisheries allocation are conceived of by management or perceived by vulnerable groups in the user pool. This study seeks to qualitatively characterize the disconnect between state and Native Alaskan perceptions of management effectiveness, public interest, and Native Alaskan involvement using interviews. Results showed that Native Alaskan and state manager respondents had very different perceptions of management effectiveness and equity. When asked questions about the goals of policy and public participation in it, Native Alaskan respondents tended to identify issues of over-commercialized fishing and a lack of direct state acknowledgement of tribes while managers repeatedly referenced an equal public voice for all users and a focus on maximum sustainable yield. Results provide insight into the context certain policy decisions by the state of Alaska are received by Native Alaskan groups.

We present a new collaborative visual storytelling platform, Aesop, for direction and animation. Aesop consists of a language parser, human gesture monitoring, composition graphs, dialogue state manager, and an interactive 3D animation software. Aesop thus enables 3D spatial and temporal reasoning which are both essential for storytelling. Our key innovation is to enable conversational AI using both verbal and non-verbal communication, which enables research in language, vision, and planning.
