Innovative processes in the development of the region are essential. It’s necessary to effectively investigate and manage them. In Russia, increased requirements for innovation, innovative digital interactions, and infrastructures. The purpose of the work is system analysis and modeling of regional development processes, testing of the built model. The evolutionary potential of the region is also being explored. The work uses methods of system analysis, decision-making, mathematical modeling, situational and comparative analysis. For stable and dynamic regions, various system goals of innovative development are considered: corporate, business-oriented, functional, production, etc. The main results of the article: analysis of systemic problems and solutions for the innovative development of regions, the construction and study of a model of dynamics of evolution, potential and indices in the conditions of a variety of innovative changes (diffusion, innovation, investment, etc.). Uncertainties in the environment (restructuring in the region) are also taken into account. The task of identification of the constructed model, possibility of situational forecasting and support of strategic management with its help is considered. The test example for the model takes into account the dynamics of funds and the consumption of the situation. The dynamic characteristics of regional innovation should lead to qualitative changes, and the sustainability of the region is determined by the dynamic relationships of structures. Therefore, it’s important to consider synergistic interactions such as "region – innovation – investment – evolutionary potential". The model we have discussed can also be complicated and improved by complicating the submodels involved and the modeling hypotheses considered. But in this form, it’s suitable for relevant situational modeling.

The growth of dynamism, the complexity of relationships in social networks requires a systematic approach, the development of mathematical models for forecasting and the identification of fake news in social networks. Otherwise, it is difficult to resist media misinformation, fake news. The problem is urgent, there are more and more opportunities for exchanging "viral" and fake messages in social networks, and we poorly implement monitoring, identifying fake risks. Social networks so far do not allow reliably distinguishing lies from news from aggregator. The purpose of the work is to predict and analyze the system-phase pattern of the spread of fakes in the space of social interactions. "Fakes" are deliberately false, intended for manipulation. In recent years, they are easily distributed in social networks. In the work by methods of the theory of ordinary differential equations, their qualitative analysis, the above problem was full investigated. The study was conducted under assumptions: remote distributors are not allowed to participate in the transmission of fakes; an adult population susceptible to fakes has a constant birth rate; propagation can occur "vertically," wherein the transmission mechanism is introduced into the model by appropriate assumptions about the proportion of susceptible and distributors. The problem is fully investigated (solvability, unambiguity, phase patterns of stable behavior). The work will be useful in the practical identification and prediction of the influence of fake news.

Digital innovation in public administration is critical. It’s necessary to work effectively with the digital resources of public servants. In Russia, successes are observed, requirements for IT competencies of employees, interactive interactions with infrastructure are increased, motivation is updated - the balance of state and corporate interests and the employee. The purpose of the work is a systematic analysis of problems and some solutions with "leadership in results". It’s also relevant to assess the evolutionary potential of infrastructure, not only the requirements of a state institution. The work uses methods of system analysis, decision-making, situational and comparative analysis and others. Our main results are the analysis of key tasks, the solution of which is assigned to the digital infrastructure of public administration. In particular, analysis of monitoring and identification of risk states, anomalies, opening of hidden vulnerabilities, situational forecasting, analytical support, reduction of resource consumption (costs), audit of population satisfaction, quality of work of employees, systematic automation and intellectualization of public administration was carried out. All this supports strategic management, develops performance indicators. A table of professional qualities, the development of competencies of the state manager has been built. The problem of "noises", uncertainties in decision-making is considered, because adaptation to "noise effects" in public administration can be accompanied by an increase in the homogeneity of decision-making employees and an increase in their differentiation, as well as a decrease in their number. The role of institutional, social and personal barriers, motivation, as a balance between the interests of a state institution and an employee, when both are interested in improving internal indicators, as well as involving citizens and organizations in the provision of public services, was noted.

Information, computer environments and systems require not only technological, but also psychological, neuro-linguistic support. The evolution of a digital, competency-based society requires the active introduction of information and communication technologies in all key areas (e-government, e-learning, e-business, etc.). There is also a negative impact of such an evolutionary process, for example, the emergence of IT risks and threats to the individual, society and society. It is also possible to strengthen the information confrontation, hybrid war, "Trojan training", etc. It is very important to ensure the security of multilevel distributed information structures of the digital economy. The article discusses the systemic analysis of this problem, explores some specific aspects and tasks, in particular the use of ontologies and formalization. System-synergistic analysis of psychological readiness and its support by ontological approach was carried out. System objectives of network attacks and psychological influences in conditions of evolution of distributed infological system are revealed. A general model of system security ontology in a formal-semantic and infological form is proposed. Everything is implemented based on the semantics of controlled process metadata (Resource Description Framework), metadata prediction languages (Ontology Language), ontology standards, analytics, "parallelization" of knowledge and updating of knowledge bases, Big Data, Data Mining, Social Mining, Data Centers, multi-agent and other systems.

This article provides an analysis of a Russian-speaking student's speech sample compared to British normative pronunciation. A number of inconsistencies with the "generally accepted pronunciation" of vowels and consonants,as well as the rhythm of speech, were identified in the speaker's pronunciation. The article discusses the most common mistakes in the student's speech and offers phonetic exercises to improve articulation.

The basis of communication, strategies of network interactions is a model of a system of information interactions and an installation on the adaptation of ethnos in a new space. National and cultural ideals of the ethnic group are usually realized in regional policies of inter-ethnic relations, ethnic reflection. Social networks are gradually becoming the main "regulator" of such interactions. The purpose of the work is to systematically analyze these trends, causal relationships and interethnic interactions in social networks. To do this, the work uses the methods of System Social Mining. The analysis allows us to conclude that in Russia “remote nationalism” is possible, associated with the political activities of the diasporas, their activity on social networks.

The aim of article. The digital industry (Industry 4.0, the fourth-generation industry) is developing - based on the digital transformation of the production sector. Countries must create a workforce ready for future infrastructure. This requires the cooperation of universities, government and industry, including initiatives aimed at training workers for the transforming productive sector. The pandemic has COVID-19 exacerbated the problem of employment. Methodology: it is necessary to study the problem of employment at the systemic level, with an analysis of the structural complexity and development of digital transformations. This article explores this problem for manufacturing enterprises, in particular the automotive industry. The Results and Conclusions present the results of the analysis and make forecasts.

The mysterious Russian soul is always looking for non-trivial aspects of a problem. The modern coronavirus pandemic (COVID-19) has become the subject of ridicule in the everyday laughing practices of Russian people. In this case, the laughing discourse acts as a form of psychological defense and struggle against the inevitable evil. The importance of the research is due to the lack of knowledge of the communicative and cognitive aspects of laughter discourse and the need to study the modern anecdote on the topic "coronavirus pandemic" in the aspect of forming the stability of the human psyche in the conditions of pandemics and isolation. The relevance of this work is also determined by the fact that it expands the empirical base of discourse linguistics, LSP theory and practice, motivology and emotive linguistics, whose interests include consideration of the problem of the influence of emotions on language. The relevance of the work also lies in the fact that special attention is paid to the little-studied phenomenon of "black humor", which is vividly represented in the laughing discourse about coronavirus. Unfortunately, today Russia occupies the leading positions in terms of the number of people infected with virus COVID-19. Archetypal fear of unknown Evil, of invisible death evoke chthonic experiences of the unconscious from the depths of the subconscious, actualizing the laughable techniques of devaluing danger as one of the effective methods of psychological protection. The world stereotype defines Russian people as frowning and unsmiling, extremely hostile to the world around them. The article reveals the specifics of modern Russian anecdotes about COVID-19. This allows the reader to understand what the stress resistance and resilience of the Russian person in a situation of degenerate press of negative information in various media is. This situation is complicated by fake news stories about the pandemic. What are Russian people laughing at during the pandemic? What helps them survive and stay mentally healthy in this situation? What is the specifics of Russian jokes about the pandemic? How do these anecdotes structure a person's inner space in a new way? What Parallels can we find in a laughing culture that plays up the stigmatized situations of tragedies, wars, and epidemics? This article is intended as an attempt to answer these and other questions.

In the period of post-Soviet states the problem of multi-linguistics and the formation of multilingualism become more urgent. Realization of synergetic poly-aspect approach to the study of the mega-conceptual phenomenon of poly-linguistic-cultural linguistic identity in the context of globalization and migration reveals the characteristics and patterns of evolution in this complex humanitarian and social constructs of modern scientific knowledge from the point of interaction and mutual influence of different-structural languages folklore, national literatures and arts. In addition, it allows you to define the ways, forms and methods of implementation of their communicative potential. Modern electronic-information society raises the question of the choice of language of communication and thinking language. Entropy processes inevitably entail the phenomenon of interference, intervention (capture the scope of the language), attrictsion (deterioration of language) that accompany polylinguism process, influencing the process of learning new languages and the preservation of the native language. Modern society is involved in the world of digital technology and communications; it remains split in the social, ideological, cultural and national relations.

The purpose of the study is to provide a comprehensive analysis of the current state of food security in the Russian Federation and identify existing problems in this area, since this problem is more relevant than ever in Russia, given the complex socio-political situation. Used in the work: a system approach (considering food security as an essential element of national security), situational and functional (considering the monitor changes the status of food security as a information technology management), statistical monitoring (provides guidance to build predictive judgments), qualitative (proclaims the need for multi-criteria diagnosis of food security). as well as formal logical and dialectical methods of cognition. Formal-legal and comparative-legal methods of cognition were used as private-scientific methods. The normative base of the study is the national security Strategy of the Russian Federation, as well as the food security doctrine Of the Russian Federation. The study of the state of food security in Russia shows that the Russian Federation has formed an integral system for maintaining this sphere at the proper level. The analysis allows us to conclude that, despite the sanctions imposed on Russia, the system of public administration in General allows us to regulate processes in the food sector and provide the population with basic agricultural products. The guarantee of achieving food security is the stability of domestic production, as well as the availability of necessary reserves and stocks. In this regard, it can be argued to some extent that the food security system operates with a sufficient level of efficiency. At the same time, the sanctions and anti-sanctions imposed have created a number of obstacles to the normal functioning of the interstate system for the exchange of agricultural products.
