Abstract Background Policies to combat the COVID-19 pandemic have disrupted the screening, diagnosis, treatment, and monitoring of noncommunicable (NCD) patients while affecting NCD prevention and risk factor control. Aims To discuss how the first wave of the COVID-19 pandemic affected the health management of NCD patients, identify which aspects should be carried forward into future NCD management, and propose collaborative efforts among public–private institutions to effectively shape NCD care models. Methods The NCD Partnership, a collaboration between Upjohn and the European Innovation Partnership on Active and Healthy Ageing, held a virtual Advisory Board in July 2020 with multiple stakeholders; healthcare professionals (HCPs), policymakers, researchers, patient and informal carer advocacy groups, patient empowerment organizations, and industry experts. Results The Advisory Board identified barriers to NCD care during the COVID-19 pandemic in four areas: lack of NCD management guidelines; disruption to integrated care and shift from hospital-based NCD care to more community and primary level care; infodemics and a lack of reliable health information for patients and HCPs on how to manage NCDs; lack of availability, training, standardization, and regulation of digital health tools. Conclusions Multistakeholder partnerships can promote swift changes to NCD prevention and patient care. Intra- and inter-communication between all stakeholders should be facilitated involving all players in the development of clinical guidelines and digital health tools, health and social care restructuring, and patient support in the short-, medium- and long-term future. A comprehensive response to NCDs should be delivered to improve patient outcomes by providing strategic, scientific, and economic support.

The United Nations 2030 Agenda emphasizes the importance of multistakeholder partnerships for achieving the 17 UN Sustainable Development Goals (SDGs). Indeed, Goal 17 includes a target for national governments to promote multistakeholder partnerships between state and non-state actors. In this paper, we explore how members of civil society organizations and the private sector perceive both the possibilities and challenges of multistakeholder partnerships evolving in Ireland for achieving the SDGs. The research uses data gathered during 2018 and includes documentary research, participant observations of stakeholder forums in Ireland and the United Nations, and semi-structured interviews to address related questions. The results demonstrate that numerous challenges exist for forming multistakeholder partnerships for the SDGs, including a fragmented understanding of the Goals. They also note previous examples of successful multistakeholder partnership models, the need for more leadership from government, and an overly goal-based focus on SDG implementation by organizations as major impediments to following a multistakeholder partnership approach in the country. These findings suggest that although Goal 17 identifies multistakeholder partnerships as essential for the SDGs, they are challenging to form and require concerted actions from all state and non-state actors for SDG implementation.

Abstract In the 2030 Agenda for Sustainable Development, the United Nations assigned an important role to multistakeholder partnerships for implementing the Sustainable Development Goals. Since partnerships show a mixed success record, this article analyzes whether relevant actors in the UN context are inclined to translate lessons learned and the increased knowledge about partnerships’ conditions for success into an improved “UN metagovernance.” Criticizing the current institutional setup, most of the interviewed actors proposed that partnerships should be metagoverned by the UN through systemwide principles, rules, and procedures. There is, however, little consensus as to how that should be done. Drawing on assumptions from the literature and extensive empirical research, the article identifies patterns in actors’ perspectives on the issue.
