The policy of adjusting the layout of rural compulsory education schools (hereinafter referred to as "withdrawing points and merging schools"), which became a national policy in rural areas of China in 2001, was suspended in 2012.The starting point of this policy is to better popularize nine-year compulsory education in rural areas and promote the large-scale development of rural educa- tion. However, there are many problems in the process of implementing this policy, which leads to the deviation between the implemen- tation result and the expected target in some provinces. This paper attempts to discuss the effect, reason and reflection of the policy of withdrawing and merging rural primary and secondary schools.
