Ukraine’s experience and prospects of cross-border cooperation: Legal and economic parameters in the light of sustainable development

The article provides a general overview of the course of forming Ukraine’s legal and policy basis for cross-border cooperation in connection with economic development. Specific attention is given to its cross-border cooperation with the neighbouring Eastern European countries in the frameworks of bilateral treaties, the Madrid Outline Convention and the EUUkraine Association Agreement. Their cooperation within four Euroregions, supported by the EU European Neighbourhood Instrument, is observed. The complex of cross-border cooperation advantages, shortcomings of their realisation and the current prospects for cross-border cooperation advancement in the light of sustainable development are characterised.

Exploring cross-border cooperation in Eastern Europe: What kind of initiatives have developed in the Romanian-Hungarian border area?

Since the beginning, the European Union has believed and promoted the idea that an increase in cross-border cooperation contributes to enhanced European integration. This means that cross-border cooperation supports sustainable development along the EU’s internal and external borders, helps reduce differences in living standards and addresses common challenges across these borders. The aim of this paper is to examine the cross-border initiatives between Romania and Hungary with a special focus on the INTERREG projects, which have provided new sources of funding for cross-border activities and regional development in the RomanianHungarian border area. In this context, the cooperation has intensified in the last two decades, especially since Romania joined the EU in 2007. The research proves that cross-border projects and initiatives represent an important source of funding for this type of intervention, when no similar funding sources are available.

The evolution of cross-border cooperation in Hungary

The present study gives an overview of the de-bordering processes around Hungary that have taken place during the last 30 years and their impacts upon cross-border relationships and cooperation in both economic and social terms. A synthesis is provided on some of the examples of Hungarian innovation in cross-border cooperation as well as on recent developments stemming from the border closures during the pandemic.

A fenntartható fejlődési célok alakulása a feltörekvő Európában: konvergencia vagy divergencia

A Fenntartható Fejlődési Célokat 2015-ben jelölte ki az ENSZ a szegénység leküzdésére, az egyenlőtlenségek csökkentésére és a környezeti fenntarthatóság megvalósítására. Mindezt úgy, hogy közben senki nem hagynak hátra és mindenki egyenlően részesül az elért eredményekből. Jelen tanulmányban az SDG7 és SDG13 kerül részletesen bemutatásra, melyek között rendkívül sok átfedés található. Az SDG7 a megfizethető és tiszta energia elérését, az SDG13 pedig a klímaváltozás elleni fellépést hangsúlyozza. A feltörekvő európai gazdaságokat vizsgáljuk 2008- 2020 közötti időtartamban, számításaink szerint a fenntartható fejlődési részcélok tekintetében konvergencia és divergencia egyaránt azonosítható. Látható eredmények és összetartás ott figyelhető meg, ahol az adott részcél egyben kiemelt Európai Uniós célkitűzés is az Európa 2020 alapján.

Fenntartható fejlődés: banális metaforától korunk meghatározó területfejlesztési paradigmájáig

A tanulmányban a fenntartható fejlődés témakörével foglalkozunk, kiemelten területfejlesztési perspektívából, ugyanakkor mérési és módszertani kérdésekre is fókuszálva. A tanulmány célja bemutatni a fenntartható fejlődés fogalmának útját egy romantikus-derűs és naivnak tűnő metaforától – némileg meglepő módon – az európai kontinens meghatározó területfejlesztési paradigmájáig. A szintézis jellegű írásunk nemzetközi, globális szintről halad az európai-, majd a nemzeti-, és lokális szint irányába, Románia példáján. A jórészt ismert nemzetközi irodalom mellett, fölhasználjuk azokat a személyes tapasztalatokat, amelyek az elmúlt időszakban gyűltek össze a szerző különböző szakmai szerepvállalásából adódóan: a téma empirikus vizsgálatával foglalkozó komplex kutatás szakmai koordinátoraként, a fenntartható fejlődési képzések szakmai mentoraként, valamint a Romániai Fenntartható Fejlődési Tanács tagjaként. A tanulmányban részletesen kitérünk a fenntartható fejlődés céljainak mérési részleteire, tekintettel arra, hogy meggyőződésünk szerint, jól működő, méréseken alapuló monitoring rendszer nélkül a fenntartható fejlődés programjai alkalmazhatatlanok
