In the past two decades, the world has experienced deep changes in terms of globalization of goods and people, the emergence of new economic powers, political turmoil, and a sustained growth of an increasingly urban global population. These and other factors have deep implications for global water and food security, and make discussion of ethical values – often implicit in global debates – more pertinent. An understanding of the ethical issues underlying water and food security is key to formulating solutions that truly contribute to their achievement. This is particularly true when considering that water and food security is strongly intertwined with human security and environmental security, and these cannot be addressed separately. This paper argues that solving water and food problems is not only a technical challenge but also a problem of fundamental ethical values and political will. It showcases three technological advances (desalination, information technology, and modern groundwater abstraction technology) and one concept (virtual water) that could contribute to secure water and food for a growing population, thus shedding light on the lack of concerted political will to face global and water food securities. In this context, trade has the potential to help countries manage water security in a globalized world, provided that global trade is revisited and undergoes a process of deep reform in the light of ethical considerations. Water and food are not isolated from general socio-economic and political trends. Therefore the drivers resulting in the present economic crisis also affect water and food, and add further complexity to the search for solutions.

AbstractEnding hunger and ensuring food security are among targets of 2030’s SDGs. While food trade and the embedded (virtual) water (VW) may improve food availability and accessibility for more people all year round, the sustainability and efficiency of food and VW trade needs to be revisited. In this research, we assess the sustainability and efficiency of food and VW trades under two food security scenarios for Iran, a country suffering from an escalating water crisis. These scenarios are (1) Individual Crop Food Security (ICFS), which restricts calorie fulfillment from individual crops and (2) Crop Category Food Security (CCFS), which promotes “eating local” by suggesting food substitution within the crop category. To this end, we simulate the water footprint and VW trades of 27 major crops, within 8 crop categories, in 30 provinces of Iran (2005–2015). We investigate the impacts of these two scenarios on (a) provincial food security (FSp) and exports; (b) sustainable and efficient blue water consumption, and (c) blue VW export. We then test the correlation between agro-economic and socio-environmental indicators and provincial food security. Our results show that most provinces were threatened by unsustainable and inefficient blue water consumption for crop production, particularly in the summertime. This water mismanagement results in 14.41 and 8.45 billion m3 y−1 unsustainable and inefficient blue VW exports under ICFS. “Eating local” improves the FSp value by up to 210% which lessens the unsustainable and inefficient blue VW export from hotspots. As illustrated in the graphical abstract, the FSp value strongly correlates with different agro-economic and socio-environmental indicators, but in different ways. Our findings promote “eating local” besides improving agro-economic and socio-environmental conditions to take transformative steps toward eradicating food insecurity not only in Iran but also in other countries facing water limitations.

<p>Disentangling the effects of climate and land use changes on regional hydrological conditions is critical for local water and food security. The water variability over climate transition regions at the midlatitudes is sensitive to changes in regional climate and land use. Gansu, located in northwest China, is a midlatitude climate transition region with sharp climate and vegetation gradients. In this study, the effects of climate and land‑use changes on water balances are investigated over Gansu between 1981 and 2015 using a Budyko framework. Results show that there is reduced runoff generation potential over Gansu during 1981 and 2015, especially in the southern part of the region. Based on statistical scaling relationships, local runoff generation potential over Gansu are related to the El Nino-Southern Oscillation (ENSO). Intensified El Nino conditions weaken the Asian monsoons, leading to precipitation deficits over Gansu. Moreover, the regional evapotranspiration (ET) is increasing due to the warming temperature. The decreasing precipitation and increasing ET cause the decline of runoff generation potential over Gansu. Using the dynamical downscaling model outputs, the Budyko analysis indicates that increasing coverage of forests and croplands may lead to higher ET and may reduce runoff generation potential over Gansu. Moreover, the contributions of climate variability and land‑use changes vary spatially. In the southwest part of Gansu, the impacts of climate variability on water variations are larger (around 80%) than that of land‑use changes (around 20%), while land use changes are the dominant drivers of water variability in the southeast part of the region. The decline of runoff generation potential reveals a potential risk for local water and food security over Gansu. The water‑resource assessment approach developed in this study is applicable for collaborative planning at other climate transition regions at the midlatitudes with complex climate and land types for the Belt and Road Initiative.</p>

This is a summary of the Young Water Professionals Seminar involving more than 50 young people from all over the world working with water. The presentations and following discussion were very lively and were about how subsidies and trade barriers imposed by the developed countries are influencing the income-generating capacity of millions of people in the developing world. Even though this is a very complex issue not easily resolved during the seminar it was also clear that there are some fundamental problems that need to be addressed. The importance of looking for solutions at different levels (i.e. local, regional, national) was highlighted as well as the policy of double standards, preaching free trade but only for the benefit of overdeveloped countries themselves. Further it was discussed how to achieve basin security through food security, and managing water for food security. The conclusion was that win-win solutions would be made if agricultural subsidies were to be completely removed.
