The role of ethics in water and food security: balancing utilitarian and intangible values

In the past two decades, the world has experienced deep changes in terms of globalization of goods and people, the emergence of new economic powers, political turmoil, and a sustained growth of an increasingly urban global population. These and other factors have deep implications for global water and food security, and make discussion of ethical values – often implicit in global debates – more pertinent. An understanding of the ethical issues underlying water and food security is key to formulating solutions that truly contribute to their achievement. This is particularly true when considering that water and food security is strongly intertwined with human security and environmental security, and these cannot be addressed separately. This paper argues that solving water and food problems is not only a technical challenge but also a problem of fundamental ethical values and political will. It showcases three technological advances (desalination, information technology, and modern groundwater abstraction technology) and one concept (virtual water) that could contribute to secure water and food for a growing population, thus shedding light on the lack of concerted political will to face global and water food securities. In this context, trade has the potential to help countries manage water security in a globalized world, provided that global trade is revisited and undergoes a process of deep reform in the light of ethical considerations. Water and food are not isolated from general socio-economic and political trends. Therefore the drivers resulting in the present economic crisis also affect water and food, and add further complexity to the search for solutions.

Abstract. The Middle East and North Africa (MENA) region has the largest water deficit in the world. It also has the least food self-sufficiency. Increasing food imports and decreasing domestic food production can contribute to water savings and hence to increased water security. However, increased domestic food production is a better way to achieve food security, even if irrigation demands an increase in accordance with projected climate changes. Accordingly, the trade-off between food security and the savings of water and land through food trade is considered to be a significant factor for resource management, especially in the MENA region. Therefore, the aim of this study is to analyze the impact of food trade on food security and water–land savings in the MENA region. We concluded that the MENA region saved significant amounts of national water and land based on the import of four major crops, namely, barley, maize, rice, and wheat, within the period from 2000 to 2012, even if the food self-sufficiency is still at a low level. For example, Egypt imported 8.3 million t yr−1 of wheat that led to 7.5 billion m3 of irrigation water and 1.3 million ha of land savings. In addition, we estimated the virtual water trade (VWT) that refers to the trade of water embedded in food products and analyzed the structure of VWT in the MENA region using degree and eigenvector centralities. The study revealed that the MENA region focused more on increasing the volume of virtual water imported during the period 2006–2012, yet little attention was paid to the expansion of connections with country exporters based on the VWT network analysis.

Solid waste management in developing cities is a threat to water and food security. The final disposal option for solid wastes is usually landfill sites. Possible contaminants and their impact on surface and groundwater, and soil quality, at the northern solid waste landfill in Bloemfontein city, South Africa, was investigated. Soil samples were analysed for basic cations and heavy metals. A one-point surface leachate, groundwater, and surface water samples were analysed for physicochemical and microbiological parameters. Hydrochemical speciation models were developed using these parameters to determine the influence of the leachate emanating from the landfill on the quality of the water samples. Findings from the study showed that the low metal content in the soil and water samples posed no immediate threat to food and water security. However, most of the other parameters were above the permissible limit of South African National Standard 241 (SANS241) and World Health Organisation) (WHO for drinking water, a(nd the Department of Water Affairs and Forestry (DWAF) specification for irrigation, an indication that the groundwater was unfit for drinking, domestic and irrigation purposes. Metal concentrations in the soil also increased with distance downslope of the landfill along drainage lines. The implementation of a circular economy in Bloemfontein will translate to less pollution and enhance sustainable development.

The United-States-Mexico food system, and in particular the section located in the Sonoran Desert, is an example of the detrimental effects that result from instensified food production to supply increased demand from regional, transboundary, and global areas. Impacts to freshwater and terrestrial ecosystems in addition to human livelihoods and institutions create serious management and policy challenges. Understanding the region as an integrated water-food system with institutional imbalances reveals the following consequences: (a) an increasing reliance on groundwater resources for the majority of agriculture and livestock production; (b) a net export of nonrenewable water; and (c) a virtual water imbalance that further threatens the region’s water and food security.

 This article presents various points of view regarding the treatment of sunken fontanelle by various communities as ignited by the controversial practice of kutara(a practice that involves the father of a child sliding his penis from the lower part of the left and right cheeks to the top of the head, as well as from the lower part of the face to the top of the head, and from the lower back part of the head to the top). The story of Alick Macheso’s use of his manhood to treat nhova (sunken fontanelle) opened a Pandora’s box. The story not only attracted the attention of critics from diverse cultural and ethical backgrounds, but revealed multi-ethnic positions. That is, reactions were steeped in a multiplicity of intellectual, religious and even cultural grounding. Reactions ranged from accusations of backwardness and absurdity, through to medical and Christian orientations toward the treatment of nhova. The overarching idea is that there is a general tendency to dismiss the age-old practice of kutara,coupled with an uncritical celebration of certain positions. The debate that ensued following publication of the story seemed to revolve around ethical considerations. The school of thought that dismisses kutara with disdain regards it as unethical and unimaginable in the present-day world—it is redolent with insinuations of absurdity on the part of those that live and celebrate it. We contend that the raging debate that followed the publication of the story can best be conceptualised within the context of African ethics. We note that kutara has relevance to the spirituality, ethical values, privacy, and protection of children’s rights, among other ethical issues. It is hoped that the article will stir further debate and encourage more research among information practitioners, scholars and researchers into the ethical issues surrounding the treatment of sunken fontanelle in various African communities. It argues for an Afrocentric conceptualisation of phenomena in order to contribute to debates on the renaissance of African cultures, and stresses that it is imperative to harness the life-furthering age-old traditions in African ontological existence.

BACKGROUND Image based data collection for obesity research is in its infancy. OBJECTIVE The present study aimed to document challenges to and benefits from such research by capturing examples of research involving the use of images to assess physical activity- or nutrition-related behaviors and/or environments. METHODS Researchers (i.e., key informants) using image capture in their research were identified through knowledge and networks of the authors of this paper and through literature search. Twenty-nine key informants completed a survey covering the type of research, source of images, and challenges and benefits experienced, developed specifically for this study. RESULTS Most respondents used still images in their research, with only 26.7% using video. Image sources were categorized as participant generated (N = 13; e.g., participants using smartphones for dietary assessment), researcher generated (N = 10; e.g., wearable cameras with automatic image capture), or curated from third parties (N = 7; e.g., Google Street View). Two of the major challenges that emerged included the need for automated processing of large datasets (58.8%) and participant recruitment/compliance (41.2%). Benefit-related themes included greater perspectives on obesity with increased data coverage (34.6%) and improved accuracy of behavior and environment assessment (34.6%). CONCLUSIONS Technological advances will support the increased use of images in the assessment of physical activity, nutrition behaviors, and environments. To advance this area of research, more effective collaborations are needed between health and computer scientists. In particular development of automated data extraction methods for diverse aspects of behavior, environment, and food characteristics are needed. Additionally, progress in standards for addressing ethical issues related to image capture for research purposes are critical. CLINICALTRIAL NA

This chapter introduces ethical issues that arise in the context of biosecurity: policies and actions intended to prevent the development or emergence, or mitigate the consequences, of serious biological threats. These threats could include deliberate biological weapon attacks (bioterrorism), pandemics, emerging infectious diseases, or major laboratory accidents. The basic values that underpin these public health concerns are first introduced. Ethical issues that arise before, during, and following a biosecurity crisis are then examined, including issues of resource allocation, dual-use research, and the possibility of quarantine. Their resolution requires trade-offs among different ethical values, including utility, fairness, and liberty.
