AbstractHungary’s anti-liberal government has invented a novel solution to the care crisis, which I call a “carefare regime”. This chapter describes four key features of the policies, policy practice and discourse that make up Hungary’s carefare regime. I argue that in contrast to welfare state models familiar from developed democracies, in post-2010 Hungary, women’s claims to social citizenship are most successfully made on the basis of doing care work. The state is re-engineered rather retrenched: services are not commodified but “churchified” in an effort to redistribute resources and build political loyalty. Women are constructed as “naturally” responsible for reproduction and care and this responsibility is tied to sentimentalized notions about femininity and true womanhood. In addition to providing care in the household, women are increasingly engaged in the paid labor market too, where the tolerance for gender inequality is officially mandated. A carefare regime provides limited financial advantages for a select group of women, while simultaneously increasing their devalued work burden both in and outside the household: it feeds a growing underclass of women workers.

This chapter investigates the relationships between science and society, in particular social policy 'practice', by consulting the social policy actors (i.e. researchers, professionals and practitioners who deal with or implement diverse policy decisions). The purpose of the chapter is to develop our innovative communication initiative, in which we engaged with social policy professionals and practitioners in a two-way, mutually enriching theory-practice dialogue. Using the capability approach as an analytical lens hereallows for a fresh look at social policy implementation and delivery and helps to better understand how social policies in their entirety play out in different contexts. The historical and political contexts of social policies and people's different needs and values, the cornerstone of the CA, are increasingly recognised by policy practitioners and professionals who have first-hand experience with policy delivery or application at the local level. This chapter demonstrates that their experience with multiple access and eligibility-related issues on the ground sheds new light on the applicability of the CA, and how this approach may help to identify key features grounded in local knowledge, be it around social policy design, delivery or implementation.

This paper attempts to understand the prominence given to teenage pregnancy in policy discussions since the late-1990s by contextualising it within a broader analysis of the contemporary ‘culture of parenting’. The emerging field of parenting culture studies has begun to develop an analysis of the key features of policy, practice and informal culture. Three key concepts are discussed to shed an alternative light on the issue of teenage pregnancy and parenthood with the hope of further developing the healthy debate that has emerged in recent years in response to policy priorities: the development of ‘parental tribalism’ whereby differing parental choices and behaviour become a site for identity formation; the idea of a deficit at the level of parenting and intimate familial relationships; the reconceptualising of the parent as an autonomous, authoritative adult to a more infantilised imagining. The teenage mother, herself neither adult nor child, becomes emblematic of these developments.

This study is concerned with welfare state development and the intersection between the twin global phenomena of sub-state nationalism and ‘governance transitions’. Specifically, how minority nationalist parties (MNPs) use discourse to exert pressure for welfare change. Accordingly, here, we explore their discourse in Scottish and Welsh elections, and the UK ‘Brexit’ referendum on European Union membership. The findings reveal how pressure for welfare change is framed using key tropes including nation-building, extending social protection and resistance to central government programmes. The wider significance to understanding global social policy lies in the following: (1) revealing the discursive processes associated with multi-level welfare state dynamics, (2) demonstrating how MNPs and governance transitions combine to pressure for welfare state change, and (3) showing how the resultant territorialisation of policy discourse advances ‘sub-state’ models of social citizenship.

This article draws on the findings of the EU Framework 7 project DISCIT to explore the living situation of people with disabilities a decade after the adoption of the UN Convention on the Rights of Persons with Disabilities in nine European countries representing different welfare state models and different stages in the process of deinstitutionalisation. A review of the research literature, policy and available statistics was combined with interviews with key informants in each country to explore the current living situation, changes over time and the barriers to, and facilitators for change. The article focuses in particular on whether people are experiencing opportunities for social inclusion on an equal basis with others. Although a lack of available data hampered conclusions on living situation, it was clear that there had been some change in terms of policy and funding streams available to support community living. Some countries had moved slightly towards community living, while others reported more people in institutions or the development of bigger services in the community. There was evidence of continued inequality in the living situation and full inclusion of people with disabilities, with those with intellectual disability and psychosocial disabilities being the most affected. In terms of barriers (and consequently facilitators) there were three sources: 1) policy, 2) social care and support systems, and 3) awareness, attitudes and advocacy. The need to involve people with disabilities in policymaking and the need for a co-ordinated approach between all actors in the disability sector was seen as critical for achieving further change.
