AbstractThe cognitive aim of this study is to point to the optimum number of local government units and the optimum boundaries of spatial units in Poland with the assumption of minimizing the cumulated theoretical travel time to all settlement units in the country. The methodological aim, in turn, is to present the use of the ArcGIS location-allocation tool for the purposes of delimitation processes as exemplifi ed by administrative boundaries in Poland. The rationale for the implementation of this study is that number and the boundaries of units of all levels of Poland’s current territorial division are far from optimum in the light of minimization of accumulated theoretical travel time to all settlement units in the country. It may be concluded that it would be justifi able to increase the number of voivodships from the current number of 16 to 18. Besides it would be necessary to introduce modifi cations in relation to units with regional functions. In contrast, the number of districts and communes should be reduced. A continuation of this research may go in the direction of including analysis of public transport network in the research, creating in this way a multimodal set of network data. This would illustrate, apart from the potential itself resulting from the infrastructure, also the actually existing connections.

In today’s environment, the success of an organization depends on the ability to reduce the decision cycle, make better decisions, and share strategic information within the organization. The model of this paper shows that the results of GIS processing are much more efficient in the information process - decision making, production, evidence, both in the transport sector and in other fields of activity.The main purpose of a GIS system is, beside the introduction, storage and editing of some geographic, demographic, environmental information etc. The analysis and the study of this information in a relational context, in order to obtain complex decisions. Network analysis in GIS is most frequently related to finding new solutions to transport issues.


This paper is totally based on a critical review of Transport Network Analysis in a Upper Assam district of State of Assam in India. It’s a comparative study between ASTC Bus Services and Traveller Services from Jorhat District (Centre) to Tinsukia, Dibrugarh, Sibsagarh, Golaghat, Lakhimpur and Dhemaji District. There have only 11 ASTC Bus Services and More than (on Average) 15 Traveler Service in every district. The ASTC Bus Services were fixed for riding every day but Traveller Services are not fixed. It is flexible on time and demand by the passengers situations. From these it is clear that the government (ASTC) bus service are very less than the traveler services in this Upper Assam. There have many factors for the shortage of Govt. service and increase of Traveller Services. For this there have face many problems by passenger like travel fare, capacity of arrangement of seats, lack of comfortness of travelling etc.
