A model was developed for network design of a shipping service for large-scale intermodal liners that captured essential practical issues, including consistency with current services, slot purchasing, inland and maritime transportation, multiple-type containers, and origin-to-destination transit time. The model used a liner shipping hub-and-spoke network to facilitate laden container routing from one port to another. Laden container routing in the inland transportation network was combined with the maritime network by defining a set of candidate export and import ports. Empty container flow is described on the basis of path flow and leg flow in the inland and maritime networks, respectively. The problem of network design for shipping service of an intermodal liner was formulated as a mixed-integer linear programming model. The proposed model was used to design the shipping services for a global liner shipping company.

Risk assessment is a well-developed field which many operators are currently applying to improve their operations and reduce their risk exposure. This paper is intended to provide an overview of the risk assessment for mariners in the Maritime transportation. The risks addressed are primarily those affecting the safety of a vessel, facility or operation. The concept of risk is defined, and the methods available to assess the risks associated with an operation are described. Regulatory requirements that have prompted the development of modern risk assessment practices are described, and future regulatory trends are discussed. There are many different analysis techniques and models that have been developed to aid in conducting risk assessments. A key to any successful risk analysis is choosing the right method (or combination of methods) for the situation at hand. This is achieved through critical analysis of the available data concerning marine crises. This paper provides a brief introduction to some of the analysis methods available and suggests risk analysis approaches to support different types of decision making within the maritime transportation to cope with crises. Finally, as awareness of risk assessment increases, the benefits which can be realized through its application will continue to increase. Organizations in both the public and the private sector are becoming more and more familiar with the benefits associated with risk-based approaches to managing safety and consequently reducing crisis in maritime transportation.

To evaluate the transportation time reliability of the maritime transportation network for China’s crude oil imports under node capacity variations resulting from extreme events, a framework incorporating bi-level programming and a Monte Carlo simulation is proposed in this paper. Under this framework, the imported crude oil volume from each source country is considered to be a decision variable, and may change in correspondence to node capacity variations. The evaluation results illustrate that when strait or canal nodes were subject to capacity variations, the network transportation time reliability was relatively low. Conversely, the transportation time reliability was relatively high when port nodes were under capacity variations. In addition, the Taiwan Strait, the Strait of Hormuz, and the Strait of Malacca were identified as vulnerable nodes according to the transportation time reliability results. These results can assist government decision-makers and tanker company strategic planners to better plan crude oil import and transportation strategies.

A transportation network facilitates the connectivity of local residential areas, improves capability for movement of goods, and contributes to economic development. Recent flooding events in the U.S. have highlighted the vulnerability of our transportation network to such events. Flooding, a predominant destructive hazard, leads to significant direct damages to physical road infrastructures and also results in significant indirect losses to communities that rely on the road network. Decision-makers, designers and planners all must understand the risks associated with such events and make adequate preparations for them. This paper proposes a holistic framework for integrating flooding hazards with vulnerability analysis of transportation road infrastructures, topologic risk analysis, and flow-based risk assessment. Vulnerability analysis of infrastructures reveals the extent of closure on roads and bridges. Topologic risk analysis, based on graph theory, provides immediate information on network characteristics that could be linked to instantaneous connectivity measures. Flow-based risk assessment uses a user equilibrium model to compute traffic time for the entire network for assessment of user losses from increased traffic time. Finally, the developed framework can be used to assess risks for a segment of the primary road system in the state of Iowa when facing flooding events with return periods of 2, 50, 200 and 500 years. It is expected that this integrated framework and the network performance measures could inform future resilience assessment and enhancement strategies in the studied region and provide a framework for other states that might wish to adopt this approach.
