Abstract  Animal welfare discourse in Indonesia is rarely published on various media platforms so that public knowledge about Animal welfare is still very lacking. This study makes a case for. socio-environmental justice pf all sentient being. The study argues for the interconnectedness of socio-environmental issue with the conundrum of political aspects in, in terms of the welfare of dolphins. The study contributes to intellectual discourse on governance. Qualitative approach was chosen with respect to testing out ‘equality utilitarianism ethics to use Peter Singer’s phrase. The study indicates that the greater understanding of utilitarianism has motivated Jakarta Animal Aid Network concerning dolphins welfare, The understanding shapes awareness and public education. It then influences  Indonesian government decision  to stop the traveling dolphins circus that often raises socio-environmental issues especially for those who care about the rights of all sentient being.Keywords :  animal welfare, dolphins, equality, ethics, governance.   AbstrakWacana kesejahteraan hewan di Indonesia jarang dipublikasikan di berbagai platform media sehingga pengetahuan masyarakat tentang kesejahteraan hewan masih sangat kurang. Studi ini membuat kasus untuk. keadilan sosial-lingkungan pf semua makhluk hidup. Studi ini berpendapat untuk keterkaitan masalah sosial-lingkungan dengan teka-teki aspek politik, dalam hal kesejahteraan lumba-lumba. Studi ini berkontribusi pada wacana intelektual tentang pemerintahan. Pendekatan kualitatif dipilih sehubungan dengan menguji 'etika utilitarianisme kesetaraan untuk menggunakan frasa Peter Singer. Studi ini menunjukkan bahwa pemahaman yang lebih besar tentang utilitarianisme telah memotivasi Jaringan Bantuan Satwa Jakarta tentang kesejahteraan lumba-lumba. Pemahaman tersebut membentuk kesadaran dan pendidikan publik. Hal ini kemudian mempengaruhi keputusan pemerintah Indonesia untuk menghentikan sirkus lumba-lumba keliling yang kerap menimbulkan masalah sosial-lingkungan terutama bagi mereka yang peduli terhadap hak-hak seluruh makhluk hidup. Kata Kunci :  kesejahteraan hewan, lumba-lumba, kesetaraan, etika, pemerintahan.

Pertamina and Eni faced double strike problems. The Italian government did not grant the license for building Indonesian crude palm oil (CPO) based green finery to Eni-Pertamina as most Indonesian CPO producers do not possess RSPO certificates and the EU restricts the use of CPO. The policies resulted in opportunities loss for Pertamina and Eni in 2019. This qualitative paper examined the logical reasons behind the Italian government decision by two levels of analysis, domestic and regional locus. The finding shows that domestically, political circumstances among parties and figures, other than CPO commodities farmers, played a significant role in the cancellation. The historical instability in Italy domestic political situation also brought it closer to revocation. On another level, the ups and downs of Italy-the EU relations before and during Conte I and Conte II government were a regional reason behind it.

In 1972, the federal government’s plan to build the second major Toronto airport in the north Pickering area met strong public resistance that put the project on hold in 1975. This project investigates the role of public engagement in land use policy and the protection of agricultural lands by reviewing the literature on the Pickering Airport from a historical perspective and conducting archival research of historical records and documents from 1972 to the present. Consulting the literature on public discourse, I examine whether a 45 year-long delay in the completion of the airport could be solely attributed to public participation in policy making. The paper will focus on effective use of media, scientific evidence and expert advice that are leading to deadlocks in a process full of inconsistencies in government decision making, influenced by electoral politics, changing governments and jurisdictional differences between federal and provincial governments.

Urbanization has created some of the world's greatest development challenges. At the same time, cities present an opportunity to tackle these challenges comprehensively. For this, an integrated urban development approach is needed. The Water-Energy-Food (WEF) Nexus approach offers cities an integrated urban planning framework to devise sustainability pathways. However, so far there exist no comprehensive guidelines to aid municipal government decision-making on how to apply the Nexus approach in an urban context. This paper highlights the origins of the WEF Nexus approach within the integrated urban planning discourse. It explains the method to introduce Nexus with special emphasis on Nexus training supporting the implementation of the Nexus approach. The “Urban Nexus Development Cycle” as part of the Nexus training, guiding urban practitioners to overcome “silo thinking” is the innovative element as well as the pro-active involvement of universities in the Nexus process.

<p>Citizens’ active participation in local government affairs today is low, and no measurable signs indicate any improvement. To the contrary, evidence suggests citizen participation is deteriorating. Considerable debate has been involved in trying to establish whether its cause is citizenship deficits or democracy deficits. Alternatively, does another, yet-to-be-discovered driver explain the disconnection between local government and its citizens?  Of greatest concern is that, in the near future, significant investment decisions and the outcomes they provide are likely to set the tone for our communities for the next 100 years or more. In this context, the diminishing participation may beget further disconnection. Furthermore, if citizens are not really in a position to make an informed decision, who is? Can we be sure those decision-makers are making the right decisions? Has the intent behind our participatory or deliberative democracy in the local government sector established itself in practice, as we might expect?  Compounding this challenge is the complexity of the decision-making environment, which only enhances the gap between how citizens sense they are able to participate in these important long-term decisions and the political environments that struggle to find enduring solutions in which citizen preferences are weighted in a way that reflects community expectations. While the literature to date has covered citizenship and democracy deficits in some detail, understanding is more limited of the bureaucratic and representative deficits that are struggling with similar, if not identical issues.  This research examines the concept and practice of local government decision-making. Its focus is on the influences that elected members weight in this process, and specifically the weight they give to citizen preferences in making their decisions. Moreover, if these preferences are not being given due weight, what are the implications for our deliberative democracy? And do the findings have any implications for how our communities ought to view the current decision-making environment?</p>
