The Role of FDI in Regional Innovation and Its Influence on the Emergence of Knowledge Spillover Effects

The article provides the spatial aspects of the effectiveness improving of the national innovation system. The role of regional innovative spillovers in the development of innovative activity is determined. The question is raised about the prerequisites for the knowledge flow between the last two. The internal morphology of the innovative space is analyzed to identify the territorial features of knowledge spillovers, based on the frame and center-peripheral approaches. The problems of the unevenness of innovative activity in Russian regions are considered, zones of the center, semi-periphery and periphery of the innovative space of the country are identified. The lack of innovative cores, the large distances between existing ones do not allow to form a full-fledged innovative framework of the country, creating conditions for the diffusion of innovations and the flow of knowledge. In conclusion, directions are proposed for reducing the spatial polarization of innovation and increasing the potential for the impact of innovative spillover effects on the sustainability of regional innovation systems

We investigated the role of external funding in cardiovascular device innovation across 31 countries in Europe. We rely on the knowledge production function (KPF) framework that establishes the knowledge output of a region as a function of innovatory effort and other characteristics of that region. In a cross-sectional analysis, we investigated regional variation in knowledge production by the number of publications in cardiovascular device research obtained from the bibliometric data of the world’s largest biomedical library, the US National Library of Medicine, 2014‒2017. We mapped these publications to product categories of medical devices approved for cardiovascular diseases by the US Food and Drug Administration. Considering spatial correlation across regions of Europe in our estimates of the KPF, we investigated the impact of two types of funding mechanisms: grants reported in the publications and the volume of European Union Horizon 2020 funding received by the innovating regions. We obtained 123,487 cardiovascular device-related publications distributed across 1,051 (75% of total) regions (NUTS-3 level). Receiving external funding strongly contributes to a region’s knowledge output. The estimated elasticities of innovatory effort range between 0.51 and 0.64. These estimates were consistently larger than the elasticities of other characteristics in the region measured by gross domestic product (0.14‒0.56). We also documented spillover effects from neighboring regions when the funding was measured by the grants reported in the publications, concluding that innovatory efforts in the form of external research investments are effective for promoting innovation in the medical device industry at the regional level.

Abstract The calculation for the influence of high-speed railway on knowledge spillover is based on the results of global instantaneous equilibrium in the mechanism explanation of knowledge spillover. In real production, the interaction between the high-speed railway and the regional innovation system is dynamic and local. In order to simulate the impact of high-speed railway on innovation activities in the time dimension, it is necessary to simulate scenarios under appropriate parameter assumptions. Based on the interaction of economic participants, a discrete evolutionary simulation model is established, which is helpful to predict and estimate the evolution of spatial effect of high-speed railway according to the theory of cellular automata. It is concluded that high-speed railway accelerates the formation of knowledge innovation industry cluster in the region in the process of regional knowledge innovation and evolution. Under the influence of high-speed railway, the node city will gradually evolve into a regional innovation center. By comparing the production evolution of knowledge innovation system with and without high-speed railway, the results show that high-speed railway has a more significant impact on knowledge spillover in higher knowledge privatization environment. Under the background of low labor migration rate, high-speed railway has increased the potential of regional innovation to external knowledge spillover. In the case of higher labor migration rate, the convergence rate of influence of high-speed railway on the concentration of innovation is faster.
