Abstract. Intellectual property objects are the driving force in the development of science and technology.  The problem of accounting of intellectual property objects in the context of attribution of authorship on someone else's development and application of effective means of protection of innovation product in conditions of unfair competition is actualized.   The main task of the enterprise innovation development is to form its accounting and analytical support, which should help to expand the possibilities of forming and using their innovative potential, that is why the work is urgent and timely.  Systematized accounting accounts and typical holding, which can be used for purchase and sale of licenses.  The analysis of introduced innovations and patents was carried out.  The reasons of decrease of the number of registered objects of intellectual property were revealed.  The focus is on know-how as an object of intangible assets and the main forms of documentary confirmation of the introduction and disposal OF the object ON are systematized. Methodological recommendations on patent registration have been developed.


It is reasonable to use digital technologies to organize and support an innovation system that simplify and promote interactions between innovation activity participants by performing a situational analysis of big volumes of structured and unstructured data on innovation activity subjects in the regions. The aim of the article is to substantiate the essence, peculiarities and features of integrating blockchain platforms with Big Data intelligent analytics for regional innovation development. The study was carried out as based on materials describing the development of this concept both in the whole world and its spread in the Russian economy.

The impact of the Information and Technology (IT) sector on the countries’ innovation development has been recognized as crucial in prior and recent research studies. Moreover, firms’ innovativeness affects positively countries’ economies. Nevertheless, the global economic crisis of the last decade constituted a significant barrier to the development of country economies and had a negative effect on firms’ performance. Specifically, the negative consequences of the global crisis became harder for Southern Europe Countries. More specifically the Greek economy was suffered by an extended period of crisis with harder consequences than those of other European countries. The main purpose of this study was to examine the financial performance of Greek IT firms in the early years of crisis. Our findings have been relevant to those of previous studies which observed negative effects of the financial recession on firms profitability.

The chapter discusses the creation of a mechanism for ensuring reliable and secure interaction among participants in regional innovation systems based on the establishment of smart contracts in the blockchain. The technology allows to reduce the possibility of fraud by dishonest participants, as well as to exclude the need for a third party by transferring its functions to a smart contract. This is important for ensuring confidential and transparent relations between participants in innovative projects, as well as with interested subjects of social and economic activities in the regions. The Ethereum blockchain platform was chosen to create smart contracts. On its basis, there were developed components to perform transactions in contracting, creating, and implementing innovations, transferring intellectual property rights, using rights and licenses for innovation, etc. The main component of the system is a distributed transaction register with digital copies of innovation objects.

Innovative development of the region implies creation and commercialization of innovations in the most favorable for the region business sectors. The priorities of the Irkutsk region development are to increase the innovation component, to develop high technology and to use the recreational resources of the region for the innovation development. Objective of the study: to determine the ways of using the recreational potential of Irkutsk Oblast for innovation development. The research methodology is based on a theoretical analysis of the main aspects of innovative regional development, innovation in the regional tourism and recreation industry. The information and empirical research base of the study was statistical data on the development of tourism in Irkutsk Oblast. The novelty of the research is in the formation of a conceptual approach to the use of recreational resources of Irkutsk Oblast for innovative development of the region through the creation and development in the region of world-class scientific centres in the priority sectors for the development of the region; the establishment in the Cisbaikalia of a geopark and biomedical cluster; development of congress and business tourism, both interregional and international, including transit tourism; engagement of areas not adjacent to Lake Baikal in the tourism industry. The author proposes to consider tourism as a form of export of high-tech eco-oriented living environment. The article provides an analysis of the national projects, programmes and strategies related to the development of innovations in tourism activities in Irkutsk Oblast.

The article deals with theoretical and methodological issues of improving innovation development management systems. Special attention is paid to the impact of scientific and technological progress on the transformation of patterns and principles of justification of effective innovation solutions in the paradigm of digitalization, digital transformation and globalization. It is substantiated and proved that digitalization and digital transformation have predetermined the need to take into account such new patterns of innovation processes development as turbulence, delocalization, desynchronization, temporality, humanization, high level of corporate culture in the process of innovation activities.

The work deals with the problems of innovation transfer and intellectual property management at enterprises. An approach reasoning the choice of innovations and the type of their transfer at an enterprise has been developed, which increases the efficiency of innovation processes. For this purpose, the essence of the category “innovation transfer” regarding the micro-level was clarified and determined according to the sources of innovations. A set-theoretic model of innovation selection based on evaluating the essence of innovations, their generators (suppliers) and implementation conditions has been developed. For such an assessment, a set of criteria has been proposed, a number of the most essential conditions for introducing innovations at an enterprise have been identified, and an optimization model for the efficiency of the innovation development process has been developed. They allow making an informed choice of innovations in accordance with the needs of the enterprise. Evaluation criteria for the innovative potential are proposed and their essence is determined. Testing of the evaluation confirmed the possibility of using the proposed criteria. A model of innovation transfer, which presents the main processes and participants in the transfer of external and internal innovations has been developed, which allows enterprises to ensure a high level of organization and implementation of the transfer. Given the direct relationship between the transfer of innovations and intellectual property, an approach to improving intellectual property management at the enterprise is proposed. A number of principles of intellectual property management have been determined. The stages of intellectual property management at the enterprise are proposed as a set of specific actions determining all processes directly or indirectly related to such management, as well as those responsible for these processes and resource provision.

The present paper aims to analyse the problems of the innovation development component in the agricultural economy of the North Caucasian Federal District of the Russian Federation in terms of the operational settings of agroeconomic systems, facilities of economic entities, organisational and economic mechanisms, managerial function and prioritisation of innovation directions. The current aspects of innovation-driven development of the regional agroindustrial complex are discussed. Priorities of innovation development in agriculture and related industries of the agroindustrial complex of the North Caucasian Federal District are proposed, based on the technological reequipment of agroindustrial enterprises, instituting the innovation-driven mechanism of agroindustrial operations, building up the information, people and financial support of the innovation development system of the agroindustrial complex, ensuring proper economic conditions for implementing innovation programmes and projects, state financing of innovation activities, broad attraction of investment and improving solvency. The practical implementation of innovations should rely on a built system of regional innovation-driven development, clear and structured iterations in adopting all groups of innovations in agroindustrial sectors based on centralised vertical alignment between all branches of government and horizontal cross-departmental cooperation. A crucial regulatory role in this process should be played by government structures across economic and education sectors closely tied with agroindustrial production. Effective implementation of innovation policies will depend on ensuring proper economic conditions for putting forward innovation programmes and projects, on the availability of state funding to support innovation activities, attracting investment in the innovation sphere, advancing entrepreneurship and commercialisation of innovation projects. The identification of factors inhibiting the adoption of innovation in the agroeconomy of the North Caucasian Federal District and current trends in innovation activities of enterprises and operations suggests a conclusion concerning the need for a systemic approach to innovation in the region taking into account national interests and makes the basis for further proposals of scientifically-based directions of economic transformations and coordination of efforts between all government structures engaged in this process and responsible for solving these tasks. The findinmgs of this paper can be used by the control bodies of the regional agroindustrial complex, by the students of agricultural colleges and other public and private entities of the North Caucasian Federal District for better economic transformations and coordination.

The article provides a detailed analysis of the most significant technological factors that determine the investment climates of Belarus and Poland. According to the authors, the main technological determinants influencing investment decisions include: Global Innovation Rankings, R&D financing, level of introduction of advanced technology, digitalization of the economy, development of e-services and maturity of technology transfer mechanisms. The research shows, that among the factors of technological development there are both positively and negatively affecting the investment climate of the studied countries. The authors proved that despite the similar past and the commonality of a number of trends in the development of the technological environment of investment activity, Belarus fails to keep pace with Poland in the level of innovation development. This suggests that Polish investments are beneficial for Belarus not only from a financial, but also from a technological point of view.

In our manuscript we have made an attempt to study specific sides of Russian Federation’s innovative development, analyze its impact in economy growth and provide main ways of innovative policy realization in different types of regions. The method is based on partial abstraction from the unique properties of each region, thereby uniting them into homogeneous groups using k-means method. Further analysis of the determination of the main factor at the level of country was carried out using decision trees functions with the subsequent collection of OOB errors. Group analysis was carried out using regression analysis. As a result, the authors obtained five types of regions (with a high, above average, average, below average, low level of innovative development), provided an individual characteristic for each group regarding the innovation development and identified prerogative innovative factors that can be considered by the state as a criterion for differentiating state policy and regulation of the development of innovation policy.
