DEVELOPMENT OF THE INNOVATIVE POTENTIAL OF YOUNG PEOPLE ON THE BASIS OF THE USE OF THE UNIVERSITY HACKATHON ECOSYSTEM

BACKGROUND AND OBJECTIVES. Significant contradiction between the need of modern Ukrainian society in innovation-oriented specialist personality, on the one hand, and the level of readiness of university graduates to innovative professional activities, on the other hand, generates the problem of finding ways and means of formation of innovative potential of personality in scientific and educational environment of university on the basis of holistic dual educational concept. Problematic issues of how to organize the process of professional training of future specialists, how to promote the development of their innovative potential, what are the conditions and mechanisms of this process constitute the problem field of this studyMETHODS. The research used methods – activity approach to the problem of personal development; personality-oriented approach to professional training of students; competence approach to university training of students; acmeological approach to the study of human development; mutual influence of personal and professional development; environmental approach – to the problem of formation and development of students' innovation potential. Processing of the results of the survey to determine the proportions of the main components of students' innovation potential on the basis of Hackathon ecosystem was carried out by expert method.FINDINGS. The mechanisms for implementing the concept include the integration of education, science and practice; analysis of innovation needs and innovation capabilities of subjects of education; creation of infrastructure elements necessary for the functioning of the innovation system at all stages of the educational process; formation of a data bank of innovative projects, ready for implementation, technology platforms, information support for the development of innovative youth potential in the scientific and educational environment of the university.CONCLUSION. Scientific and educational environment of the university is a synthesized integrated phenomenon that systematically combines the structures of research, scientific, pedagogical and other activities in their complex interaction to implement the goals and objectives of training and professional and personal development of specialists, ready for innovative activity in the conditions of lifelong learning. The expected results of the concept are expressed in the transition to the use of modern dual educational programs, methods and technologies of educational process implementation in the university, aimed at continuous development of innovative thinking of young people, improving skills and motivation, identifying and setting tasks of creating new knowledge aimed at their solution, information search and processing, independent and teamwork and other competencies of innovative activity based on knowledge of its essence and on practical experience.

Material incentives for innovative activity of enterprise personnel based on key productivity indicators of innovation

Development and implementation of innovation is one of the means of providing competitive advantages for a business in a market economy. Innovative activity of a company ought to be expedient from the economic viewpoint and result in reduction of costs and maximizing the profitability of the company’s activity in the long-term perspective. One of essential factors of economic effectiveness of innovation is innovation-active personnel able to generate ideas and quickly adapt to changes, willing and motivated to participate in implementing innovation strategy of the company’s development. Not all employees a priori possess such features, and therefore the company ought to develop and take measures to facilitate their innovative activity. The article introduces the method of material incentives for innovative activity of the personnel suggested by the authors. The method is based on adapting a well-known system of key productivity indicators to innovative activity of a company. Personnel of the company is divided into three categories of employees according to their roles in realization of the organization’s innovative policy, and the authors defined a set of four or five key productivity indicators of their activity for each category. The authors defined a range of quantitative interpretation of the achievable result for each indicator. They suggested a mechanism for calculating the total amount of the incentive bonus which takes into account key performance indicators coefficients of innovative productivity and their value, the size of the bonus wage fund for the employee, the employee’s affiliation to one of the personnel categories established, the number of rewarded employees and the frequency of premium payments. Implementation of the suggested mechanism will ensure objective assessment and reward for the contributions made by all the interested employees into innovative development of the company increasing effectiveness of the production.

The expansion of innovative activity on rise of oil production enterprises in Azerbaijan

The article analysis the oil and gas production condition in the Republic on basis of statistical data of many years as well as the level of investment provision. The article estimates the structure of expenses on innovative techniques, the condition of exploitation of oil and gas boreholes, the implementation of geological and technological actions, the ways of exploitation methods as well as the methods of ledge effects and influence on extra oil production. INNOVATIVE EFFECT AS A SYSTEM

The article presents a system of innovative effects, which forms the basis of the competitive and innovative concept of the enterprise. The advantage of the new concept is that it allows us to give a comprehensive assessment of the innovative activity of the enterprise based on indicators of the innovation effect.

Competition is More Efficient than the Command Mechanism

The article is devoted to the assessment of innovative activity factors in the national economy. The author shows that investments in human capital and the maintenance of favorable institutional environment are important but not sufficient for the innovation-driven development, because they do not provide incentives for innovators themselves. Partially the incentives could be provided by the state but its oversized machine and regulatory bias in modern Russia do not permit to accomplish this function. In this situation the most important elements of the innovative activity support system are the development of market competition and the integration into global value added chains.

SCIENTIFIC AND TECHNICAL LABOR IN THE FORM OF IMPLEMENTATION OF INNOVATIVE ACTIVITIES

The article discusses the foundations of various kinds of scientific and technical work, criteria, universal labor and its features, the interaction of the stages of the scientific, educational and production system. The groups of factors of scientific and technical activity, categories, types, subjects and facts of innovative activity are distinguished. Scientific and technical work is presented in the form of the implementation of innovative activities. The process of stimulation and its level at the present stage of development of the Russian Federation are considered.

DIRECTIONS OF USE OF REGIONAL FUNDS FOR SUPPORT OF SCIENTIFIC, SCIENTIFIC-TECHNICAL AND INNOVATIVE ACTIVITIES

The article analyzes the trends in R&D expenditures as an important condition affecting the increase in innovative activity. It is indicated that one of the factors that contributes to the growth of funding for research and development is the creation of regional funds for support of scientific, scientific, technical and innovative activities, the budget of which is formed from deductions from the proceeds of companies. It is noted that their creation contributes to the centralization of monetary resources. The purpose of the study is to identify areas for the use of funds from regional funds to support scientific, scientific, technical and innovation activities. Based on the analysis carried out, the main areas were identified to which the financial resources of the funds could be directed and the volume of their use was determined.

TRENDS IN THE DEVELOPMENT OF INNOVATIVE ACTIVITIES IN THE ROSTOV REGION

Thе sustаіnаbіlіty of іnnovаtіvе dеvеlopmеnt іs onе of thе dеcіsіvе fаctors іn еnsurіng thе country's compеtіtіvеnеss, іts еconomіc, tеchnologіcаl, еnvіronmеntаl sаfеty аnd stаblе dеvеlopmеnt. Аn іnnovаtіvе modеl of thе еconomy еnsurеs thе country's sustаіnаblе wеll-bеіng, both іn thе prеsеnt аnd іn thе futurе. Іn thіs rеgаrd, thе stаtе should pаy spеcіаl аttеntіon to thе dеvеlopmеnt of nаtіonаl іnnovаtіvе еntrеprеnеurshіp. Today, innovative development is the most important task for the Republic of Kazakhstan. The author studied the number of small and medium-sized businesses operating in the Republic of Kazakhstan and the level of innovation. This testifies to the results of innovative activities, but at the same time indicates the still low level of innovative activity of the domestic entrepreneurship. Іt should bе notеd thаt dеspіtе thе growth of іnnovаtіvеly аctіvе еntеrprіsеs, thе еntrеprеnеurіаl аctіvіty of domеstіc еntеrprіsеs іn thе fіеld of іnnovаtіons іs stіll low. Kаzаkhstаn іs hіghly dеpеndеnt on forеіgn dеvеlopmеnts аnd tеchnologіеs аlrеаdy іmplеmеntеd аnd usеd, whіch hіndеrs thе procеss of mаnаgіng аnd modеrnіzіng іts іndustrіаl bаsе. Thus, rаіsіng thе lеvеl of domеstіc іnnovаtіvе еntrеprеnеurshіp, еnhаncіng іts аctіvіtіеs rеquіrеs solvіng mаny problеms аssocіаtеd wіth thе dеvеlopmеnt of аn іnnovаtіvе еnvіronmеnt, trаіnіng of quаlіfіеd spеcіаlіsts іn dеmаnd, stіmulаtіon, fіnаncіng, rеgulаtіon of іnnovаtіvе аctіvіty, wіth thе furthеr formаtіon of thе lеgіslаtіvе frаmеwork for аn іnnovаtіvе modеl of thе еconomy. Іn thіs rеgаrd, thе аrtіclе proposеs mеаsurеs thаt nееd to bе іmplеmеntеd to еnhаncе іnnovаtіvе dеvеlopmеnt іn Kаzаkhstаn.

RESEARCH OF FORMS AND METHODS OF INVESTMENT SUPPORT OF INNOVATION ACTIVITIES OF INDUSTRIAL ENTERPRISES

To solve the problems of stimulating the development of innovative activity of domestic enterprises, a number of regulatory acts have been developed in Ukraine today that regulate relations in the sphere of investment in innovation. National legislation defines the following forms of investment of innovative activity: state (municipal) investment, commercial investment, social investment, foreign investment, general investment. In order to receive financial support, the subjects of innovation activity whose innovation projects are listed in the State Register of Innovation Projects shall submit to the State Innovation Financial-Credit Institution (its regional branches) innovative projects and all necessary documents, the list of which is determined by it. The subject of innovative activity, the innovative project of which has been competitively selected, may receive one or more types of financial support from the innovative financial-credit institution, depending on the competitive procedure established by the competitive procedure. Financial support for the implementation of innovative projects can be provided in the form of successive tranches as a result of monitoring the progress of project implementation.The analysis of the structure of state financing of innovation activity by types of economic activity of subjects of innovation in 2018 allows to determine the priority branch of chemical and petrochemical industry. Investing of own funds of subjects of innovative activity is realized through capital investments and financial investments. Structural analysis of sources of financing of innovative activity in Ukraine allows to distinguish the overwhelming share of own funds of the enterprises in the total volumes of financing of their innovative activity. But in the conditions of insufficient level of state support of innovative activity of enterprises and instability of their financial results, as the main source of own funds for investing, the role of financial and credit providing of investments by the subjects of the financial market significantly increases.
