Effective Water Governance and How to Achieve

Today's youths are yesterday's future generation and tomorrow's guardian of future generations. Successful water governance requires the sustainable management of water resources which in turn implies the maximisation of economic, social and environmental goals. This research, whilst focusing on the social traits of the current youth cohort, forms the basis of a wider national survey amongst Maltese society in order to identify their economic, social and environmental traits as one of the basis for developing a robust water governance framework for Malta. The research shows that whilst there is a solid foundation in the current youth crop to build upon for effective water governance, there is still considerable work that needs to be undertaken in order to raise awareness amongst a sizeable component of the current youth cohort.

Abstract Water resources in humid regions are perceived as abundant, and water-governance systems are based on the expectation of consistent availability of water to meet all needs. In arid regions, in contrast, the operating assumption is that water is a scarce resource that must be allocated systematically to avoid conflict. The ‘myth of abundance’ common in humid regions is counterproductive to effective water governance. This paper provides an overview of the concepts of water scarcity and water security and explains how water governance in humid regions fits into these frameworks. It then addresses the riparian system for allocating water rights and how this system promotes the myth of abundance. Three case studies are presented from humid regions of the Anglophone world, highlighting the shortcomings of abundance-based water-governance systems in these regions. Finally, the water-security framework is advocated as an alternative that addresses fundamental flaws of the abundance-based approach, namely issues related to ecosystems, water quality, disasters, and conflict. Using a goal of water security, rather than a perception of abundance, as the basis for water governance will lead to improved outcomes, especially given future climate change and population growth.

The misalignment of the boundaries of watersheds and jurisdictions is cited often as a barrier to effective water governance, but the validity of the assertion depends on watershed scale and the decisions or processes involved. The paper probes these decision processes and their alignment with scales of natural watersheds and with governance processes. Two examples from the USA provide context and data to inform the discussion, one from the humid eastern part and one from the drier western part. Ultimately, the spatial and governance scales determine the complexity of decisions. The major issue is the level and nature of negotiations and how stakeholders communicate and work with each other to resolve issues in a form of pragmatic federalism, where the concept merges into decentralization to the subwatershed level. At smaller scales, negotiations can be worked out in person-to-person venues but at larger scales institutions have their own trajectories and inertia. Ultimately, watershed boundaries can be effective for joint planning and assessment, but decisions follow governance patterns. Basin boundaries do provide venues for coordination mechanisms to mediate conflicts.
