Systems that exist today tell us about their survival. They were the better possible outcome of their evolution in their given setup (environmental, economic, and political setup). Urbanization-led cities grew in diversity. An inclusive approach in planning through public participation, where people involved in planning process and represent their community, is suitable for such diversified planning regions. Participatory approach is a bottom up method where community planning plays a major role in addressing larger goals. Communities are a group of people with certain commonalities living together and hold equal rights to their community. Developments in ICT gave a smart approach to public participation, where people easily exercise their participation in decision making. The chapter addresses how technology is related to process and enables public participation in urban planning procedure. Addressing the case of Indonesia, the chapter explains how developing nations responds to technology interventions in urban planning.

This entry discusses community planning in the context of community social work. Distinctions are made between community planning as a rational comprehensive process of the planning discipline, and the process of community planning in community social work. Community planning is defined as a process of participatory and inclusive organized social change, directed toward community empowerment, building community, and developing members’ capacities to take part in democratic decision making. A three-dimensional model of empowering community planning is presented and discussed. The model focuses on the tasks of community social work in the planning process, and the empowering outcomes they can enable.

HIV prevention community planning groups were formed to increase stakeholder participation and develop evidence-based comprehensive HIV prevention plans. To date, it is not well understood what factors affect group behavior as the planning group prepares for data-informed decision making. In this observational case study, the authors videotaped 18 meetings of a community planning group (CPG) to observe how a group's behavior changes over time in response to modifications in its structure and function. Discussions on authority and conflict were common, particularly during presentations on prioritized populations and interventions. Changes in the frequency of data-informed discussions were not statistically significant. Observed group conflict may have been an unintended consequence of efforts to improve equity. The authors suggest that formal and informal mechanisms to manage conflict and agreed-on procedures for decision making should be incorporated into the technical assistance offered to CPGs. Future studies should address whether data-informed decisions increase once contentious issues are resolved.
