PurposeThis study develops a conceptual framework appropriate for managing Post-Disaster Reconstruction Projects (PDRPs) so as to avoid cost and time overruns in Angola.Design/methodology/approachAn explanatory sequential mixed research approach was used. Data was collected from project participants within the ministry of planning, the provincial government office of planning and the local government in Angola. A questionnaire with closed questions was completed by 130 survey respondents. Semi-structured focus group interviews were conducted with seven participants selected through purposive sampling. Descriptive statistics, t-test and content analysis were used to analyse quantitative and qualitative data, respectively.FindingsThe study indicates that there is presently no formal project management process. Neither have government project management standards been developed and broadcast. This results in ad hoc processes being mostly used for managing PDRPs. The study further presents disaster preparation programme, community engagement, resources and stakeholder's engagement, post-disaster procurement policies, financial guides, post-disaster recovery legislation, context-specific (social economic, demographic, political and cultural variables), programme preparation as essential components to be considered for developing an appropriate framework for managing PDRPs.Research limitations/implicationsThe study is limited by its geographical settings which focussed the results on one province in Angola. However, the findings can be useful for other countries wishing to gain insights on the framework with “overlooked components” for managing DPRPs in emerging countries with similar disaster environment, government policies and same business environment.Practical implicationsThe framework for managing PDRPs may positively impact project realization, hence minimization of time and cost overruns. The findings are vital for managers, local practitioners and policy/decision-makers in emerging countries of essential components and lessons useful for managing PDRPs and making decisions when they intend to participate in such projects. An understanding of which approaches are critical and essential components of the framework serves as a basis for improving project delivery. Future research studies should describe its practical application.Originality/valueThe study provides insights by identifying an ordered grouped set of project management models/approaches mostly applicable for managing PDRPs in Angola, better understanding of appropriate components/variables to be considered and develops a conceptual framework for managing PDRPs in emerging countries, post-war context.

Electronic commerce (e-commerce) personnel are instrumental in developing and maintaining electronic commerce programs and projects within firms. In spite of the dot-com bust, the number of firms developing and using e-commerce for interactions with customers and suppliers is growing. Personnel competence as individuals and as a group can be a decisive force in determining the level of success of e-commerce projects. In this chapter, we present a conceptual framework as an extension and reformulation of several of the currently active fit theories of human resource management and industrial psychology. We propose consideration of five categories of skills that should be present in organizational e-commerce workforce (human computer interface, data storage and analysis, transaction/application development, infrastructure, and project management). Finally, based on the adjusted concepts of fit, we present a set of propositions showing expected relationships between organizational and fit related variables on workforce outcomes.

Purpose The purpose of this paper is to investigate a systematic methodology to manage asset data flow between building stakeholders throughout building life cycle using the Construction Operation Building Information Exchange (COBie) standard. Design/methodology/approach A literature review of the relevant building information modelling (BIM) for facilities management (FM) studies including the gaps and challenges of producing COBie data is analysed. Then a standard project management methodology by Project Management Institute (PMI) is introduced as a theoretical framework to map the different areas of managing COBie data as a project in coordination with Royal Institute of British Architects (RIBA) Plan of work. This theoretical background is coupled with an inductive approach through the placement within a construction company (Bouygues, UK) in the UCLH construction project to produce the conceptual framework that is aligned with industry needs. Findings The lack of well-structured approach to manage COBie data throughout building life cycle causes many problems and confusions about the roles and responsibilities of different stakeholders in creating and managing asset data. This confusion in turn results in incomplete and low-quality COBie data at the handover phase which hinders the ability of facility managers to use these data effectively in the operations phase. The proposed conceptual framework provides a standard project management process to systemise the data flow among all stakeholders. Practical implications The proposed framework is developed in liaison with a large construction company, so it is well aligned with an actual industry approach to managing COBie data. Furthermore, it provides a systematic step-by-step approach to managing COBie as a project that could be easily implemented in actual construction projects. Originality/value The paper introduced a novel approach to manage COBie data using a standard project management methodology based on an actual live construction project perspective coupled with project management theory.

The purpose of this article is to explore the role of multi-stakeholder initiatives (MSIs) in sustainable supply chains. I argue that MSIs are needed to help establish and institutionalize the natural and social thresholds in which a sustainable supply chain must operate. While a multitude of MSIs relevant to supply chains already exist, they do not yet adequately address sustainability thresholds. Building on theory and literature, I elaborate on four interrelated roles for MSIs in this area: (1) providing learning platforms, (2) developing standards, (3) developing enforcement mechanisms, and (4) issuing labels and certifications. All four roles emphasize the need for supply chains to operate within the thresholds set by nature and society. Staying within thresholds is what distinguishes between sustainable and unsustainable supply chains. The four roles form part of a broader conceptual framework outlining a way forward for MSIs in sustainable supply chains. Different MSIs could address one or more of these roles. I argue that all MSIs must be developed with special attention to their input and output legitimacy. Stakeholders from both within and beyond the supply chain must be involved in developing and implementing a MSI for it to be viewed as legitimate. I note that the conceptual framework presented here is a starting point. It would benefit from further testing and refinement. For example, future work could add further specificity to the four roles I discuss. Future research could also focus on integrating economic thresholds for sustainable supply chains into the framework.

Globalization, offshoring and the notable growth of containerization have changed the maritime transport and logistics chains. Ports became integral part of complex supply chains and serve as a logistics centres, add value, link flows and influence the supply chain patterns and processes. The port competitiveness is determined by its in-house strengths such as efficient freight handling and hinterland connections and by its position and links in the global supply chains. The aim of this paper is to investigate the importance of port integration in the supply chains overall and to analyse how North Adriatic Ports are integrated into the supply chains. The analysis is based on the sample of 939 firms aggregated by ports regions and classes level within Section H (Nace Rev.2). The assumption is that if the business cycle of all firms (classes) included in the port supply chain is correlated, it can indicate that the port is integrated in the supply chain. The results of our analysis are ambiguous, where the correlation is rather negative than positive. This paper provides the conceptual framework and outline the significance of this investigation for port operators, shipping lines, forwarders and other stakeholders.
