Unemployment and labour market flexibility: The United Kingdom

People move, finances move, so does the cultures, artefacts, goods and food. Remittances literature expanded significantly in the last two decades to cover more of what we refer to as social remittances. Social remittances refer to often intangible elements, cultural artefacts, habits, opinions, attitudes, beliefs, values transferred by migrants from destination countries to their home countries. Through studies on migrant remittances, we know that even in terms of financial transfers, remittances operate in corridors and in a two-way fashion. One third of remittances are sent to countries which are called “advanced economies”. United Kingdom, Germany, France are among the top remittance receiving countries as well as leading the table of sending countries. In this paper, I explore the ways in which social remittances change the foodscapes of destination countries with particular reference to Döner Kebab in the United Kingdom. Until two decades ago, Döner Kebab was a rare meal you would enjoy when holidaying in Turkey or if you happen to be in that cosy corner of North London. Nevertheless, in 2010s Britain, it became a popular fast food, particularly when it comes to what to eat after a night out. One may find an outlet selling Döner Kebab literally in every city, every town, every neighbourhood, every village in Britain. Multiple forces were in play in the making of Döner Kebab a British national food: 1) practicality of the food itself, 2) growing number of immigrants from Turkey arriving in Britain, 3) labour market disadvantages immigrants face, 4) asylum dispersal policies of the 1990s and 2000s, 5) declining incentives making small shops not viable economically, and 6) increasing number of British tourists visiting Turkey. In this article, a number of hypotheses are proposed for a conceptual model explaining the ways in which foreign food becomes part of the national food/cultural heritage in destination.


Reconstructing Solidarity is a book about unions’ struggles against the expansion of precarious work in Europe, and the implications of these struggles for worker solidarity and institutional change. The authors argue against the ‘dualization’ thesis that unions act primarily to protect labour market insiders at the expense of outsiders, finding instead that most unions attempt to organize and represent precarious workers. They explain differences in union success in terms of how they build, or fail to build, inclusive worker solidarity, in countries or industries with more or less inclusive institutions. Where unions can limit employers’ ability to ‘exit’ from labour market institutions and collective agreements and build solidarity across different groups of workers, this results in a virtuous circle, establishing union control over the labour market. Where they fail to do so, it sets in motion a vicious circle of expanding precarity based on institutional evasion by employers. The book builds its argument on comparative case studies from Belgium, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Italy, Poland, Slovenia, Sweden, and the United Kingdom. Contributors describe the struggles of workers and unions in diverse industries such as local government, music, metalworking, chemicals, meatpacking, and logistics.

In the context of the continuance of mass high unemployment in the United Kingdom and considerable debate concerning the ‘real level’ of unemployment, the authors of this paper go beyond the official unemployment rate by focusing on the development of alternative indicators of labour reserve in the regions of the United Kingdom. They show how, on a step-by-step basis, successively ‘broader’ indicators of labour reserve (more specifically, those on government training schemes, various categories of those conventionally defined as economically inactive who would like a job, and those in part-time work because they could not find full-time employment) may be derived by means of data from the Labour Force Survey. They then go on to outline the key features of regional variations in the scope for additional labour-force participation. As labour supply is a dynamic concept, and the utilisation of the labour reserve implies transitions from unemployment and non-employment to employment, selected information on transitions between labour-market states and on the previous economic circumstances of the unemployed is presented. Some key features of the broad regional geography of those categorised as in employment, but ‘on the margins’ of the labour reserve, are highlighted also. Finally, the implications for policy of substantial labour reserves in many regions in the United Kingdom are explored.
