The local government units in the Philippines are at the forefront of disaster management including responding to the impacts of climate change. With the necessity to address this problem, this study aimed to determine the initiatives of the local government units (LGUs) in Batangas on climate change. The study made use of descriptive research which involved quantitative and qualitative methods in gathering data. Research triangulation was used. The subjects of the study were the Disaster Risk Reduction Management and planning officers of three component cities and twenty-seven municipalities of Batangas. Frequency counts, percentages, and average weighted mean were used in the statistical analysis of data. Results of the study revealed that LGUs in Batangas comply with the provisions of Republic Act No. 10121, otherwise known as Philippine Disaster Risk Reduction and Management Act of 2010. LGUs to organize disaster risk reduction and management councils at the local level. Likewise, cities and municipalities of Batangas implement policies through local ordinances to adopt and strengthen RA 9003. They are implementing initiatives that encourage businesses to promote climate-smart services and practices. Assessment of farming practices, extension services and linkages with GOs, NGOs and other agencies in the implementation of climate change initiatives needs to be improved.

The existence of several early childhood education institutions in Indonesia, such as in the Riau Province region, often faces the risk of catastrophic floods overflowing the Kampar River resulting in casualties. The results of preliminary research found that children lacked insight into flood disaster mitigation, and schools did not have appropriate mitigation programs or media. This study aims to develop a product in the form of an E-Comic to introduce flood disaster mitigation in a practical and effective early childhood education. Research and development procedures in this study using the ADDIE model. The data collection techniques for this study were the results of expert validation, practicality tests, and media effectiveness tests on children aged 5-6 years using the mitigation understanding instrument and descriptive statistical analysis of Aiken's V validation. Flood disaster is very suitable for use in early childhood learning, with the average Aiken's V result by material experts is 89% and media expert is 96%. E-Comic practicality with an average percentage of 85.5% and effectiveness test results with an average value of 90%. AbstractRecent scientific consensus suggests that climate-related disasters are becoming more frequent and destructive. Consequently, increasing importance is given to disaster risk reduction (DRR) and climate change adaptation (CCA) in global governance. The projected global warming at 1.5 ºC and the climate variability that the Philippine archipelago experiences make DRR-CCA the key priorities of both the national and local government units. In this study, we assessed and measured the degree of mainstreaming of DRR-CCA in the comprehensive development plans (CDPs) of the five component cities in the province of Nueva Ecija in the Philippines. These are among the areas in Central Luzon that are susceptible to hydrometeorological and geologic hazards. We distributed survey questionnaires to 25 employees of the local government units in the five component cities in Nueva Ecija who are directly involved in planning activities. We triangulated their responses using archival data (review of written policies and plans). The main findings of the study indicate that in spite the presence of laws and policies on DRR-CCA, their implementation is only in the preliminary stages. The results also provide insights to policymakers and future researchers on the challenges and opportunities influencing the systemic mainstreaming of DRR-CCA in the province.

Corruption at all levels of all societies is a behavioural consequence of power and greed. With no rulebook, corruption is covert, opportunistic, repetitive and powerful, reliant upon dominance, fear and unspoken codes: a significant component of the ‘quiet violence’. Descriptions of financial corruption in China, Italy and Africa lead into a discussion of ‘grand’, ‘political’ and ‘petty’ corruption. Social consequences are given emphasis but elude analysis; those in Bangladesh and the Philippines are considered against prerequisites for resilience. People most dependent upon self-reliance are most prone to its erosion by exploitation, ubiquitous impediments to prerequisites of resilience – latent abilities to ‘accommodate and recover’ and to ‘change in order to survive’. Rarely spoken of to those it does not dominate, for long-term effectiveness, sustainability and reliability, eradication of corrupt practices should be prerequisite to initiatives for climate change, poverty reduction, disaster risk reduction and resilience.
