The local government units in the Philippines are at the forefront of disaster management including responding to the impacts of climate change. With the necessity to address this problem, this study aimed to determine the initiatives of the local government units (LGUs) in Batangas on climate change. The study made use of descriptive research which involved quantitative and qualitative methods in gathering data. Research triangulation was used. The subjects of the study were the Disaster Risk Reduction Management and planning officers of three component cities and twenty-seven municipalities of Batangas. Frequency counts, percentages, and average weighted mean were used in the statistical analysis of data. Results of the study revealed that LGUs in Batangas comply with the provisions of Republic Act No. 10121, otherwise known as Philippine Disaster Risk Reduction and Management Act of 2010. LGUs to organize disaster risk reduction and management councils at the local level. Likewise, cities and municipalities of Batangas implement policies through local ordinances to adopt and strengthen RA 9003. They are implementing initiatives that encourage businesses to promote climate-smart services and practices. Assessment of farming practices, extension services and linkages with GOs, NGOs and other agencies in the implementation of climate change initiatives needs to be improved.

AbstractRecent scientific consensus suggests that climate-related disasters are becoming more frequent and destructive. Consequently, increasing importance is given to disaster risk reduction (DRR) and climate change adaptation (CCA) in global governance. The projected global warming at 1.5 ºC and the climate variability that the Philippine archipelago experiences make DRR-CCA the key priorities of both the national and local government units. In this study, we assessed and measured the degree of mainstreaming of DRR-CCA in the comprehensive development plans (CDPs) of the five component cities in the province of Nueva Ecija in the Philippines. These are among the areas in Central Luzon that are susceptible to hydrometeorological and geologic hazards. We distributed survey questionnaires to 25 employees of the local government units in the five component cities in Nueva Ecija who are directly involved in planning activities. We triangulated their responses using archival data (review of written policies and plans). The main findings of the study indicate that in spite the presence of laws and policies on DRR-CCA, their implementation is only in the preliminary stages. The results also provide insights to policymakers and future researchers on the challenges and opportunities influencing the systemic mainstreaming of DRR-CCA in the province.

Climate Disaster Risk Assessment (CDRA) and Local Climate Change Action Plan (LCCAP) provide the scientific and legal platform for climate change adaptation and mitigation in the Philippines. This APN CAPaBLE project responds to the limited technical capacity of local government units (LGUs) to comply with this requirement through collaborative capacity building. Evaluation of CDRA and LCCAP led to a National Interagency Technical and Policy Forum to formulate action plans and fast-track preparations. The initial stage of the project demonstrated collaborative advantage as a condition for mobilizing human and financial resources was enabled. Collaborative inertia set in once the technical limitations of Aurora LGUs surfaced to complete the CDRA. This mirrored the results of the institutional capacity survey, administered to 87 disaster risk reduction and management Technical Working Group (TWG) members, highlighting the LGUs limitations in data availability and functional knowledge on climate change. Thus, a shift in capacity building strategy through focused mentoring and managing LGU expectations was done. The Aurora LGUs successfully completed its CDRA and LCCAP requirements through a lengthy and arduous process. It was acknowledged that CDRA preparation has a steep learning curve and competes heavily with other multiple functions and pressing demands from the LGUs. The national interagency forum resolution suggested that the CDRA be assigned to another government agency while LGUs shift capacity development initiatives to understanding and mainstreaming scientific assessment into local plans. The project experience highlights the difficult, yet promising, path to human security development and resilience building and underscored prudence and urgency of adaptation planning at the local level.

The impact of natural hazards and/or disasters in Cameroon continues to hit local communities hardest, but local government lacks the ability to manage disaster risks adequately. This is partly due to the fact that the necessity to mainstream disaster risk reduction into local governance and development practices is not yet an underlying principle of Cameroon’s disaster management framework. Using empirical and secondary data, this paper analyses the governance of disaster risks in Cameroon with particular focus on the challenges local government faces in implementing disaster risk reduction strategies. The hypothesis is that the governance of disaster risks is too centralised at the national level, with huge implications for the effective governance of disaster risks at the local level. Although Cameroon has reinvigorated efforts to address growing disaster risks in a proactive way, it is argued that the practical actions are more reactive than proactive in nature. The overall aim is to explore the challenges and opportunities that local government has in the governance of disaster risks. Based on the findings from this research, policy recommendations are suggested on ways to mainstream disaster risk reduction strategies into local governance, and advance understanding and practice in the local governance of disaster risks in the country.

Purpose The recently released fifth IPCC report indicates a high agreement among global actors on the need to integrate climate change adaptation (CCA) and disaster risk reduction (DRR). However, there remains little local level evidence on how DRR and CCA could be linked, the sorts of adjustments that are required for the two concepts to be integrated and the challenges ahead. This paper aims to provide an empirical insight on the possible links and departures between DRR and CCA. Design/methodology/approach The study used a qualitative case study approach to excavate lessons from an existing DRR intervention for CCA using a local-level adaptive capacity assessment framework as a normative criteria. Data was collected both from primary and secondary sources. The primary data collection involved the use of participatory rural appraisal techniques with village communities in Chifra District, Afar Regional State, Ethiopia. Findings The findings showed that the DRR interventions studied addressed parts of the elements of adaptive capacity at the local level. The findings also showed the limitation of the DRR intervention, which could be attributed to both the nature of the DRR interventions in general and implementation problems of the case study intervention in particular. The limitations show cases where full integration of DRR with CCA could be challenging. Originality/value The paper argues why the two approaches may not be integrated fully and also shows the need to focus on the design of DRR interventions in achieving both short-term (reducing disaster risks) and long-term objectives (enhancing adaptive capacity).

Preventing and reducing disaster victims is crucial in the disaster risk reduction context. The government, particularly at the local level, plays a vital role in reducing such risk. Therefore, strengthening the capacity of local governments is needed to reach the goal. This necessity is clearly stated in the Sendai Framework for Disaster Risk Reduction (SFDDR) 2015-2030. The capacity of local government in disaster risk management is essential in preventing and minimizing the number of victims. Floods and forest and land fire haze are the most common disasters in Jambi Province. Understanding the local government capacity is imperative in the context of disaster risk reduction as such. This paper aims to explain the current capacity of the Jambi local government in managing flood and forest and land fire haze. Data were collected qualitatively from government officials through focus group discussions (FGDs) and interviews. The findings showed that the capacity of Jambi’s local government needs to be improved, and there are issues to be solved. Jambi Province policy capacity tended to focus on forest fires and lacked attention on flood-related policies. On implementation capacity, there exist some issues to be overcome, such as the local government officials’ knowledge and skills related to disaster risk management, redundant disaster preparedness programs at the village level, and the need for more detailed hazard maps.

The existence of several early childhood education institutions in Indonesia, such as in the Riau Province region, often faces the risk of catastrophic floods overflowing the Kampar River resulting in casualties. The results of preliminary research found that children lacked insight into flood disaster mitigation, and schools did not have appropriate mitigation programs or media. This study aims to develop a product in the form of an E-Comic to introduce flood disaster mitigation in a practical and effective early childhood education. Research and development procedures in this study using the ADDIE model. The data collection techniques for this study were the results of expert validation, practicality tests, and media effectiveness tests on children aged 5-6 years using the mitigation understanding instrument and descriptive statistical analysis of Aiken's V validation. Flood disaster is very suitable for use in early childhood learning, with the average Aiken's V result by material experts is 89% and media expert is 96%. E-Comic practicality with an average percentage of 85.5% and effectiveness test results with an average value of 90%. The private sector for long has been looked upon as a funding source to cushion the disaster and climate change damages and losses. In recent times, there is a more proactive approach with the private sector increasingly engaging in activities to promote Disaster Risk Reduction (DRR) and Sustainable Development Goals (SDGs) as a part of their business strategies. Despite significant strides being made by the private sector in this regard, the strategies that are good for the business, environment, and sustainability are yet to take off at a large-scale. Many private organizations are still facing the challenge of identifying the right target sector and stakeholders for fulfilling their sustainability requirements. However, the greatest strength of the private sector is its ability to innovate. As part of this innovative design, the concept of thematic incubation for corporate sustainability is explored. The products and services developed through these thematic incubators are envisaged to result in the achievement of global development agendas and promotion of sustainability performance for multiple stakeholders including government, academia, private sector, and the community at large. This concept allows a win-win situation with the culmination of long-lasting social and environmental goals along-with achieving profit-with-purpose. The paper identifies the concept of sustainability with respect to the interest of the stakeholders, as well as its alignment with that of sustainable development and disaster risk reduction. The paper presents an exploratory case of the thematic incubation for disaster risk reduction, climate change, and sustainable development as a possible approach to corporate sustainability. The paper details the process of thematic incubation along with possible challenges and advantages of the same. In all, thematic incubation has been identified as a lynchpin to ensure the effective utilization of resources and setting in motion a culture of innovation, entrepreneurship, use of science, and sustainability at the local level.
