Government accountability and voting choice in Italy, 1990–2008

Approximately 11% of all postsecondary students reported having a disability in 2008. Although the percentage of students with disabilities in 2008 closely reflects the percentage reported in 2004, the U.S. Government Accountability Office states that recent legislative changes have the potential to increase the diversity and number of students with disabilities pursing higher education. To support students with disabilities enrolled in higher education and in online learning, it is important to understand disabilities and the resources students need to actively engage in their courses and to achieve their academic goals. This article includes collaborative responses from a diverse group of leaders at eight higher education institutions and organizations who work with disability services and have experience in online learning. Some of the contributors also have disabilities so the collective responses build upon research, professional experience, and personal experience. For this article, the ten contributors answered 20 questions regarding disabilities and online student success as well as provided recommended practices. This article is designed to be interactive. It includes screenshots, simulation links, video demonstrations, and resources to provide a more detailed understanding of disabilities, accessibility, and support resources. JALN readers are encouraged to interact with the simulations and to watch the demonstration videos as a way to learn more about disabilities and supporting online student success.

Public evaluations of the economy are key for understanding how citizens develop policy opinions and monitor government performance. But what drives economic evaluations? In this article, we argue the context in which information about the economy is distributed shapes economic perceptions. In high-quality information environments—where policies are transparent, the media is free, and political opposition is robust—mass perceptions closely track economic conditions. In contrast, compromised information environments provide openings for political manipulation, leading perceptions to deviate from business cycle fluctuations. We test our argument with unique data from eight Latin American countries. Results show restrictions on access to information distort the public’s view of economic performance. The ability of voters to sanction governments is stronger when democratic institutions and the media protect citizens’ access to independent, unbiased information. Our findings highlight the importance of accurate evaluations of the economy for government accountability and democratic responsiveness.

Performing Detailed Design Reviews of a U.S. Navy Surface Combatant within an Integrated Data Environment

Between November 2006 and March 2009, the U.S. Navy’s first ZUMWALT class Guided Missile Destroyer, DDG 1000, underwent Detailed Design. According to a Government Accountability Office shipbuilding study in 2005, late changes to a ship’s design is recognized as the primary factor contributing to increasing ship construction costs. Therefore a strict Detailed Design review process was implemented for DDG 1000 that included improved Computer Aided Design tools and more efficient communication methods than previous ship Detailed Design efforts. The actual benefit of the design reviews of the ZUMWALT Class will not truly be known until after the Lead Ship has been commissioned, however, the design reviews, along with the unprecedented involvement by stakeholders via an Integrated Data Environment, have already proved to be an effective means for reducing the probability that setbacks will be encountered at the waterfront.
