Abstract. This study proposes an improved group decision making (GDM) framework that combines the VIKOR method with data fuzzification to quantify the spatial flood vulnerability including multiple criteria. In general, GDM method is an effective tool for formulating a compromise solution that involves various decision makers since various stakeholders may have different perspectives on their flood risk/vulnerability management responses. The GDM approach is designed to achieve consensus building that reflects the viewpoints of each participant. The fuzzy VIKOR method was developed to solve multi-criteria decision making (MCDM) problems with conflicting and noncommensurable criteria. This comprising method can be used to obtain a nearly ideal solution according to all established criteria. This approach effectively can propose some compromising decisions by combining the GDM method and fuzzy VIKOR method. The spatial flood vulnerability of the southern Han River using the GDM approach combined with the fuzzy VIKOR method was compared with the spatial flood vulnerability using general MCDM methods, such as the fuzzy TOPSIS and classical GDM methods (i.e., Borda, Condorcet, and Copeland). As a result, the proposed fuzzy GDM approach can reduce the uncertainty in the data confidence and weight derivation techniques. Thus, the combination of the GDM approach with the fuzzy VIKOR method can provide robust prioritization because it actively reflects the opinions of various groups and considers uncertainty in the input data.

Ranking is the process of structuring alternatives in order of priority. It is based on the criteria determined for each alternative involved. In this study, the researcher analyzed the percentage of candidates who scored in the 2016 Malaysia secondary school national examination, Sijil Pelajaran Malaysia (SPM), in  the state of Perlis. The schools represent an alternative, while the examination subjects as the criterion. The study used fuzzy VIKOR method to determine the priority rank for the performance of five schools. Fuzzy VIKOR method evaluates the criteria and compose composite index of each alternative for the purpose of arranging them in order of preference alternatives. The result showed that fuzzy VIKOR method is able to rank the data more fair and accurate than other conventional methods such as TOPSIS (Technique for Order Preference by Similarity to an Ideal Solution) and PROMETHEE (Preference Ranking Organization METHod for Enrichment Evaluations). By using the proposed approach, the ambiguity involved in the evaluation data can be effectively represented and processed to assure a more effective evaluation process. The accurate ranking of schools might benefit the Education Ministry at the district level as more resources could be provided to the least performed school.

The aim of this study is to analyze the innovative working behavior of the energy industry. Within this framework, 10 different energy companies in Turkey were included in the scope of the review. As a result of the literature review, five different criteria that could affect the performance of innovative working behavior of the energy companies were determined. The fuzzy VIKOR method has been taken into account in the performance ranking process of these companies. According to the results obtained, both private and foreign energy companies were in the first two and last two. The findings show that no company type has superiority over others in terms of innovative working behavior. Hence, it is important that the energy companies, which are in the last place, develop themselves by taking into account the criteria mentioned in this study.
