Due to increases in the number of inhabitants and their concentrations in densely populated areas, there is a growing need in modern society to be cautious towards the impact of catastrophic natural events. An earthquake is a particularly major example of this. Knowledge of the seismic vulnerability of buildings in Europe and around the world has deepened and expanded over the last 20 years, as a result of the many devastating earthquakes. In this study, a review of seismic risk assessment methods in Croatia was presented with respect to the hazard, exposure, and vulnerability of buildings in the fourth largest city (Osijek) in Croatia. The proposed algorithm for a detailed risk assessment was applied to a database and is currently in its initial stage.

The purpose of this paper is to present a wider evaluation of the first version of the algorithm created for collecting parameters of the active mobile network at the end user premises. The article describes algorithms for software functioning and suggests possible ways of collecting data. The most important parameters of mobile data services include the speed of transferring data, delays and drop rate under different conditions and are measured conducting field tests. The paper also displays the results of the most interesting measurements and their interpretation as well as analyzes differences and advantages of the tool created from the available tools.

We use hierarchical data mining to compress the mobile communication data, which improves data transmission rate of 3G mobile internet. Based on this, combining the advantages of VC and MATLAB, we design the digital library architecture of 3G mobile internet model. This model has the functions of inquiry, backstage management, and mobile data optimization and so on. In order to verify the effectiveness and reliability of the model, we use network testing of small digital library as an example to test the library query function with mobile phone. By using the Android test terminal we get the library query process curve and the data flow transmission characteristics. It provides technical support for 3G on mobile internet technology and innovative design of library.
