Subject. The article investigates financial flows. Objectives. The study is to determine directions of financial flows in global social and economic entities. Methods. I rely upon the systems approach and methods of descriptive statistics. Results. The article illustrates the importance of national interests in financial flows of global social and economic entities. I emphasize that finance is a factor determining the importance of national interests. Finance mirrors the national development and opportunities of a social and economic entity to protect its sovereignty. Sustainable development seems to be the ground for solving any issues of national interests as part of financial flows of social and economic entities. This may be feasible through fund raising. I determined directions of financial flows streaming to socialist and capitalist social and economic entities. In Russia capitalist social and economic entities emerge due to a positively-skewed distribution of values around the average growth rate of direct investment in non-financial assets and portfolio investment, and a negatively-skewed distribution, i.e. military spending, inflation, fiscal revenue and general reserves net of gold. The article highlights that Russia and China have similar economic views on poverty and equality. Conclusions and Relevance. As global economic ties transform and controversies concerning the world order escalate, capitalist economies disregard the specifics of the social and economic paradigm and national interests of other countries. Such controversies can be eliminated if multiple economic interests are simplified. Sustainable development and respective goals seem to offer a solution to national interests as part of financial flows of social and economic entities. The findings unveil opportunities for exercising national interests in global social and economic entities by regulating a source of financial flows, generating new competencies for managerial decision-making on sustainable development goals.

BACKGROUND Rural physician undersupply is a universal concern, leading to sudden physician absenteeism or unavailability on occasion. While media and social networking services may help mitigate these emergencies, information is lacking about their actual contribution in times of physician absenteeism. On December 30, 2016, the director and sole physician of Takano Hospital in Fukushima, Japan, died. The physician’s passing placed many hospitalized patients in danger. This sudden case of physician unavailability, named the Takano Hospital Crisis, provoked massive attention from the general public, in the media and on social media networks such as Twitter. OBJECTIVE The aim of this study was to analyze newspaper articles, tweets and Twitter accounts relating to Takano Hospital Crisis. METHODS Newspaper articles and tweets were searched for keywords associated with Takano Hospital Crisis and its former director between October 2016 and June 2017. We first evaluated the chronological change in the number of articles and tweets, and the number of characters and relevant keywords in the articles. Then tweets and influencers who were popular on the Twitter platform from December 30, 2016 to February 28, 2017, were categorized. RESULTS We assessed 151 newspaper articles and 67,006 tweets. The results show that number of newspaper articles and tweets steeply increased and then diminished within the first month of the incident. The median number of characters in newspapers articles was 436 and the most frequent keyword was medical doctor. There were 753 original tweets that were retweeted more than four times from December 30, 2016 to February 28, 2017. Of these, 245 (32.5%) expressed concern. Notable influencers were journalists, news media outlets, and healthcare professionals that helped with fund raising and providing clinical service in the hospital. CONCLUSIONS Twitter could temporarily function in cases of sudden physician absenteeism to attract volunteers and funding, however, this would not be a long-term solution. In a more general context, a long-term effort of supports from the hospitals themselves and the government will be required to manage the persistent state of physician absenteeism.

Abstract The policy paper aims at sharing experience in medical education between Tunisia and Djibouti through technical support from WHO EMRO. Djibouti, a francophone country located in the English-speaking horn of Africa, could not rely on neighboring countries to help in establishing a badly needed medical school. Djibouti a low middle-income country, with around one million population has a low density in medical professionals. Most of them were trained in France or other francophone countries and the rate of return to practice. WHO EMRO was requested to support in establishing a medical school. A feasibility study to develop a problem based and community oriented medical school was carried out by experts from WHO EMRO and from senior medical professors from Lebanon and Tunisia. A plan was designed to establish the medical school with support from WHO EMRO and technical cooperation from Tunisia using the same approach in establishing the medical school of Nouakchott in Mauritania. Initial funding was provided from WHO EMRO to support acquisition of education materials and laboratories and by a 600,000 $ grant from the African Bank to secure travel and accommodation of visiting professors from Tunisia and from other francophone countries from the region. More than 300 physicians were trained locally and efforts are being made to train Djiboutian residents in various specialties and to train future teachers.
