Abstract: The effective enforcement of the access to healthcare as fundamental right requires an important theoretical and political effort at linking the often contradictory economic and social dimensions of development. This study suggests the need for a systemic view of policies related to the industrial base and innovation in health and the construction of the Brazilian Unified National Health System (SUS). The authors investigate the relations between health, innovation, and development, seeking to show and update the political, economic, and social determinants of the recent Brazilian experience with the Health Economic-Industrial Complex (HEIC). They discuss how the agenda for innovation and domestic industrial production in health gained a central place in the project for construction of the SUS. The article thus seeks to link inherent issues from the agenda for development, production, and innovation to social policy in healthcare, as observed in recent years, and based on this analysis, points to political and conceptual challenges for implementing the SUS, especially as regards strengthening its technological and industrial base. As a byproduct, the article develops an analytical and factual focus on the consolidation of the HEIC in Brazil, both as a dynamic vector of industrial development, generating investment, income, employment, and innovations, and as a decisive element for reducing vulnerability and structural dependence in health. The authors aim to show that strengthening the SUS and orienting it to social needs is an essential part of building a social Welfare State in Brazil.

In our increasingly globalised economy, managing continuous change whilst remaining competitive and dynamic has become a central issue for firms in the industrial sector. One of the elements for obtaining this competitiveness is the value creation model of the firm. The most important challenges in firms are characterised by dynamic complexity which makes it difficult to understand factors in their context. Consequently management and decision making is hindered (Antunes et al., 2011). Business models are characterised by complexity and dynamism. Performance of the firm is a complex topic determined by the large amount of variables that can be involved in the system, and the different effects that influence the system in the short and long term. Due to this complexity a systemic view is required, that is, an holistic view of the whole system. Such a systemic view enables managers to make decisions based on evidence rather than intuition and personal experiences, as they understand how the whole system works. Thus, the main aim of this research is to use an empirical tool such as System Dynamics (SD), to support and sustain firms in the identification of new constructs related to their Business Model (BM).

This contribution attempts to introduce a systemic view of autonomy. The author argues that systemic autonomy depends on structures, procedures and regulations that are in force at organisations and that can either hinder or promote autonomy. The article reviews traces of systemic autonomy in the literature and develops a descriptive framework of the concept. It presents a scale containing nine indicators for measuring an institution’s degree of systemic autonomy, which teachers may easily apply to their own context. The article also includes recommendations for encouraging autonomy in restrictive environments. The author further compares his experiences from two different higher-education institutions: as a teacher at a university of applied sciences and as a learner at a university. The observations gained from this comparison lead to the conclusion that the influence of organisational systems cannot be ignored when expecting autonomy to unfold.

It is timely within the Anthropocene era, more than ever before, to search for a non-anthropocentric mode of reasoning, and consequently designing. The PhotoSynthetica Consortium, established in 2018 and including London-based ecoLogicStudio, the Urban Morphogenesis Lab (Bartlett School of Architecture, University College London) and the Synthetic Landscape Lab (University of Innsbruck, Austria), has therefore been pursuing architecture as a research-based practice, exploring the interdependence of digital and biological intelligence in design by working directly with non-human living organisms. The research focuses on the diagrammatic capacity of these organisms in the process of growing and becoming part of complex bio-digital architectures. A key remit is training architects’ sensibility at recognising patterns of reasoning across disciplines, materialities and technological regimes, thus expanding the practice’s repertoire of aesthetic qualities. Recent developments in evolutionary psychology demonstrate that the human sense of beauty and pleasure is part of a co-evolutionary system of mind and surrounding environment. In these terms, human senses of beauty and pleasure have evolved as selection mechanisms. Cultivating and enhancing them compensate and integrate the functions of logical thinking to gain a systemic view on the planet Earth and the dramatic changes it is currently undergoing. This article seeks to illustrate, through a series of recent research projects, how a renewed appreciation of beauty in architecture has evolved into an operational tool to design and measure its actual ecological intelligence.

The final chapter contains the proposal to rethink the policies for innovation based on the approach defined Design thinking. Particularly important is the introduction of concepts such as global order parameters, referring to a systemic view of the techno-economic dynamics, and of a complementary methodology, called Agile. Based on the proposed framework, the decision-making space of different actors (private, public) in pursuing objectives at different levels is then analyzed. In this way a multi-level and multi-stakeholder decision making process can be enriched through a multiplicity of indicators in order to timely verify the efficiency of implementation process.
