This paper reviews the scholarly literature discussing the effect(s) of land registration on the relations between land tenure security and agricultural productivity. Using 85 studies, the paper focuses on the regular claim that land registration’s facilitation of formal documents-based land dealings leads to investment in a more productive agriculture. The paper shows that this claim is problematic for three reasons. First, most studies offer no empirical evidence to support the claim on the above-mentioned effect. Second, there are suggestions that land registration can actually threaten ‘de facto’ tenure security or even lead to insecurity of tenure. Third, the gendered realization of land registration and security may lead to uneven distribution of costs and benefits, but these effects are often ignored. Next to suggesting the importance of land information updating and the efficiency of local land management institutions, this paper also finds that more research with a combined locally-set approach is needed to better understand any relation(s) between land tenure security and agricultural productivity.

Though previous studies have examined how formalising land tenure affects housing improvements in informal settlements, the role of tenure security and its long-term influence remain unclear. In response, this paper quantitatively examines the extent to which formalising land tenure by way of slum declaration has stimulated housing improvements during the last three decades in the slums of Pune, India. Since slum declaration guarantees residents occupancy but not full property rights, this study focuses on how tenure security contributes to housing outcomes, such as materials, size, the number of floors and the amount of money spent for the improvements. Using original household survey data, analysis involving propensity score matching and difference-in-differences methods reveals that slum declaration has tripled a household’s likelihood of having added a second floor and, albeit less clear, increased the average amount of money spent on housing improvements. At the same time, slum declaration has not induced any improvement in housing materials, largely since many residents of non-formalised slums have also replaced materials. These results indicate that slum declaration, even in the long run, has continued to influence housing investments in Pune’s slums, in terms of both type and amount spent, though residents of non-formalised slums have also come to enjoy certain de facto tenure security. Among other implications for policy, these findings underscore that governments should at least provide legal assurance of occupancy rights in informal settlements, even if active interventions such as slum upgrading and titling are currently difficult.

Land tenure is given attention in the general discussions on conservation and management of natural resources, but the necessary holistic approach to understand the linkages is less considered. Thus, we considered a watershed as a unit of reference and Integrated Watershed Management as a holistic land and water resources management approach with various roles and touchpoints with land tenure issues. To examine the role of land tenure on the management of natural resources in watersheds, we reviewed and compiled literature that captures watershed issues, integrating aspects of land tenure, and aiming to identify the key land tenure roles, dynamics, and its influences on integrated watershed management. Land tenure is observed playing various roles in watersheds and, thus, also on integrated watershed management as an approach—as a driver of change, influence for investment decisions, an incentive for adoption of practices, and leading to sustainability. Land tenure dynamics range from land tenure security, land tenure forms, land access and acquisition modalities, and how these aspects of land tenure relate with integrated watershed management.
