The article offers prospects for the development of clusters in the electric power industry. The goals, objectives and principles of the cluster development strategy in the energy sector are formulated. The strategy is based on the organizational and economic mechanism for regulating the development of the energy sector. The transition of the electric power industry to an innovative development path is the most important problem, the successful solution of which will largely determine the prospects for improving the competitiveness of the domestic economy. However, over the past few years, innovation in the energy sector has been characterized by insufficient activity. In the context of the global financial crisis, this situation becomes a factor that hinders the overcoming of negative trends in the development of the domestic economy and complicates its subsequent transition to a path of sustainable growth. The electric power industry is currently undergoing significant changes. The changes are due to scientific and technological progress, the process of European integration of the energy sector, regional and sectoral internal factors, and so on. Today, the formation of cluster structures in the electric power industry of Ukraine is a necessary condition for the revival of domestic production, increasing the efficiency of innovative development, achieving a high level of economic growth, energy efficiency, energy security and energy independence. Informatization on the specifics of the development of the country's regions contributes to the actualization of the role of clusters, which will create competitive advantages. Along with this, problems related to the development and implementation of the cluster approach regarding the integration transformations of the energy industry in order to ensure sustainable development of the region are insufficiently studied. There is no single method for determining potential clusters, a system of criteria and indicators for the development of energy-saving systems clusters that would allow you to make management decisions on their creation, increase the number of employees efficiency of their functioning and improve strategic management models regional development of renewable energy.

The development of distributed energy can significantly improve the efficiency of the electric power industry by using new technologies. Existing mechanisms are associated with the threats of losing existing competencies in the production of domestic equipment for distributed energy and the risks of creating the market only for foreign producers. The article contains analysis of incentive measures for distributed energy, in particular, objects based on renewable energy sources, and contains identified problems and suggested ways to solve them.

Globalization and sustainable development necessitate joint analysis of technological and environmental trends in energy development taking into account current economic and legal provisions. Based on synthesis of the current state of Ukrainian electric power system in general and hydropower in particular, there have been underscored the importance of comprehensive approach in identifying the key tasks of building the pathway of further electric power industry development. The authors provide the characteristics of today’s organizational and technological structure of the electric power system, including the legal provisions regulating its activity. As currently there are significant legislative changes, particular attention was paid to the review of electricity market. Features of the new liberalized electricity market have been determined in comparison with the current market, and also in connection with renewable energy characteristics. Thus, amendments introduced by the new Law “On electricity market” to the green tariff policy have been detailed with the regard to incentive mechanism for development of renewable energy and liability of electricity producers operating under Green Tariff for imbalances. The article focuses on the analysis of the state and growth potential of small hydropower. Еconomic incentives are systematized according to the current legislation. Also, here is presented the potential for possible growth of small hydropower, namely, quantitative result of the exploration of the technical potential of hydropower resources of small rivers. There have been identified a number of barriers and impediments to the construction of small HPPs. Environmental restrictions to the construction of small hydropower stations have been formulated according to the accurate analysis of various branches of national legislation such as the Land Code, the Water Code, the Law “On the Nature Reserve Fund of Ukraine”, etc., as well as valid ratified documents and other key soft-low instruments at the international level. Additionally, provisions of Сustoms and Tax legislation on small hydropower regarding to incentives for technology development have been defined. Consideration of small hydropower projects successfully implemented on the territory of the country confirms the possibility of the future development of small hydropower.

The article under discussion is devoted to the study of general issues of terminology and terminological activity in the field of electric power on the material of English, Russian and Uzbek languages. The development of electric power industry affects the state of different industries and everyday life of people all over the world. This industry concerns energy production, transmission, distribution and sale. Accordingly, all countries of the world pay due attention to it, and states carry out obligatory regulation in this sphere. The author of the article examines semantic, morphological and syntactic features of renewable energy terminology in order to determine the most productive way of terminology in this scientific field.
