Nowadays, while cities are often subject to research in terms of their development, especially smart development, studies on rural areas are rare. However, the development of the latter is very important. It is important that rural areas develop economically and socially. Smart villages are a challenge for the modern energy sector. The authors of the article try to answer the question: What are the challenges for the modern energy sector in the context of rural development? The aim of this article is to identify challenges for the modern power industry in the concept of smart countryside development. The article begins with the presentation of the essence of smart villages and the essence of energy policy. The research facilitated the identification of basic challenges that prevent or slow down the development of the smart villages in terms of modern energy solutions, as perceived by experts and residents, and farmers and entrepreneurs operating in rural areas. The article identifies a number of energy challenges in the context of a smart village. They include, among others, a lack of awareness regarding the impact of energy on the environment, a low level of public knowledge about new energy solutions, and a lack of social trust in modern energy solutions in rural areas. The research was conducted in rural areas in the north-western part of Poland. At the end, the article presents a model of rural development in the context of the modern energy sector. The research also allowed the creation of a smart village development model that focuses on smart economy, intelligent environment, intelligent people, and intelligent governance. Since these are universal solutions, they can be used as a proposition for other countries.

China’s power industry is in a critical transformation period. The new round of power system reform in 2015 will have a profound impact on China’s power industry. Therefore, it’s necessary to analyze the influencing factors of thermal power generation efficiency. Based on the thermal power generation industry related data in China’s 30 provinces from 2005 to 2017, this paper studies the impacts of market segmentation on thermal power generation efficiency in China. And the empirical result shows that the market segmentation exhibit significant negative effects on the thermal power generation efficiency, that is, the thermal power generation efficiency significantly decrease 1.6799 for each unit increase of market segmentation index of thermal power industry. Besides, by decomposing the dynamic thermal power efficiency index, we find that the “innovation effect” is the primary channel for the market segmentation to make effects on the thermal power generation efficiency. Furthermore, our findings are still robust after considering endogenous problems and eliminating the relevant data. Finally, research conclusions of our study paper provide empirical supports for the efficient development of China’s power market.

To reach the peak of carbon emission in China, the energy and power industry has the most arduous task and the heaviest responsibility. It should not only ensure efficient economic development, but also complete the arduous task of energy conservation and emission reduction. It is the main force in helping reach the peak of carbon emission. Taking the achievement of carbon peak in China’s power industry as the research object, this paper utilizes time series analyses to establish CO2 emission prediction models for China and its power industry under two scenarios: with and without a carbon peak target. The paper analyzes the current status of achieving carbon peak in China’s power industry and puts a forward CO2 emission reduction scheme for China and its power industry in the future. On this basis, countermeasures for China’s power industry to deal with carbon peak are explored.

The article discusses the formation of the power industry of the Irkutsk region (IR), the structure of its fuel and energy complex (FEC). The modern fuel resource base of the region and its prob-lems are analyzed. All components of the fuel and energy complex are considered: oil and gas, coal and electric power. The most problematic areas in each of the components of the fuel and energy complex are highlighted and some recommendations for their elimination are proposed. Also shown are new risks and threats to IRs associated with the fuel and energy complex region.
