Humanity must choose a low-carbon economy as the way of development, forced by global warming. From the perspective of international competitiveness of industry, low-carbon economy will affect the flow of trade and investment between countries. This article collected 28 manufacturing industries in China from 1995 to 2011 to compare the industrial international competitiveness in traditional evaluation system with which in new evaluation system in low-carbon economy. The results showed that competitiveness of industries fluctuated frequently in low-carbon economy compared with traditional evaluation system, which meant China’s manufacturing internal low-carbon mechanism had not formed.

ICT has the potential to enable a low carbon economy, as pointed out by many studies. One example of the energy (and CO2) saving potential of ICT is illustrated in this chapter: how much energy (and emissions) can be saved if the invoicing process is redesigned? Although there is a net positive effect, the way the actual process is implemented can make a large difference. This led to the question of how to evaluate different projects or different designs, when it comes to the net sustainability effects. Then a framework is introduced to compare the combined sustainability effects of all the steps in a work process compared to alternative processes. The authors then describe existing indicators and metrics that can be used to fill the framework.

The paper analyzed the evolution of policies to reduce GHG emissions reduction in Vietnam, primarily to fulfill its transparency commitment under the UNFCCC and the Paris Agreement. The uncertainty in the transparency rules of the Paris Agreement will be considered to sketch-out the most likely options for developing national policies to meet the future transparency requirements. The key actors and factors in Vietnam impacted by the policies are illustrated. To analyze the extent of penetration of transparency actions and future potentials provided these options, the progress of building congruence toward domesticating international norms of climate change in Vietnam by empirical assessment of the readiness to implement the ETF is conducted. In their turns, the way each relevant stakeholder responded to newly introduced requirements has a profound impact on policy making and enforcement in Vietnam and can represent a typical example of how the community react to a shift in transparency frameworks. Besides, the paper explores how the transparency policies will imply on the monitoring the transition to a low carbon economy in Vietnam under those reactions and the recommend the way forwards that the country may adopt to make its climate change commitment achieved and benefit significantly from the process.
