As a new mode of implementation for the construction project, EPC mode is more and more highly praised by owner and contractor. The owner can reduce the risk through implementing this mode and make the price of project relatively regular at the same time. However, because the owner seldom participates in this mode, in addition, the same contractor charges design and construction of the project, the owner’s controls to the price of project becomes more and more difficult. This paper discusses reasonable determination and effective control method and means to the price of the project under EPC mode according to the characteristic.

This paper reports on an exploratory interview survey of construction project participants aimed at identifying the reasons for the decrease in use of the traditional, lump-sum, procurement system in Malaysia. The results show that most people believe it is too slow. This appears to be in part due to the contiguous nature of the various phase and stages of the process and especially the separation of the design and construction phases. The delays caused by disputes between the various parties are also seen as a contributory factor - the most prominent cause being the frequency of variations, with design and scope changes being a particular source of discontent. It is concluded that an up scaling of the whole of the time related reward/penalty system may be the most appropriate measure for the practice in future.

From1980s to nowadays, D-B mode is widely used for its incomparable advantages. It combines design and construction into an integral whole, not only reducing owner’s burden but giving contractor more space to perform his ability. On the basis of the analysis of D-B mode’s operation process and referring to other modes’ operation mechanism, this article establishes its operation mechanism. The purpose is, by establishment of operation mechanism, to provide theoretical support for engineering and promote this mode’s development.

Through the elaboration of the management towards the whole process of preliminary feasibility demonstration, planning of design, construction process and completion settlement about Hangzhou subway construction project, the paper summarizes and analyzes the conditions of subway construction project in the aspect of investment control management, in addition to the analysis of the reasons for some problems occurred and finally puts forward some measures and suggestions to improve the investment control management of subway construction project with an aim to enhance the ability of investment control management towards the subway construction projects in Hangzhou and other domestic regions.
