Of all the policy issue areas that concern the U.S. government in its relations with Africa, economic assistance policy has attracted the deepest and widest involvement from U.S. university scholars. University-based analysts have enjoyed numerous avenues of access to officials who define, design, implement and evaluate U.S. foreign aid programs for sub-Saharan Africa. U.S. universities have stronger institutional linkages with the U.S. Agency for International Development (USAID) than with any other Washington institution discussed in this ISSUE, including the U.S. Congress and agencies within the the national security bureaucracy.

This chapter assesses the various obstacles impeding the expansion of the American Century from early 1961 through 1964. Numerous problems, including Laos, Berlin, the Cuban missile crisis, and Vietnam brought into question John F. Kennedy’s leadership. His response too often minimized consultation with allies and, across the Third World, increasingly focused on security and stability through civic action programs, overseen by the Office of Public Safety in the Agency for International Development—to the great detriment, for example, of experiments like the Alliance for Progress. Meanwhile, the rise of multinational corporations and deficit-induced flight of gold thwarted Kennedy’s and Lyndon Johnson’s economic policies, while weakening America’s hegemony and credibility.

This chapter discusses the strategic value of landpower in Humanitarian Assistance and Disaster Relief (HA/DR) operations. When disasters occur that are significant enough to derail/delay political agendas, the US government depends on landpower's unique capabilities to support the lead federal agency, the US Agency for International Development. The authors use three disaster relief operations case studies (the 2010 earthquake in Haiti, the 2014 Ebola outbreak in Liberia, and the 2013 Super Typhoon Haiyan in the Philippines) to illuminate the Army's core roles in HA/DR success. Lastly, the chapter discusses the secondary benefits of successful HA/DR operations like enhancing interoperability among joint, interagency, and multinational partners, assuring partners and allies, and reinforcing the strategic narrative of US power.
