This chapter by Nida Kirmani offers a rare academic study on Lyari. It historicizes Lyari’s development as a contradictory ‘no-go’ site of resistance, protest and gang warfare. This perspective is organized around two of Lyari’s most notorious protagonists, Rehman Dakait and Uzair Baloch. Drawing on narratives of fear that comprise and interweave into everyday life in Lyari, she analyzes the persistent question of the extent to which gang war constitutes politics, rather than being separate to or an obstacle to politics. Through a portrait of Rehman as a community ‘Robin Hood’ figure, Kirmani’s analysis describes a geographic mapping of the paradox of ‘military-humanitarianism’ at the level of local gang warfare. This both mirrors, and also provokes, some original insights into ways these projects are inextricably linked in national and international politics.

The status quo within international politics is that individual nation-states enjoy extensive and for the most part exclusive rights over the resources falling within their borders. Egalitarians have often assumed that such a situation cannot be defended, but perhaps some sophisticated defences of state or national rights over natural resources which have been made in recent years prove otherwise. This chapter critically assesses these various arguments, and shows that they are not sufficient to justify the institution of ‘permanent sovereignty’ over resources. Even insofar as those arguments have some weight, they are compatible with a significant dispersal of resource rights away from individual nation-states, both downwards towards local communities, and upwards towards transnational and global agencies.

Although Herder is not usually known as a political philosopher, he in fact developed what is perhaps the most important political philosophy of his age. In domestic politics he was a liberal, a democrat, and an egalitarian; in international politics the champion of a distinctive pluralistic form of cosmopolitanism that sharply rejected imperialism, colonialism, slavery, and all other forms of exploitation of one people by another. Spanning both domains, while he enthusiastically shared the substantive goals of supporters of human rights he also developed a subtle critique of the concept itself, replacing it with his own concept of humanity. His political philosophy is theoretically minimalist and is all the stronger for being so.

In examining the practice of socialist internationalism, this book has sought to combine three fields of historical scholarship (socialism, internationalism, and international politics) in the aim of contributing to each one. The contribution to the first area, socialism, is perhaps the most obvious. Contrary to numerous claims, socialist internationalism did not die in August 1914 but survived the outbreak of war and afterwards even flourished at times. Indeed, during the two post-war periods, European socialists worked closely together on a variety of pressing issues, endowing the policymaking of the British, French, and German parties with an important international dimension. This international dimension was never all-important: it rarely, if ever, trumped the domestic political and intra-party dimensions of policymaking. But its existence means that the international policies of any one socialist party cannot be fully understood in isolation from the policies of other parties. The practice of socialist internationalism was rarely easy: contention was present and sometimes rife. Equally pertinent, idealism could be in short supply. Often enough, European socialists instrumentalized internationalism for their own ends, whether it was Ramsay MacDonald with the Geneva Protocol during the 1920s or Guy Mollet, who hoped to discredit internal party critics of his Algerian policy during the 1950s. Nevertheless, the attempts to instrumentalize socialist internationalism underscore the latter’s significance. After all, such attempts would be inconceivable unless socialist internationalism meant something to European socialists....

This chapter explores the nexus of moral reasoning, politics, and time, especially in the realm of international politics. It argues that a crucial venue through which adversarial politics infiltrates moral reasoning is the latter’s need of temporalization. Temporalization is facilitated by temporal contexts and narratives so that the temporal boundaries of the situations-to-be-judged become essentially contested. The essential contestedness of temporal boundaries can subjugate normative language and moral reasoning to the dictates of adversarial politics and relativism. Temporalization can change morality into an instrument of power politics. To overcome these problems and salvage morality from subjugation and relativism, the chapter suggests that we should focus on international institutions, which can salvage moral reasoning by changing the structure of incentives facing adversaries, encouraging them not to aim predominantly at their own, domestic audience, but equally at international and universal audiences.
