The Vice-President of the Republic of India and President of the Indian Red Cross Society, Mr. Hidayatullah, visited on 25 February the League of Red Cross Societies and the International Committee of the Red Cross in Geneva.

Mr. Maurice Aubert, Vice-President of the ICRC, went on mission from 8 to 28 February to the Far East and the Pacific which brought him to Japan, the Republic of Korea, New Zealand and Australia.In each of the countries visited, Mr. Aubert met government officials, members of parliament and senior staff members of National Red Cross Societies. He discussed various issues of humanitarian interest with them, particularly with regard to the activities of the ICRC in the world and the ratification of the Protocols additional to the Geneva Conventions.

At the time when the Centenary of the Red Cross is about to be celebrated, it would be fitting to remember the rôle so many members and officers of the International Committee of the Red Cross have played in the drafting and the proclamation of the Rights of the Child. This declaration called the Declaration of Geneva was proclaimed forty years ago by the Council of the “Save the Children International Union” (SCIU). It was on May 17, 1923, that the final draft in five brief clauses was adopted. It is to be recalled that at that time the ICRC and the SCIU worked in close co-operation. Indeed, it was Dr. Frédéric Ferrière's report (then Vice-President of the ICRC) on the disastrous situation in which children lived in Vienna which incited Eglantyne Jebb to come to Geneva for the first time.

At its meeting on the 20th December 1978, the General Assembly of the Henry Dunant Institute appointed Mr. Jacques Meurant, Special Adviser to the Secretary-General of the League of Red Cross Societies, in charge of statutory matters, as Director of the Institute. He succeeds Mr. Jean Pictet, Vice-President of the International Committee of the Red Cross, who has reached retirement age.

On receipt of messages from the Delegates in Saigon of the International Committee of the Red Cross and the League of Red Cross Societies concerning the new needs of the civilian population in the Republic of Vietnam as a result of recent events, the ICRC and the League sent the following joint appeal to the National Societies on the 9th February, 1968:View new situation created by extension hostilities Vietnam ICRC and League appeal National SocietiesRepublic Vietnam Government request behalf 500,000 newly displaced persons whom 100,000 Saigon in order priority foodstuffs specially milk medicaments clothing. Vietnam Red Cross assisted by ICRC and League Delegates organising milk distribution to 100,000 displaced persons Saigon. Funds already sent enable commencement this first action in close liaison ICRC League Geneva and locally.

The International Committee of the Red Cross has been informed by the Federal Political Department, Berne, that the Provisional Revolutionary Government of the Republic of South Vietnam, in a letter dated 31 October 1973 and received on 3 December, notified the Swiss Government of its accession to the four Geneva Conventions of 12 August 1949, to which it made some reservations.

At its meeting on 3 March, the Assembly of the International Committee of the Red Cross appointed as Vice-President Mr Victor H. Umbricht, who has been a member of the ICRC since 1970.

On November 24, 1964, the delegation of the Arab League in Geneva gave a reception at the Arabic Information and Cultural Centre in honour of Mr. Samuel A. Gonard, the new President of the International Committee of the Red Cross. Several members and some of the ICRC's directing staff were invited, including Mr. Léopold Boissier, former President, Mr. Martin Bodmer, Vice-President, Mr. Frédéric Siordet and Mr. Max Petitpierre, members. On the Arab side, most of the chiefs of diplomatic missions accredited in Switzerland were present.

Mr. Luis Alberto Monge, President of the Republic of Costa Rica, visited on 12 June 1984 the headquarters of the International Committee of the Red Cross, in Geneva. He was received by the ICRC President, Mr. Alexandre Hay, and with him President Monge discussed various humanitarian issues.

We have the pleasure of informing you of the official recognition of the Red Cross Society of the Republic of Zimbabwe by the International Committee of the Red Cross. This recognition, which took effect on 7 September 1983, brings to 131 the number of National Society members of the International Red Cross.
