Анотація У статті проаналізовано діяльність Ради Безпеки ООН, визначено її роль у врегулюванні військових конфліктів. Проаналізовано історичний аспект діяльності Ради Безпеки ООН у даному питанні. Висвітлено процес прийняття рішення щодо започаткування операції з підтримання миру під егідою ООН. З’ясовано які методи Рада Безпеки ООН застосовує для припинення військового конфлікту. Охарактеризовано з якими проблемами змушена боротись РБ ООН під час прийняття рішень щодо врегулювання військового конфлікту. Зроблено висновок про те, що у руслі подій які відбуваються в Україні, а саме військового конфлікту на Сході нашої держави, де прямим учасником якого виступає постійний член Ради Безпеки ООН (Російська Федерація), особливо потрібне реформування РБ. Problem setting. The specifics of the development of countries in the modern world are the strengthening of integration processes, the destruction of interstate and interregional barriers, coordination and joint efforts in solving global problems, creating a system of collective security, which caused significant changes in the concept of international security, interaction between countries, their cooperation. Such transformations have also affected the peacekeeping activities of the United Nations, which require it to step up its initiative, find new mechanisms and forms of conflict prevention that would correspond to current trends in the development of states and the specifics of conflict. Analysis of recent researches and publications. Mechanisms of preventive diplomacy are considered by many scientists, both domestic and foreign. Among domestic scientists, special attention is paid to this problem by I. Blyshchenko, M. Matsyakh, O. Gogosha, V. Makarov, I. Komirenko, D. Gorovtsov, A. Melkin, and S. Melnik. Regarding foreign scientists, we should pay attention to the works of such researchers as: G. Nicholson, M. Jensa, W. Latifi, J. Opio, W. Zartman, F. Mancini, A. Williams. It is worth paying attention to the publications of the UN Secretaries General: K. Annan, B. Boutros-Ghali. They detail the key functions of the United Nations, which is a key player in preventive diplomacy. Target of research. The purpose of the article is to define the concept of preventive diplomacy, the range of its subjects, the role in ensuring international and national security. Much attention is paid to the analysis of the activities of preventive diplomacy, which should actively cooperate with each other to effectively prevent conflicts. The authors try to summarize the experience of preventive diplomacy in the field of international and national security, and the obstacles that arise in the modern world in the implementation of its means. Article’s main body. The phrase “preventive diplomacy” came into use by the United Nations during the Cold War. In the late 1950s, UN Secretary-General Dаg Hammarskjöld used the phrase not as a method of preventing potential conflicts, but as a means of preventing conflicts. Boutros Boutros-Ghali’s 1992 Agenda for Peace states that diplomatic measures are best used to reduce tensions before they escalate into conflict and, if they do erupt, to contain the conflict quickly and resolving the controversies that caused it. Preventive diplomacy refers to actions aimed at preventing disputes between the parties, escalating existing disputes into conflicts and limiting the spread of the latter in the event of their occurrence. This definition provides an understanding of the objectives of preventive diplomacy, which the UN has associated with a range of actions, such as facilitation, mediation, conciliation, litigation and arbitration. The main areas of preventive diplomacy are: confidence-building measures, fact-finding, early warning, preventive deployment, and the creation of demilitarized zones. Subjective diplomacy actors such as the UN, the UN Secretary-General as its direct representative, regional bodies, national initiatives, humanitarian organizations and development agencies are widely considered. Conclusions and prospects for the development. The article summarizes the definition of the main problems of modern preventive diplomacy, which negatively affect the implementation of basic means of conflict prevention, confirms the effectiveness of preventive diplomacy in comparison with other instruments for maintaining peace and security in the world.

The resignation of Ratu Tisha from his position as Secretary General of PSSI consisted of many parties. That's because there is a lot that Ratu Tisha can enjoy, both for PSSI as an organization, as well as for the Indonesian national team as the end of the football achievement itself. The responses of various football people were covered by many media to become news. This study aims to find out how the online media Kompas and Detik frame the news about the resignation of Ratu Tisha from the PSSI General Secretariat position based on the framing device of Zhongdang Pan and Gerald M. Kosicki. This study uses descriptive qualitative research methods and uses analysis of Pan and Kosicki's framing model analysis using four structural dimensions of news texts, namely syntax, script, thematic, and rhetorical. as a data analysis technique. This study finds the fact that Detik.com tends to be more serious in providing headlines than Kompas.com. In addition, this study also found the fact that Kompas.com tends to be more descriptive and only gives a few statements in its news writing

The Ministry of XYZ's Data and Information Center is a supporting element that is under and responsible to the Minister through the Secretary General with the task of preparing governance and information technology management infrastructure, developing, and implementing information system innovations and data management and information presentation. Information technology management is carried out to facilitate the management, monitoring and evaluation of every business process and information technology to achieve organizational goals. COBIT 2019 is used to assist organizations in managing and optimizing existing information technology by examining the 10 existing design factors and then analyzing the level of capability in each of the top three domains. The result of this research is the capability level of the domains BAI02, BAI03, and BAI07, which is then made recommendations from the domains that have gaps.  


Significance On October 6, the UN Secretary-General announced the appointment of a new personal envoy to the Western Sahara dispute, Staffan de Mistura, an Italian diplomat with a four-decade career in numerous hotspots, most recently Syria and Iraq. De Mistura takes on the post amid increased military hostilities between Western Saharan independence movement Polisario and Moroccan forces. Impacts Morocco and Polisario will use different kinds of international diplomacy to pursue their aims. Growing conflict in Western Sahara could have dangerous spillover effects that would draw in Algeria. Without a significant reduction in tensions in Western Sahara, an Algerian-Moroccan rapprochement is unlikely.

It is commonplace today to hear climate change identified as the single most important challenge facing humanity. Consider the headlines from COP24, the United Nations Climate Change Conference held in Poland in December 2018. U.N. Secretary-General António Guterres opened the proceedings by calling climate change “the most important issue we face” (PBS 2018). The Secretary-General’s remarks paraphrase the opening line of the U.N.’s climate change web page, which announces that “[c]limate Change is the defining issue of our time and we are at a defining moment” (United Nations n.d.). Such statements about the singular significance of climate change—the most important, the defining issue—are often followed by proclamations about what hangs in the balance, and this was the case at COP24. There, the celebrated British naturalist Sir David Attenborough warned that “collapse of our civilizations and the extinction of much of the natural world is on the horizons,” amounting to, in his words, “disaster of global scale, our greatest threat in thousands of years” (PBS 2018).

In 1976 the Polish Episcopate made a decision to regulate the status of Polish priests who left for the USA in 1956-1976. In Warsaw, thr work was manages by the Episcopal Secretariat, and in the USA, the coordinating office in Orchard Lake Schools, headed by Rev. Msgr. Alexander Cendrowski. Bishop Wesoły and Rubin from Rome cooperated with the center. On behalf of the  American Episcopate, the Secretary General, Archbishop Bernardin, and the head of the Emigration and Tourism Commission Bishop Gracida cooperated. In the years 1956-1976, 356 priests and religious left Poland from 48 dioceses and 14 religious orders, including 165 priests and 186 religious. October 15, 1977 the status of priests was as follows: incardinated priests 52, religious 56; 16 in the incardination process, 17 emeritus, 7 returned to Poland, 33 had problems with incardination, 56 worked as a guest. The worked the most; 42 in Detroit, 41 in Chicago, 20 in Gary, 18 in Brooklyn and Philadelphia, 15 Buffalo, less than 10 in 18 dioceses It was impossibile to establish the status of the other priests they were suspended, sent to the secular state and entered into marriage.
