Beliefs Unworthy of Respect in a Democratic Society: A View from the Employment Tribunal

There have been a number of tribunal decisions on the admissibility of discrimination claims concerning ‘belief’ as a protected characteristic under the Equality Act 2010. Some have favoured the claimant, establishing, inter alia, that opposition to fox hunting and hare-coursing, a belief in the ‘higher purpose’ of public service broadcasting and a commitment to vegetarianism constitute ‘philosophical beliefs’ for the purposes of the Equality Act. Others do not, such that a belief in wearing a poppy or, in contrast with an earlier decision, a commitment to vegetarianism do not qualify. The admissibility of these claims tended to turn on the extent to which the belief in question was considered cogent or was sufficiently weighty and substantial. In Forstater v CGD Europe & Anor, whether or not a belief fell into the protected category focused on the rather different issue of whether or not it was worthy of respect because of its compatibility (or otherwise) with the dignity and rights of others.

Peter Bowker and Laurie Borg's three-part television drama Occupation (2009) chronicles the experiences of three British soldiers involved in the 2003 invasion of Iraq. By means of an historically situated textual analysis, this article assesses how far the drama succeeds in presenting a progressive critique of the British military involvement in Iraq. It is argued that although Occupation devotes some narrative space to subaltern perspectives on Britain's military involvement in Iraq, the production – in contrast to some other British television dramas about the Iraq war – tends to privilege pro-war perspectives, elide Iraqi experiences of suffering, and, through the discursive strategy of ‘de-agentification’, obfuscate the extent of Western responsibility for the damage the war inflicted on Iraq and its population. Appearing six years after the beginning of a war whose prosecution provoked widespread public dissent, Occupation's political silences perhaps illustrate the BBC's difficulty in creating contestatory drama in what some have argued to be the conservative moment of post-Hutton public service broadcasting.

This article investigates how platformisation changes the practices of content production and distribution through the case of the web series, Druck (tr. Pressure (2018–), for the public service content network ‘funk’ (ARD and ZDF). An analysis of the German adaptation of the Norwegian television and web series Skam (tr. Shame) (NRK3, 2015–2017) shows how public service broadcasting (PSB) in Germany is changing due to the influence of social media. To reach a younger audience, PSB has to meet them on third-party platforms. Consequently, PSB must provide content that fits the mobile media environment of social media.

The public broadcasting remit in the eyes of the audience: survey research into the future role of Flemish public service broadcasting The public broadcasting remit in the eyes of the audience: survey research into the future role of Flemish public service broadcasting In view of the discussion about the future position of public service broadcasting, this research investigates the expectations of Flemings regarding their public service broadcasting institution VRT. Based on the current task description of the VRT, a survey was effectuated among a representative sample of Flemings (N=1565). Questions were asked about the content (broad or complementary to commercial broadcasting), audience (broad or niche) and distinctive nature of public service broadcasting. The analysis shows that, overall, Flemings are in favour of a broad public service broadcasting institution with a strong focus on entertainment (besides information), oriented towards a broad audience. At the same time, they believe the institution should distinguish itself from its competitors, through quality, social responsibility, cultural identity and (particularly creative) innovation, among other things. Cluster analysis shows that the call to prioritize culture and education over entertainment, which dominates public debate, is representative of only a minority (20%) of highly educated Flemings.
