In the contemporary multiplying uncertainties of local governments, politicians and public managers are constantly faced by a recurrent problem: despite financial constraints and with scarce resources, they have to combine the delivery of efficient public services with local economic development and democratic quality. This paper draws on an ethnography concerning the design and implementation of a Strategic Planning process within a Spanish city government and is framed by the proposition that local governments are experimental places for what is usually referred to as democratic governance. Focusing on the way in which the use of Strategic Planning entails a trade-off between urban and economic development and democracy, the article explores how this formal mechanism of citizens’ and business´ participation serves to establish relational processes to reinvigorate local economic development, democracy and administrative modernization. The paper also argues that, in order to fully implement new urban development practices at the local level, it is necessary to take into account not only institutional issues, but also the communal, social and political resources that frame both formal and informal deliberations propelled by the Strategic Planning process. It is the interaction and combination of these that determine the paths and developments of local government innovations.

Theoretical bases and practical recommendations on strategic planning of local economic development of Khmelnytskyi region are investigated. To this end, the theoretical foundations and peculiarities of the local development strategy are considered, development indicators are analysed and recommendations for improving the level of economic development of Khmelnytskyi region are provided. The essence of strategic planning as a component of the holistic system of local economic development planning is studied. The content of the concept of strategic planning is described. Recommendations are provided for improving mechanisms, such as: local targeted programs, public-private partnerships, local guarantees and social and corporate responsibility projects. It is determined that public-private partnership will allow the authorities to meet the needs of economic development through investment funds. It is proposed to take into account economic security indicators in the development strategy of the region and identify those responsible for their achievement, which will solve the problems of economic security in the future. It is proposed to apply the principle of self-sufficiency in financing the strategy, to strengthen the monitoring system in the development of the strategy, to involve qualified employees from local authorities and business in the development of the strategy. It is recommended to develop programs and projects aimed at attracting investment, supporting entrepreneurship, starting new businesses, maintaining existing businesses, developing local markets and more. The article states that the legal framework of local strategic planning is currently being formed, so in the future we can expect the emergence of a number of new documents and methodological developments that will improve the level of development of the region. Based on this, it is recommended to develop regional plans to increase the investment attractiveness of the region through the preliminary study of its investment environment.

The main task that determines the effective functioning of the country is the formation of a strategy for its socio-economic development based on a long-term innovation strategy. An innovative development strategy of the country is defined as a fundamental, basic element of the overall strategy of socio-economic development. The purpose of the article is to develop the conceptual foundations for shaping the country's socio-economic development strategy in modern conditions, adjusting the priority directions of the strategy and the peculiarities in using the means of achieving the goals, taking into account European experience. The article examines the European practice of developing and implementing the strategy of socio-economic development of the country as the most important instrument of the state's influence on social and economic development. Recommendations on the use of advanced strategic planning tools are developed. It is proved that without the scientific and methodological support of the plan of socio-economic development of the country it is impossible to count on the successful solution of important tasks and the democratization of public relations. The concept of strategy formation is designed to take into account the interests of economic entities and territory and to cover not only the traditionally used sectoral aspect of development, but also the territorial, which includes the creation and development of clusters and special economic zones. European experience shows that transition of a country to an innovative socially oriented type of development requires an increase in the efficiency of the state strategic planning process, the achievement of which is possible only with the co-ordinated activity of state authorities, business structures, science and society. It should be emphasized that in the prevailing conditions there is a need to form a single integrated system of social and economic development planning that optimally combines both the use of strategic planning and the program-target method for solving urgent problems.
