The medieval period in Bologna spans from the end of the Gothic War in 553 ce to 1401, when Giovanni I Bentivoglio proclaimed himself signore of Bologna. After the Gothic War, in the mid-6th century, at first Etruscan and later Roman settlement of Bologna came within the sphere of influence of the Exarchate of Ravenna and subsequently in the hands first of the Carolingians and then of the kings of Italy (9th–10th centuries). The city was governed by a count, like the other regions under Carolingian dominion, and then by a duke. From the 10th and particularly the 11th century, a period of economic recovery, Bologna expanded beyond the city walls, with modest dwellings housing artisans who were moving in from the countryside. At the end of the 11th century, Bologna reached a turning point in its history, with the emergence of the university—in particular, the law school. In the following centuries, students converged on Bologna from all over Europe, and the city managed to meet the needs of large numbers of students. In the 12th century the merchants, artisans, and professional classes established an autonomous form of government, the commune. Together with the other cities of northern Italy, Bologna was part of the Lombard League, and it fought against the emperor Frederick Barbarossa, who laid claim to the government of the city. The city emerged from that conflict in a state of full autonomy. In the 1150s, the second circle of defenses was constructed, the Torresotti walls, but it proved to be inadequate. In the late 1220s, a much more extensive circle of defenses was constructed, which to this day marks the limits of the historic city center. During the 13th century, various forms of city government were adopted. At the beginning of the century the government was controlled by aristocrats and entrepreneurs, giving way to a popular government (Comune di Popolo) from the middle of the century. The political tensions between the various social strata gave rise to a period of insecurity, resulting in a government intended to safeguard the economy. Various forms of government were set up in the 14th century by internal and external rulers: the local Pepoli family, and Milan’s Visconti. But the greatest threat to Bologna’s autonomy was the papacy, and the regimes of Cardinal du Pouget, Cardinal legate Guillaume de Noellet. In 1376 there was a reassertion of the Commune.

Income earned by an area in a certain time. The existence of income earned by an area at a certain time has an impact on economic conditions in the area. Bogor City is one of the regions in West Java Province with a fairly good economic movement in 2016-2020, it can be seen in terms of Regional Original Income (PAD) which decreased and increased from 2016-2020. This study will analyze the income received by the city of Bogor in 2016-2020, and will increase economic growth in the city. This study uses a quantitative method, where various data are taken from previous research and using data released by the Bogor City government in 2016-2020. This study found that Bogor City's income was quite good because it was able to increase PAD in 2019 and 2020. This result had an impact on Bogor City's economic growth which also increased. This study concludes that income and good economic development will have a good impact on a certain area for both infrastructure and non-infrastructure development.

The purpose of this study is to analyze the implementation of competitive advantage in equity participation in PT Bank Pembangunan Daerah for the period of October 2020 which is still in the category of Commercial Banks Based on Business Activities 1. Specifically, this research also tries to build the best implementation model for regional capital participation to PT Bank Pembangunan Daerah which is integrated with the planning and budgeting system and integrated with regional development priorities. We operate qualitative method which aims to get the real picture by developing a process analysis using direct data sources from informants totaling 27 people with very competent status in the field of regional capital participation at PT Bank Pembangunan Daerah Bengkulu Province and Central Sulawesi Province. Creswell (2009) states that the research process involves questions and procedures that arise, data that is usually collected in a participant setting, data analysis that is constructed inductively from specific to general themes. The results of the study explain that competitive advantage is seen from the substance of the low cost strategy of 25 (twenty five) Regional General Treasurers as Regional Financial Management Officers, there are 20 (twenty) Regional General Treasurers as Regional Financial Management Officers stating that the implementation of competitive advantage is seen from the substance the low-cost strategy is still not optimal (80% of informants), and 5 (five) Regional General Treasurers as Regional Financial Management Officers explain that currently there is no implementation of the low-cost strategy in the series of processes for capital participation in the work area carried out by PT Bank Pembangunan Daerah Bengkulu and in the work area of PT Bank Pembangunan Daerah Sulawesi Tengah (20% Informants). The best implementation model to build the integration of the provincial/district/city government capital participation system into PT Bank Pembangunan Daerah in an optimal and regulatory manner with operations is: Phase 1, capital participation management is integrated with regional regulations on RPJMD, Restra SKPD documents, and RKPD documents. Stage 2, the management of equity participation is implemented in regional regulations concerning APBD, then realized and evaluated in the general meeting of shareholders and/or other coordination meetings.

This article is research on the implementation of e-Kinerja within the Banda Aceh City Government.  In this paper, the author uses a descriptive qualitative approach and collects data through a study of existing documents.  This method illustrates how the implementation of e-Kinerja is carried out by the Banda Aceh Government, which the author then compares with existing concepts, namely the concept of performance and reward and punishment.  The results of this study are that the implementation of the e-Kinerja system carried out by the Banda Aceh City Government has a good impact on the regional civil apparatus, the government, the City Government Work Unit (SKPK), and the public.  These impacts include making promotions and transfers based on equal job for equal pay for regional civil servants, facilitating supervision for the government, and knowing the effectiveness and efficiency of work units.

The purpose of this study was to examine the effect of compensation suitability, effectiveness of the internal control system, and perceived behavioral control on fraudulent behavior in the State Civil Apparatus (ASN) in Tangerang City Government. Garbage is one of the problems in the city of South Tangerang (Tangsel). Tangsel produces approximately 880 tons of waste every day. The increase in population has an impact on increasing the volume of waste from households. One of the methods used by the Tangsel city government to reduce waste is through the waste bank program since 2012 a total of 208 Waste Banks have been formed, however, only 50 percent are active. By looking at these conditions, there needs to be efforts to empower women in reactivating waste banks in Tangsel City. One of the newly developed waste banks is the “yes” waste bank. This waste bank is located in RW 10, Cipayung Village, Ciputat District, South Tangerang. The purpose of this activity is to increase independence by empowering the potential of RW 10. The target of this PKM program is to form community awareness to sort waste, train the attitudes of RW 10 residents to have a conscious behavior in sorting waste in supporting independent waste management, developing economic skills. The method that will be applied to achieve the goals / targets of the PKM program is a combination of several approaches, namely through counseling, training, mentoring. Public Green Open Space is one of the important components for managing the city. The Surabaya City Cleanliness and Green Open Space Service in terms of providing public green open space, namely the Flora Park. Flora Park is one of the parks in Surabaya that has the potential to fulfill community rights arising from the presence of public spaces, this can be seen from its strategic location and diversity of facilities. In achieving the optimization of the Flora Park, the Surabaya City Government has explained in the Strategic Plan (RENSTRA) of the Surabaya City Cleanliness and Green Open Space Service for 2016-2021, namely through the Green Open Space Management Program which includes activities for the arrangement of green open spaces, maintenance, and procurement of park and trail facilities. Green, and Maintenance and Procurement of Recreational Park Facilities and Infrastructure. Therefore, researchers chose the focus of strategic planning carried out by the Surabaya City Cleanliness and Green Open Space Service.This study aims to identify, identify and analyze the strategic planning carried out by the Surabaya City Cleanliness and Green Open Space Service in optimizing the Flora Park based on sustainable development in the city of Surabaya and to analyze the driving factors and inhibiting factors of strategic planning in the optimization of the Flora Park in the city of Surabaya. The type of research used in the preparation of this research is descriptive research with a qualitative approach.The results of this study indicate that the strategic planning in optimizing the Flora Park carried out by the Surabaya City Cleanliness and Green Open Space Service has been running quite smoothly. The strategy of the Surabaya City Cleanliness and Green Open Space Service in optimizing the Public Flora Park based on sustainable development is following the 3 pillars contained in sustainable development which include social-based strategies, economic-based strategies, and environment-based strategies. The driving factor in optimizing the Flora Park in Surabaya is having institutions or organizations involved in optimizing the Flora Park in Surabaya, green open space management programs, having human resources, very high community participation, and collaboration with the private sector. While the inhibiting factor that can affect the success of the optimization of the Flora Park in Surabaya is limited funds for the implementation of activities.

The main purpose of this chapter is to present how a smart city is governed, managed, and operated. It describes smart city governance and identifies the special relation the government of the city would have with the citizens as well as communities. In addition, governance considerations related to operations are described, including critical city government challenges. The second important topic in this chapter is the City-Citizens Relations highlighting urban growth, needed investments, and role of smart technologies in the city development. In addition, other issues include strategic goals of smart cities, strategic framework for city governments, and financing smart city projects.

Abstract Sustainable development of Danang City in the direction of circular economy (CE) and a zero-waste city is an urgent solution because the impacts of local municipal solid waste (MSW) generation in the city’s districts are increasingly causing serious pressure for MSW management and treatment. Segregation of waste at source, reuse, recycling, and energy recovery from landfill gas (LFG) generated is considered as one of the keys to solving the dilemma of sustainable waste management. This study analyzed and evaluated the generation of greenhouse gases (GHGs), mainly CH4 and CO2 gases from the Khanh Son landfill based on the application of the EnLandFill software and assessed the potential of energy recovery, clean electricity generation, as well as GHG emission reduction in the period of 2021 – 2050 based on the CE-oriented scenario of the city government. With the potential to recover LFGs in the period of 2021 – 2050 could reach 136.9 million m3 (with efficiency E = 90%), the total annual potential value of electricity generation is estimated at 420.767 million kWh, equivalent to the total potential for GHGs emission reduction (GWP) about 271.25 thousand tCO2-eq. At the same time, this will be a baseline study to serve as the basis for extensive assessments and to suggest the most appropriate waste management strategies and policies create a circular economy in the future.
