The article presents characteristics of selected systems of providing public services based on literature study. The area of public administration has been analysed – a local government, associated mainly with legal sciences, is increasingly becoming an interest of economic sciences, including management sciences. The attempt to present the cumulative character of the evolution of administration was the purpose of the article. The article uses extensive foreign and national subject literature.

Purpose – The purpose of this paper is to introduce the IJPSM special issue on marketization to clarify the conceptual foundations of marketization as a phenomenon within the public sector and gauge current marketization trends based on the special issue’s seven papers. Design/methodology/approach – Conceptual clarification and cross-cutting review of seven papers analysing marketization in six countries in three policy areas at the level of local government. Findings – Four ideal-types models are deduced: quasi-markets involving both provider competition and free choice for users; classical contracting out; benchmarking and yardstick competition; and public-private collaboration. Based on the review of the seven papers, it is found that all elements in all marketization models are firmly embedded but also under dynamic change within public service delivery systems. The review also identifies limitations and modifications of the four ideal-type models. A key trend is a move towards public-private collaboration and cross-sectorial and inter-organizational governance arrangements. Research limitations/implications – Continued research on marketization would benefit from development of more fine-tuned theoretical models which are sensitive to the realm of the dynamics within particular policy and institutional contexts. Practical implications – Policy-makers should balance normative objectives against the experiences gained at the level of implementation. Originality/value – The special issue shows that marketization still is a concurrent phenomenon which is driving substantial change in public service delivery systems as well as is under dynamic change itself.

AbstarctIn assessing technologies for disabled people, the aims of habilitative or rehabilitative interventions, the concepts of disability and handicap, and the potential of existing and emerging technologies in various social arenas, as well as the structure of service delivery systems, are of importance. A discussion of these issues in the light of previous work on cost and effectiveness in the field is given.

Local government practices in Thailand have become more networking orgovernance-oriented since the promulgation of the Constitution of 1997 and the Decentralization Plan and Process Act of 1999. Several local governments have applied modern concepts of New Public Management (NPM) in order to perform their tasks. Public- Private Partnership is, therefore, regarded as a mode of governance for the sake of successful public service delivery. This article aims to describe and analyze local governance in political economy perspective. The case study of Rayong Municipality is selected to present the factors that drove the emergence of public-private partnership and how local government coalitions cooperate in public service delivery, especially the case of solid-waste management. The waste problem in Rayong Municipality had risen considerably due to the rapid increase in population, a trend that may continue in the future. The causes of the problem are many; lack of proper disposal units, limited budget, personnel and landfill areas. This problem has a negative impact on the quality of life in the municipality and therefore this is best dealt with collectively. The project that has been implemented is the waste recycling scheme, garbage banking in schools and communities. The Waste-to-Fertiliser and Energy project makes the Integrated Waste Management Approach complete with the cooperation from other government agencies and NGOs and the involvement of the private sector as PPP.
