Abstract The following study provides an insight into Japanese policies on wounded veterans’ relief during the twentieth century. During the long war (1937–1945) with China and later with the Allied Forces (1941–1945), the Japanese government established strong physical, occupational and spiritual rehabilitation programs in addition to several laws that provided pensions or allowances for military disabilities. After the defeat in 1945, under the Occupation’s new rules of democratization and demilitarization, wounded veterans quickly lost all their benefits. Furthermore, their image was devalued in the eyes of society and their voices were marginalized. However, because of their struggles, the State established a new non-discriminatory law for all disabled people. Nevertheless, after the return of Japanese autonomy in 1952, the wounded veterans still felt that they were not treated adequately because no law addressed their specific circumstances. In order to attain their goal, they created a new association of disabled veterans to express their frustration and to lobby the Japanese government for change. Because of their stubborn mobilization, the Law for Special Aid to the Wounded and Sick Retired Soldiers was finally enacted in 1963 and provided veterans with the assistance they needed and for which they had long-since been asking.

Большинство пациентов с ампутационным дефектом нижних конечностей являются гражданами пожилого возраста с высокой ко- и полиморбидностью, наличием нескольких гериатрических синдромов, что неблагоприятно влияет на прогноз, снижает реабилитационный потенциал, в ряде случаев приводит к развитию сердечно-сосудистых осложнений, ампутации второй конечности, тяжелой инвалидизации и высокой послеоперационной летальности. Ключевым звеном процесса реабилитации инвалидов с культей нижней конечности является обеспечение их функциональным протезом. В статье приведен анализ заболеваемости, первичной инвалидности в период 2015-2019 гг., гендерных, возрастных и клинических характеристик пациентов, проживающих в Санкт-Петербурге, которым выполнена ампутация нижней конечности вследствие сосудистой патологии. Установлено, что отсутствует информация о выживаемости пациентов после проведения ампутации в различные сроки постгоспитального периода в Санкт-Петербурге. Выявлен выраженный дисбаланс между количеством выполняемых ампутаций нижних конечностей ежегодно и количеством обращений инвалидов в бюро медико-социальной экспертизы для обеспечения техническими средствами реабилитации и направлением на первичное протезирование, реабилитацию. The majority of patients with amputation defect of the lower extremities are elderly citizens with high co- and polymorbidity, the presence of several geriatric syndromes, which adversely affects the prognosis, reduces the rehabilitation potential, in some cases leads to the development of cardiovascular complications, amputation of the second limb, severe disability and high postoperative mortality. The key link in the rehabilitation process of disabled people with a lower limb stump is to provide them with a functional prosthesis. The article provides an analysis of morbidity, primary disability in the period from 2015 to 2019, gender, age and clinical characteristics of patients living in St. Petersburg who underwent amputation of the lower limb due to obliterating artery diseases is presented. It was found that there is no information on the survival rate of patients after amputation at various times of the post-hospital period in St. Petersburg. We have identified a pronounced imbalance between the number of lower limb amputations performed and the number of applications of disabled people to the bureau of medical and social expertise for providing technical means of rehabilitation and referral to primary prosthetics.

This study analyzed the operation-related historical data of the call taxi service for disabled people in Seoul, South Korea. The study investigated how unevenly distributed the accessibility of disabled people to transportation is in terms of time and space. In addition, the reasons that cause imbalanced accessibility were investigated in areas with good and poor accessibility. Accessibility was defined as how quickly call taxi services for the disabled are available at specific times and locations. For the analysis, the log data for tracking the status of taxis in time and space were processed to calculate their availability, an index that reflects the dwelling time and the number of taxis available at a specific time and in a specific area. This index was divided into time and space and used as a surrogate measure to assess accessibility. The results showed that there were spatial and temporal accessibility imbalances in demand responsive transit (DRT) service. The insufficient supply during the night resulting from the current DRT operating schedule has reduced the accessibility of call taxis for the disabled, and the concentration of drivers’ breaks also affected the accessibility of service during the daytime. This suggests the need for (1) an increase in supply and (2) evenly distributed breaks for the drivers. In terms of space, the outer areas of Seoul generally were found to be more accessible than the central areas. In addition, areas near depots that serve as hubs and resting places for taxi drivers, areas with excellent medical infrastructures for people with disabilities, and areas with good traffic environments tended to have good accessibility; this suggests the need to reallocate garages and improve the traffic environments to improve accessibility.

Disabled people encounter many barriers while attempting to access the services on the web. E-commerce websites have been also intensively and widely used. The e-commerce market in Turkey will hit TL 400 billion by 2021. It also evaluates the accessibility of 10 popular Turkish e-commerce websites using five accessibility testing tools, namely Achecker, TAW, Eval Access, MAUVE, and FAE. This research has found that most accessibility guidelines are covered by A checker tool. Navigation, readability, input assistance, and timing are the common found accessibility problems while assessing the accessibility of the targeted websites.

Information and communication technologies (ICTs) are omnipresent and define the interactions in society. Within society, there are vulnerable groups of people for whom ICT use is more challenging. Disabled people are the most vulnerable ICT users. To identify the digital divides of access and impact of ICT on disabled users, an exploratory qualitative study was conducted. Relying on a French national association for disability that grants unique access to disabled ICT users, two focus groups and 10 in-depth interviews were carried. The study allows to propose a model of ICT use and effects for disabled people, integrating several types of disabilities. The results show that ICT appropriation by disabled users depends on their perceived self-efficacy in ICT. ICT use can lead to negative effects, including social exclusion and low perceived normalcy. To address societal interests and develop the literature, a research agenda is proposed.

Poverty is much experienced by disabled people and vice versa. Having less or even no chance to public access has caused the feeling of uncertainty and social unworthiness.  Social insecurity triggers anxiety about everything, and mostly about people’s self-confidence to create a relationship with others. Of Mice and Men represents society’s bad treatment for two disabled characters. The paralyzed condition, which is also worsened by their low-financial status, makes the two characters have some problems in adapting themselves to society. This paper aims to discuss kinds of social insecurity constituted at the intersection of disabilities and poverty using qualitative research analysis and descriptive methods. Intersectionality theory helps this paper to see and understand how oppression is formed because of people’s multiple identities. The result of this paper showed that the multiple identities of disabled people become barriers that give them the feeling of insecure to build relations with others and improve their life.
