This article discusses and raises awareness about the socio-economic plight of indigenous musicians in South Africa. Through a qualitative case study of the Venda musician, Vho-Talelani Andries Ntshengedzeni Mamphodo, dubbed the “Father of mbila music,” the article highlights the fact that the welfare of Black South African artists, particularly indigenous musicians in South Africa, is generally a precarious affair. Their popularity, at the height of their careers, sometimes masks shocking details of exploitation, neglect, and the poverty they are subjected to, which are exposed only after they have died. Empirical data identifies this as a symptom of, among other things, cultural policy and arts management deficiencies in the promotion of indigenous music. The article aims to find ways to redress this unfortunate situation, which is partially a product of general apathy and scant regard that these artists have perennially been subjected to, even by their own governments, as well as some members of their societies. All these factors mentioned are compounded by ignorance on the part of South African artists. Part of the objective of this study was to establish whether the exposition of the Vhavenda musicians is a typical example of all Black South African indigenous musicians and, if this is the case, whether the suggested ways to redress this unfortunate situation could contribute to or play a role in alleviating the plight of such artists in the entire country.

This article centers around the case study of Rome's House of Memory and History to understand the politics of memory and public institutions. This case study is about the organization and politics of public memory: the House of Memory and History, established by the city of Rome in 2006, in the framework of an ambitious program of cultural policy. It summarizes the history of the House's conception and founding, describes its activities and the role of oral history in them, and discusses some of the problems it faces. The idea of a House of Memory and History grew in this cultural and political context. This article traces several political events that led to the culmination of the politics of memory and its effect on public institutions. It says that the House of Memory and History can be considered a success. A discussion on a cultural future winds up this article.

The purpose of this research is to assess the effectiveness of the UNESCO Convention on the Protection and Promotion of Diversity of Cultural Expressions (CCD) as a trade instrument intended to protect local culture and cultural industries from free market influences. Much previous writing has pointed out flaws or weaknesses in its legal language and structure; few studies have been carried out on the way it has been cited and employed in actual trade negotiations and disputes. Through a recount of the its history, a close read of the original document of the CCD itself, and a case-study examination of two recently signed free trade agreements and a concluded international trade dispute, this research paper will show that the ways in which this nearly 15-year-old document has been employed does not quite live up to its intended purpose. The effects of immersive strategies and the benefits of a multilingual language policy have been extensively explored in the literature; however, it is valuable to look at the actual application of a multilingual policy. Putting linguistic-educational research into practice by implementing a transformative pedagogical approach is characterized by a process of trial and error, which has remained understudied. This chapter aims to fill this gap by adopting a case study approach that focuses on the implementation of a multilingual/cultural policy at a preschool in the Dutch-speaking part of Belgium. More than half of the children attending the preschool come from a multilingual background. Based on ethnographic fieldwork, consisting of observations, participations, interviews, and focus group discussions with different stakeholders, this chapter analyzes the mechanisms behind the preschool's switch from negatively undergoing multilingualism to positively engaging with it.

Based on the study of protocols of the Latvian Artists' Union and the Organizational Committee of the Artists' Union of the USSR, the article surveys three stages of the introduction of Socialist Realism in Latvia and different forms and functions of the enforced collegial collectivity facilitating this process. The article examines the transformation of artistic life in Latvia during the period of Stalinism, which not only meant stylistic transition towards Socialist Realism but also involved the imposition of a range of practices of collective supervision of artistic production and censorship, including collective debates, collective advice, collective learning and collective critique. Ultimately ideological and stylistic demands of the normative collectivity came into conflict with the key presumptions artistic autonomy adhered to by the local artists. Taking into account the center-periphery dynamics of Soviet cultural policy during the Stalinist period the article examines three stages in these discursive practices that are identified as manifestations of instructive, dramatic, and corrective collectivity.

Purpose – The purpose of this paper is to analyse film festival spectators on the basis of their motives for attending as well as other variables linked to cultural consumption, the evaluation of the event and certain sociodemographic characteristics of attendees. Design/methodology/approach – Survey data were collected at the Valdivia International Film Festival, the case study. In order to achieve the goals of the paper, a variety of statistical methods and techniques were used. First, principal component factorial analysis was applied to identify the underlying motivational dimensions. Second, the authors adopted cluster analysis based on the dimensions pinpointed in the factorial analysis in order to segment festival attendees. Finally, analysis of variance and χ2 analysis were applied to establish each group's profile. Findings – The empirical research reveals three motivation factors (discovery, entertainment and cinema) and three discrete groups of spectators, labelled as socially indifferent, film lovers and enthusiasts). They present different profiles from a consumption viewpoint. Research limitations/implications – The results provide useful insights into cultural policy and management of this kind of events, and even for those in charge of tourism policies in the city and the region. Originality/value – The paper aims to contribute to the literature addressing festival motivation for the specific case of a film festival, a field for which there are almost no studies into motivation, in a given geographical area South America which is active in creating festivals.
