The use of alcohol, tobacco, and other illegal drugs remains at disturbingly high levels among American teenagers. As the physical, social, and psychological "home away from home" for most children and adolescents, schools should assume a leadership role in substance abuse prevention, identification, intervention, and referral. Furthermore, schools are encouraged to develop comprehensive policies to ensure that they are free of tobacco, alcohol, and other drugs.
