Measures of End-User Information Competency in an Organizational Information Environment

The development of applications by end users has become an integral part of organizational information provision. It has been established that there are both benefits and risks associated with end-user development, particularly in the areas of spreadsheets and databases. Web development tools are enabling a new kind of end-user development. The fact that Web page creation may impact, not only locally but also globally, significantly raises the importance of this type of end-user application development. This article reports on the extent of Web page development amongst end users and investigates their perceptions of the benefits and risks of end-user Web development relative to those associated with spreadsheet development and explores approaches to reducing the risks.

As end user computing (EUC) becomes more pervasive in organizations, a need arises to measure and understand the factors that make EUC successful. EUC success is viewed as a subclass of organizational information system (IS) success, having distinct characteristics that distinguish it from other sources of organizational computing success. Namely, the success of applications developed by the information systems department (ISD), software vendors, or outsourcing companies. The literature shows that despite the volitional nature of end user computing, end user satisfaction is the most popular measure EUC success. Moreover, despite known limitations reported in the literature, self-reported scales are the instruments of choice by most researchers. This paper explores the literature on EUC success measurement and discusses the main issues and concerns researchers face. While alluding to the difficulty of devising economic and quantitative measures of EUC success, recommendations are made including the use of unobtrusive measures of success, take into account contextual factors, use well-defined concepts and measures and seek a comprehensive integrated model that incorporates a global view.

This research studies the declaration of input sources for research in scientific communications, more specifically, whether this practice of the academy may be considered a good example to be followed by organizations. Seven hypotheses address two dimensions of input sources: origin (primary or secondary) and nature (data or information). It appears that the declaration of research inputs in the academy is problematic, mostly incomplete or inaccurate. This does not reduce the importance of this practice; it simply indicates that the academy should not be considered a privileged space, with wide dominance and practice excellence. Nevertheless, the information environment of organizations can learn and benefit from the experience of the scientific academy. From the analyses of the research sample, a set of procedures has been developed, which allowed organizational analysts and researchers to elaborate a complete and accurate analysis of the input sources to be declared in organizational or scientific communication.
